ALAMEDA, TUESDAY,JULY 18th 1911.
The meeting convened with Mayor W.H.Noy,presiding.
The roll was called and Councilmen Christensen,Walker,Hammond,Spence and
Iiorgenstern, (5) ,were noted present and Councilman Krumb,Ells,Probst and Bullock,
(4) ,absent.
The minutes of the meeting of July 5th 1911,were read and ordered approved.
Councilmen Probst and Bullock arrived during the reading of the minutes and
were noted present.
Mr.Bullock offered the following resolution and moved, its adoption:
RESOIVED,That the sum of ($ 65.00) Two Hundred and Sixty-five Dollars,be and
the same is hereby transferred from the Police Pension Fund to the General Fund,and
the Auditor and the Treasurer be and they are hereby directed to affect the said trans-
upon their respective books.
Mr.Spenoe seconded the resolution and it was adopted and passed by the follow-
ing vote. Ayes :Councilmen Christensen, Thiker, Hammond, penoe orgenstern, nstern, Probst
and Bullock,(7). Hoes:None. Absent:Counclimen Krunt and. Ells„).
Mr.Bullock offered the 2ollowing resolution and moved its adoption:
RESOLVED That the sum of One Thousand One Hundred and. Seventy-one and 9 oo
(1171.95) Dollers,be and the same is hereby transferred from the Firemen's Pen-
sion Fund to the General Fund,and the Auditor and the Treasurer be and they are here-
by directed to affect the said transfer upon their respective books.
Hr.Christensen seconded the resolution and it was adopted and passed by the
following vote. Ayes:Councilmen Christensen,Vialker,Hanmond,Spence,Morgenstern,
Probst and. Bullock,(7).

Idr.Bullock moved that the claims as read be paid,seconded by Mr.Christensen
and carried by the following vote. Ayes :Councilmen Christensen,alker,Hammond,k
Spence,Morgenstern,Probst and aullock,(7). Noes :None. Absent :Councilmen. Ells
and Krumb,(2).
Mr.Ells arrived and was noted preeent.
The Clerk presented a receipt from the Treasurer showing the deposit of 12.50
received from the Park & Playground Commission for rent of the building in McKinley
Park by the North Sicle Club. Ordered filed.
The Auditor presented a report of the balances on hand in the various funds
on June 30th 1911. Ordered. filed.
A continuation certificate was presented on the bond of Arthur D.Goldsworthy
as book-keeper in the Board of Electricity. Ordered filed.
Mr.Spence moved that the Clerk be authorized to withdraw from the files the
surety bond of Chauncey Pratt a former employe of the Department of Electricity
so as to allow the said department to receive a rebate on the prenium,seconded by
Mr.Bullock and carried.
A communication was received from the 7xecutive Committee of the 4th of July
Celebration thanking the Council for its co-operation in making the said celebration
a success. Ordered filed.
Frank Lee rresented an application for a gratuitous license to distribute
samples of "Bon Arai" a cleaning compound. Mr.:Probst roved that it he granted,
seconded by Mr.Buflock and carried.
Frank L.Graham presented an application for a gratuitous license to sell from
house to house a metal polish. Mr.hammond moved that it be referred to the Li-
cense Committce,seconded by ::ir.Probst and carried.
John Mc Gee presented an application for a gratnitons license to solicit or-
ders for a cleaning compound. Mr,Ells moved that it be granted,seconded by Mr.
Probst and carried.
A communication was received from the Mayor notifying the Council that Sumner
Crosby had tendered his resignation as a member of the Board of Education and that
be bad accepted the same. Lr.Prohst moved that it be filed,aeconded by Mr.Bullock
and carried.
A report was presented by the ex-Park & Playground Commission as to the state
and condition of the Park Playground Fund as they found it. Pr.ilanmond moved
that it he referred to the Park and Playground Cormittee,seconded by ir.Bullock
and carried.

A communication was received from the International Association of Fire Fn-
gineers inviting the City to send its chief of the Fire Department to a conven-
tion of Fire Chiefs to be held in Iiilwaukee on September 19 to 22nd 1911. idr.7a
her moved that it he referred to the Fire,Vater and Police Committee,seconded by
nr.Hammond and carried.
Fire Chief I:rauth presented his annual report of the Fire en,and on
motion o :r.V:alker seconded by ilr.hammond the same was referred to the Fire, Via-
ter and Police Committee.
Chief of Police Conrad presented his semi-annual
of the Police Depart-
ment and on motion of 1.:Ir.allzer seconded by Lr.Harnmond the sante was referred to the
Firenter and Police Committee.
Complaints were received from 1:.C.Eillen and, Louis aroni owners of property
on Garfield and Liberty Avenue, complaining of the lack of Fire protectionby lack
of sufficient water mains and fire hydrants. 1.1r.'jialker moved that the same he
referred to the Public Utilities Committee, seconded by ::ir.Probst and carried.
A communication was received from Lewis & :haw urging that that portion of
the fire limits south of 7ncinal Avenue be eliminated. :1-.7ammond moved that it
be referred to the Fire,Vfater and olice 7ommittee,seconded by 1,:r.Trobat and car-
ried.
The matter of the purchase of a boiler for heating oil for use by the street
department was taken up and or motion of I,r.-Probst,seconded by Llr.Rullock the mat-
ter was referred to the ::treet Tepartent with power to act by the fOlowing vote.

