TUESDAY, A-J-F.IL 18TH, 1911.
The meeting convened with Mayor W. H. Noy presiding.
The roll was called, and Councilmen Christensen, Walker, Kruith, Hammon
Spence, Morgenstern and Bullock, (7) were noted present and Councilmen Ells, and
Probst (
pbsent.
The following claim against the General Fund having been regularly approved
and audited by the proper officials was read on the

Mr. Bullock moved that the sane he paid, seconded by Hr. Christensen and carried
by the following vote. Ayes :Councilmen Christensen, Walker, Krumb, Hammond, Spence
MorPenstorn and Bullock, (7) . Noes :None. Absent :Counc ilmen Ells and Probst, (2).
An affidavit was presented showing due publication of the Delinquent Tax list
in June, 1910. Ordered filed.
A communication was received from the Merchant's Association of San Francisco
with a report upon "The necessity of a revision of the accounting system of the
city. government of San Francisco". Ordered filed.
The following applications for gratuitous licenses were received:- Isaac
Kowalski, to peddle fruit and vegetables; G. Pagan, to keep a peanut stand on the
street; L. Zunino to peddle frnit and vegetables. Mr. Spence moved that they be
granted, but that the application of L. Zunino be subject to the wagon license,
seconded. by Mr. Hammond and carried.
A communication Was received from the Russell Sage Foundation, ])epartment of
Hygiene of New York, Nr. Walker moved that the sane be referred to the Fire, Water
and Police Committee of the Council, seconded by Mr. Raymond and carried.
A communication was received from S. Burns Lacdonald of 1918 Union Street
accompanied by a communication from Judge R. B. Tappan complaining of children
playing ball in the streets and particulerly at the corner of Union Street and Eagle
Avenue. Mr. Walker moved that the same be referred to the Fire, Water and Police
Committee of the Council, seconded by Mr. Morgenstern and carried.
Powell Bros. Construction Company presented a map showing a certain street at
the south side of Alameda, between Laurel and Oak Streets. Thereupon Mr. Krumb
offered the following Resolution and moved its adoption.
2ESOLVED, That the highway shown and designated as Powell Street upon that cer-
tain map entitled "Hap of the Powell, Tract" and this day presented to the Council
of the City of Alameda be and the same is hereby accepted on behalf of the public
as a public street and highway, and the Clerk is hereb directed to cause such
acceptance to be endorsed -upon said Map.
Mr. Walker seconded the Resolution and it was adopted and passed by the follow-
ing vote. Ayes:Councilmen Christensen, Walker, Kruinh, Hammond, Spence, Morgenstern
and Bullock, (7). Noes:None. Absent :Councilmen Ells and Probst, (2).
A contract, accompanied by a bond in the sum of 50.00 was received from the
Powell Bros. Construction Company for the construction of concrete steps leading
to the beach at the south end of Chestnut Street. 1.1r. Krumb moved that the same
April 18th, 1911.
A contract, accompanied by a bond in the sum of :500.00 was received from
Michael Murphy for the construction of the remaining portion of the South Side inter-
cepting Sewer. Mr. Krumb moved that the same be filed, seconded by Er. Morgenstern
and carried.
A,communication was received from the Street Committee recommending that that
the Street Superintendent be authorized to have the Park Street and Bank Alley bi-
tumen pavement repaired where necessary, at an approximate cost of 100.00, also
that he be permitted to try the experiment of repairing the Hasaam pavement on the
Webster Street Roadway, with bitumen. Mr. Christensen moved that the recommendations
be adopted, seconded by Mr. Hammond and carried by the following vote. Ayes :Coun-
cilmen Christensen, "Jialher, Krumb, Hammond, Spence, Liorgenstern and Bullock, (7).
Noes :None. Absent :Councilmen Ells and .Probst (2).
A communication was received from the Street Committee requesting permission
to purchase a speedometer for the automobile used by the Street Department at a
cost not to exceed ,N5.00. hr. Hammond moved that the request be granted, second-
ed by Mr. Christensen and carried by the following vote. Ayes :Councilmen Christen-
sen, Walker, Trunb, Hammond, Spence, Morgenstern and. Bullock, (7). Woes.Uone.

A communication was received from T. Mizner and Gertrude E. Bradley by their
Attorney, E. E. Johnson, requesting that a certain piece of property facing one
hundred feet on College Avenue and ten feet on San Jose Avenue being located at the
southwest corner of said College and San Jose Avenues be deeded to the said petition-
ers. Mr. Prumb moved that the matter be referred to the Street Committee, seconded
by Mr. Walker and carried.
Mr. Mrumb offered the following Resolution and moved its adoption:
WHEREAS, in accordance with a Resolution of the Council of the City of •
Alameda duly adopted and passed on the 7th day of February, 1911, in relation to
the street improvements provided for by Resolution No. 757 of the Council of the
City. of Alameda, there was presented to and filed with said. Council on the 21st
deev of March, 1911, at the hour of 0 o'clock P. M. an affidavit in proper form
showing that the Notice referred to in said Resolution last named had been posted
as provided by law, and an affidavit showing that said Notice had been published
in accordance with law, and.

