1911-04-04 Regular CC MinutesApril 4th, 1911. . REGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA, TUESDAY EVENING, APRIL 4TH, 1911. Meeting convened with Council President B. B. Bullock presiding. The roll was called and Councilmen Christensen, Walker, Krumb, Spence, Ells, Probst and Bullock (7) were noted present and Councilmen Hammond and Fisher (2) absent. The Minutes of the meeting of March 21st, 1911 were read and ordered approved. Ells and carried by the following vote. Ayes:Councilmen Christensen, Walker, Krumb, Spence, Ells, Probst and Bullock,-(7). Noes :None. Absent :Councilmen Hammond and Fisher fe, ). The Audit,-)r presented a report showing the balances in the various funds on March, 31st, 1911. Ordered filed. The Finance Committee presented a report in the matter of furnishing the necess.,r;: pole line and wires to supply power to operate the bridges over the Tidal Canal, stating that it had had a conference with the Electric Light Commission and had reached an amicable adjustment and recommended that certain funds be transferred from the General Fund as a loan to the Electric Light Fundr the same to be retrans- ferred back to the General Fund from the Electric Light Fund, on or before the 25th April 4th, 1911. YY of installing the necessary poles, wires, etc. be placed in the budget of the Electric Light. Plant for 1911-1912. The said report was concurred in by the members of the Board of Electricity. Hr. Probst moved that the report he adopted and filed. Councilman Hammond arrived and was noted present. Mr. Spence offered the following Resolution and moved its doption. RESOLVED, that the sum of Five Thousand (5000) Dollars, be and the same is hereby transferred from the General Fund to the Electric Light Fund as a Joan, the said amount to be re-transferred back to the General Fund from the Electric Light Fund on or before the 25th day of September, 1911, and the Auditor and Treasurer be and they are hereby directed to affect the said transfer upon their respective books. Mr. Christensen seconded the Resolution and it was passed and adopted by the following vote . Ayes :Councilmen Christensen, Walker, Krumb, Hammond, Spence, Ells, Probst and Bullock, (8). Noes :None. Absent :Councilman Fisher, (1). A report was received from the Municipal Electric Light Plant for the month of February, 1911. Ordered filed. Thomas Goff and. R. Bennett presented application for the position as Janitor of the City Hall in case of a vacancy. Ordered filed. A communication was received from H. L. Boyd of Los Angeles advocating a patented garbage incinerator for the disposal of garbage. Mr. Hammond moved that the same be referred to the Public Utilities Committee, seconded by Hr. Christensen and carried. Application for gratuitous licenses were received from the following:- H. /. Nielsen, to do an automobile repair business. Samuel S. Green, to peddle pencils. Chas. Deane, to peddle brushes, brooms, and notions. J. H. Dufour, to solicit orders for coffes, teas, etc. Geo. W. Caswell, to peddle a furniture polish. C. E. Foster to peedle fruit and vegetables. G. Starico to peddle fish. Mr. Christensen moved that they be granted:, but that the applications of C. E. Foster and G. Starico be subject to the wagon license, seconded by Er. Ells and carried. A communication was received from the , Clerk of Oakland, stating that in compliance with the request from the Council of the City of Alameda, the President of the Oakland City Council had appointed the following councilmen, viz: A. 2. Stiefvater, Chairman, R. C. Vase, L. N. Cobbledick, M. R. Branner and W. J. Baccus to act with the Harbor Commission of Alameda in the matter of the improvements to the San Antonio Estuary and Tidal Cnnal. Mr. Hammond moved that the same be referred to the Harbor Commission, seconded by Hr. Spence and carried. A copy of a Resolution of the Oakland City Council bearing on the matter of the appointment of an engineer to represent the bay cities in the matter of the Retch Eetchy Valley water supply was received. Mr. Krunb moved, that the same be referred to a special meeting of the Committee of the whole, the date for holding which would be set later and that Mayor Hodghead of Berkeley be invited to attend said meeting, seconded by Mr. Hammond and carried. 4th, 1911. the General 1:innicipal Election for the 10th day of April, 1911. Ordered filed. A communication was received from the Board of Education making complaint of a nuisance maintained in the neighborhood of the Porter School by the Alameda French Laundry, in the nature of a chimney of not sufficient height to carry away the noxious gases and smoke from the said school. Er. Hammond moved that the matter he referred to the Health Committee of the Council, seconded by Hr. Christen- sen and carried. The Street Superintendent presented a report certifying that the work of grad- ing, curbing, macadamizing and otherwise improving the southern end of Cedar Street under Resolution of Intention No. 754 had been done by Powell Bros. Construction Company under his surorvision and to his satisfactionq C that the won: done and the material used complied with the plans, specifications and contract therefor. Ordered filed. The matter of the improvement of the north end of Hie;11 Street under Resolution of Intention To. 757 postponed from the meeting of March 21st was taken up. Mr. Krunb moved that the natter be postponed until the next regular meeting of the coun- cil, seconded by Mr. Christensen and carried by the fo7lowing vote. Ayes :Council- men Christensen, Thll!er, Urumb, Hammond, Spence, Ells, Probst and. Bullock (8). Noes: None. Absent :Councilman Fsher (1). A Bill entitled "A Bill for Ordinance No. to Amend Section 2 of Ordinance No. 564 Relating to the Construction of House-connecting Sewers in Public Highways" introduced March 21st, 1911 by Mr. Krumb cane up for passage and was read by the Clerk. Mr. Krumb moved that it be adopted, seconded by Er. Christensen and carried by the following vote. Ayes :Coun ilmen Christensen, Walker, Urumb, Hammond Spence, Ells , irobst and Bullock (8) . Noes :None . Absent:Counoilman Fisher (1). natter of the claim of the South Shore Land Com-nany for rerairs to the bulkhead at the south end of the Bay Park Tract was taken up. Mr. Krumb reported' that the matter was still under discussion in the Committee to which it had been referred. Councilmen Hammond and Walker were excused and retired. Krumb brought up the Matter of the request by various persons that the railroad company be requested to establish a station in the neighborhood of the United Engineering Works at the north end of Webster Street, and moved that the matter be referred to the Street Committee, seconded by Er. Probst and carried. There being no further business to transact the Council adjourned until the next regular meeting April 1 th, 1911, at 7:.70 p. m. City Clerk.