A petition of Pemonstrance was received against the construction of a sewer
in :Usher F.treet between 'nshington 3treet and ,;an Jose Avenue under liesolution
of Intention :,10.768. 1.1r.ilammond moved that it he referred to the Board of Health
to ascertain if all, the dwellings on the said street were connected with the sewer,
seconded by 1,x.V;alker and carried.
The Clerk presented Affidavits showing due publication and meting of Notice
of Local Improvement in the matter of the erection of 7lectrolie sAonHaight Avenue
between 4th and 9th streets and on 5th street between Haight and Central Avenues
and on 6th street between Haight Avenue and Central Avenue. Petitions of Be-
monstrance were received from s..H.TLidley and eight others owners of property
along the said streets and thereupon ::,r.Ualker moved that the hearing in this mat-
ter be continued until the next regular meeting of the Council,seconded by :;1r.

Trrors having been made in the Fesolution for the erection of Blectroliers

In accordance with the instructions contained in the foregoing Resolution of

subdivisions of the land within said district and assessment roll of the total amount
of the cost and expenses upon the several subdivisions of. i and in 1.=aid district in
proportion to the estimated, benefits to be received by such subdivisions,which were
ordered filed and thereupon Mr,Vialker offered the following Resolution and moved its
adoption:
WHEPMS,in accordance with the instructions contained in Resolution No.770,ad-
opted July 18,1911,and in conformity with the provisions of an Act of the legisla-
ture of the State of California,entitled "An Act to Provide for the lighting of
public streets,lanes,alleys,courts and places in municipalities,and for the assess-
ment of the costs and expenses thereof upon the property benefited thereby," approv-
ed Earch 21,1905,and acts amenclatory thereof,the Board of Electricity of the City
Alarneda,has filed with the Clerk of the City Council its port:therefore be it
RESOIVED,That Tuesday,the 15th day of August,1 11,at the hour of eight o'clock
P.T,1. at the Council Chamber of the City Counoil,in the City Hall of the City of Al-
ameda. at the northwest corner of Santa Clara Avenue and Oak Street,'be and the same
are hereby appointed as the time and place for hearing protests in relation to the
.proposed improvements particularly described in said resolution and report.
REOIVED,That the Clerk be and he is hereby directed to give notice of said hear-
ing as provided by said. Act of the Iegislature,and that the Alameda Daily Argus be
and it is hereby designated as the daily newspaper published and circulated in this
municipality in which said notice shall be published,and that the Clerk by and he is
hereby directed to publish said notice for a period of two days in said daily news-
paper,and to post said notice as required by law.
hr.Christensen seconded the resolution and it was adopted and passed by the

The City Engineer presented plans and specifications for the construction of
a sewer to be known as the "East End Intercepting Sevrer",to begin at the sewer in
the southerly side of Encinal Avenue and fall northerly along Fernside Boulevard

to an outlet in an Leandro Bay. ir.Christensen the Council adopt the said
plans and specifications and that the Clerk be directed to advertise for bids for
the construction of same,seconded by Er .Bullock and carried by the following vote.

lock,(0). Noes:TTone. Absent :Councilman TL-rumb,(1).
oilmen Hammond and Eorgenstern spoke on the matter of the water supply of
the City and Mr.Diorgenstern moved that the Public Utilities Committee be instructed
to be present at the next meeting of the general committee having in charge the
movement looking to a supply of water from Retch -etchy Valley,seconded by Iiir.Fals
and carried.
Councilman Hammond reported progress in the matter of the improvement of the
Oakland Harbor and moved that at the proposed coming bond election that the propo-
sition of constructing a municipal wharf at the north end of Grand Street at an
estimated cost of i,15000.00 be submitted to the people on the hallot,seconded by
Mr.Bullock and carried by the following vote. Ayes :Councilmen Christensen,V:alker,
Hammond,Sperce,Ells,Morgenstern,Probst and Bullock,(8). NoesUone. Absent:
Councilman Krumb,(1).

.Probst brought up the matter of the work of immediate action regarding the
plastering necessary in a building in lb Kinley T'ark and moved that the Park and

conded by Yr.Bullock and carried by the following vote. Ayes :Councilmen L.hris-

Ifir.Probst moved that the Park and Playground Committee be authorized to have
the work of constructing tennis courts at V:ashingt on Park completed at a cost not
to exceed :225.00, seconded by Ivir.Hammond and carried by the following vote . Ayes :
Councilmen Christensen, Vialker, Hammond, Spence, Pals , Morgenstern, Probst and Bullock, (8)
Noes :None, Absent :Councilman 37,-rumb , (1 ) .