WHEREAS, said hearing comes on to be closed at thin , time and it arrears to

1911, is right and prover to be carried out according to its terms and provisions
in the performance of said work, and in the making of said improvements, now

BE IT RESOLVED, That said Resolution of the Council of the City of Alameda
adopted and rassed on the 7th day of February, 1911, in relation to the work and

Hammond offered the following Tesolution and moved its adoption

is the intention of the Council of the City of Alameda to order the following
improvement to be one in said city, namely;
That iron pipe electric lamp posts each with a cast iron top and ground
glass globe and lamp set up in a concrete basem he erected and constructed on both
sides of the following described streets and avenues of said city between the limits
thereof hereinafter mentioned; said lamp posts to be placed at intervals of 150
feet along each side of said streets and avenues, and arranged so that the lamp
posts on one side. of any such street or avenue shall be alternate with those on the
other side thereof; and that said lamp posts shall be wired and connected by means
of underground conduits of iron pipe for operation by the municipal electric light
plant of said city; that said improvement shall be made and constructed on the
following named streets and avenues, to-wit:- Ninth Street from Pacific Avenue
to the Bay of San Francisco; Weber Street from Central Avenue to the Bay of San
Francisco; Caroline Street from Santa Clara Avenue to the Day of San Francisco;
Hawthorne Street from San Antonio Avenue to the Bay of San Francisco; St. Charles
Street from Santa Clara Avenue to the Bay of San Francisco; Bay Street from Central
Avenue to the Bay of San Francisco; Sherman Street from Central Avenue to the Bay

the intention of the Council of the City of Alameda to order the following street

improved as follows' : That thc roadway thereof, from said southern line of Layton

curb-line to and through said sea wall; that a catch basin of brick masonry, with
cast iron top and cover be constructed in and under the gutter herein provided for
along the eastern Curb line of said Grand Street at the curved corner herein above
mentioned, and that an outlet from said catch basin he constructed of 18 inch vitri-
fied iron stone sewer pipe in a right line therefrom and parallel with said last
mentioned curb line sontherly to and through said sea wall.
The Alameda Daily Areus if hereby designated as the daily newspaper published
ana circulated in this City in which this Resolution, and. the Street Siiierinten_
clent,Ts Totice of the passas, thereof, shall be puclished. The Clerk is hereby
directed to publish this resolution by two snccessive insertions in said newspaper
and post the sane for two days conspicuously'near the Ohamher door of this Council.
Mr. Christensen seconded the Resolution and items adopted and passed by the
following vote. Ayes :Councilmen Christensen, Walker, Krumb, Hammond,Spence, Morgen-
stern and Bullock, (7). Woes:None. Absent:Councilmen Ells and Probst, (2).
A communication was received from Henry Gibbons Jr.., in which he gave the
right of way for the construction of the East End Intercepting Sewer along the east
end of the City through property owned ey him. Er. Krunb moved that it be filed,
seconded by Mr. Christensen and carried.
A communication was received from the Board of health requesting that Section
8, Article III of Dairy Ordinance No. 464 be amended. Mr. Morgenstern moved that
the natter be referred. to the City , Attorney with instruction to prepare the necessary
Ordinance, seconded by Er. Spence and carried.
A comnunication was received from the Southern Pacific Company requesting the
right, privilege and franchise to erect a line of poles for carrying electric power
,along Grand Street and Buena Vista Avenue, accomnanyina' the sane was a Ear of the
proposed work. Mr. Hammond moved, that they be filed, seconded by Er. Krumb and
carried, thereupon hr. Htimmond introduced a bill entitled "A Bill for Ordinance No.
, Granting to the 'Southern Pacific Company, a Railroad Corporation, and to
its Successors and Assigns, Subject to revocation at the Pleasure of the Council
of the City of Alameda, the Right, Privilege and Franchise to erect and maintain a
line of poles beginning at the crossing of Clement Avenue and Grand Street; Thence
Southerly along Grand Street to Buena Vista Avenue; Thence Weeterly'along Buena
Vista Avenue to its Intersection with the right of way of the Central Pacific Railway
Company, and to Attach to, and Maintain, and Operate upon said Poles wires for the
Transmission of Electric Power, and, to connect such wires with Electric Power Wires
of the said Southern Pacific Company" which was laid over under the provisions of the
Charter.
Mr. Krumb introduced A Bill entitled "A Bill for Ordinance No. Fixing the

Mr. Walker moved, that a gratuitous dog license be issued to each of the five
fire houses in the City, seconded by Mr. Hammond and carried.
Mr. Walker moved that a Gun Club he granted permission to establish shooting
grounds on the Alameda Marsh at Third Street and Atlantic Avenue, seconded by
Hammond and carried.
Krumb brought up the roatter of the money that had been voted for, for
road purposes at the last 'State Mection and moved that the matter be referred
to'the Street Committee and City Attorney with the object in view of endeavori
to obtain some of same for the purpose of constructing a road from Bay Farm Island
to Can Leandro, seconded by hr. Morgenstern and carried.
There being no further busineSs to transact the Council adjourned until the
