The meeting convened with Mayor Vi. H. Noy presiding.
The roll was called and. Councilmen V;alker, Krumb, Spence, Probst and Bullock
(5) were noted present and Councilmen Christensen, Redmond, Ells and Morgenstern
(4) , absent.
The minutes of the meeting of August 1st were read and ordered approved.
Councilmen Christensen and 7;11s arrived during the reading of the ninutes
and were noted present.
Mr. Bullock offered the following nsolution and moved its adoption:-
R7SOLI= That the sum of Five Hundred (500.00) Dollars, be and thesane
is hereby transferred from the General
d to the Health Fund, as a loan to be
re-transferred hack to the General Fund when sufficient money shall have been
deposited or apportioned to the Health Fund from taxes collected, end the Auditor
and the Treasurer are hereby directed to affect the said transfer upon their
respective books.
Mr. Spence seconded the Resolution and it was adopted cnd passed by the
following vote : Ayes :Councilmen Christensen, ':;n1ker, 37rnmb, Spence, Ms, Probst
and Bullock (7). Noes :None. Absent:Counwtlmen Havunond end Morgenstern (2).
Mr. Bullock offered the following Resolution and moved its adoption RSOLVED, That the sun of Two Hundred and. Fifty (250.00) Dollars be and
the same is hereby transferred from the General Fund to Local Improvement Fund.
No. 760 as a loan to be re-transferred back to the General Fund, when sufficient
money has been collected, by the Tax Collector for he Improvement and turned
over to the Treasurer and deposited in said. 1, and the Auditor and the Treasurer
are hereby directed to affect the said transfer upon their respective hooks.
Mr. Probst seconded the Resolution and it was adopted and passed by the
following vote : Ayes :Councilmen Christensen, V!alker, Krumb, Spence, Ms, irobst
and Bullock, (7). Noee:None. Absent : ounoilmon Hanmond and 'Morgenstern (2 .
Kr. Bullock offered the folloy5n Resolution and moved its adoption :-

A communication was received from the Oakland Traction Company stting that
it had opened an office in the idonadnock Building in San Francisco as an Alamoda
County Information Bureau and requesting that the City of AlfATIeda take steps toward
furnishing the said Bureau with advertising matter advocating the beauties of the
City of Aln.meda. Mr. rrobst moved. that the matter be referred to the Advertising
Committee, seconded By ET. Walker end carried.
A report was received from the. Perk and Plpyroun('', Committee submitting an
estimate of the amount necessary to be submitted to the voters at a proposed Manoipal
Fond election, fixing the amount at nr. Frol)st moved that the matter Be
referred to the Finance C -° ,tee, seconded by Mr. hamH7,-e(l and carried.

6 o'clock on this the 15th thy of August, 1911 in the matter of the rport of the
Building Inspector against the building located within Fire Limits No. 1 and situat-
on the north side of Webb Avenue, about one hundred feet east of Park Street, in
an investigation to show cause why the said building should not be condemned as a
menace to public safety In this matter a eommuniention was received 'from L.
McGlauflin, owner of the said building, protesting against the removal of the same
and asking to have the matter go over until the net meeting. Mr. Hammond moved
that the hearing be postponed until the next regulpr meeting of the Council, second-
ed by Mr. Bullock and carried.
Er. Bullock offered the following Resoleation and moved its adoption:-

authorized to employ a clerk or etatisticien, whose duties shall be proscried by
sad cormittee, and who shall receive r salary not to exceed Seventy-five Dollars

the approve'l of the Council, it appointed Frea J. Croll as a Clerk or Statistician
of the City of Alameda to serve at the pleasure of the Council. Mr. Probst moved
that the arr6fritment be confirmed, seconded by Er. Bullock and carried. by the

Copies of communictions were received from the Mayor in which he had called
the attention of the Railroad Company to an agreement made between the seid Company
and the City of Alenteda and d.ted the :0th clay of Ser,tember, 1900 in which the said
Company agreed to establish three poles each equipped with adequate electric lights
at each of the stations and also a liF-±t at each of the crossings of the linos of
railroad operated by said Thilroad Company, under OrCinaneee No 41'o and

A communication was received from the Mayor calling attention of the Council
to the fact thet the FLailrord Company was not reconieing the tvo and one-half cent
fare tickets letween all the stations of their local lines. Mr. Probst moved that
the matter be referred to the City Attorney, seconded by Er. Hammond and carried.
A communication was received from the Peoples Water Company inviting tho Mayor
and members of the City Council to visit Lake Chabot as the gueets of the said Water
Company on Friday, Auguet 16th, and offering to heve automobiles at the City Hall
at 11 a. m. of said day. Mr. Hammond moved that the invitation he accepted, seconded
by Er. Probet and carried.

ing authority to -raise the salaries of the five gardners regularly employed under

A communication was received from the Police and Fire Commissioners request-
ing that an Ordinance be adopted increasing the salary of the Chief Engineer of
the Fire Department from 1b0.00 to 175.00 per month. Also, that provision be
made for the appointment of an additional Second Class Driver for the Fire Depart-
ment at a salary of cTe.00 per month. Mr, Hammond moved that the matter be re-
ferred to the Fire, Water and Police Committee, seconded by Walker and carried.
A cornmu'n.cnt'ion was received from the City Attorney in which was quoted
a portion of a letter received 1?y him from the Southern Pacific Company stating
the it had made arrangements to repair the roadway at Lincoln Avenue and Eighth
Street and also on each side of the tracks on 'Tlecinal Avenue and Central Awnue.

A petition was received from F, J. Croll of 1201 Walnut Street requesting
that the bell and poet maintained, at Walnut Street and Enoinal Avenue be removed
as the same was no longer used and unsightly. Mr. Krumb moVed that the matter
be referred to the Street Committee t-ith power, seconded, by Mr. Probst and carried.
A communication was ,ived from the Diver Express Company complaining
the wagon license, tax charged them and requesting that the matter be again
referred to the. City Attorney for an official opinion. Mr. Hammond moved that
the matter be referred to the City Attorney, seconded by Probst and carried.
A communication was received from the Alameda Chamber of Commerce requ,,

A oommimiction Was received from the Al=eda Improvement Club calling
attention to the matter of the trees bordering the sidewalks in being trimmed
lo the proper heighth, as c&11e for by Ordinance. Mr. Krumb reported that the
Park and Playground Committee had already taken the matter up and that the Super-
intendent of

would in the near future commence to trim the trees in accord-
ance v!ith the Ordinance and moved that the Clerk so notify the said improvement
Club, seconded by Mr. Walker and carried.
In the same communication the Alameda Improvement Club called the attention
of the Council to the violation of the Ordinance regulating the heighth and con-
struction of bill boards. Mr. Probst moved that the Police Department be direct-
ed to enforce the Ordinence, seconded by Mr. Spence and carried.
A communication was received from the City Attorney in regard to the matter
of opening Page Street, south of Central. Avenue and stated that the Yonne Loan
and Trust Company would deed the necessary property to the city provided that
Yr. T. Reichhart would do likewise, but that Mr. P.eichhart on his part would only
deed the necessary lend to the City on being raid the sum of :,2,000. Mr. ralor
moved that the matter be referred back to the Street Committee and City Attorney
and endeavor to get a lower price from Mr. Reichhart, seconded by Mr. Hammond
and carried.
A communication was received from the board of Health calling attention
to ' bad condition of the water supplied the City by the Peoples 7Jater Company.
Mr. Hammond moved that the matter be lreferred to the Health Committee, seconded
by Spence and carried.
A communication was received from the Progress and Prosnerity Committee
of Oakland complaining of the anchoring of old abandondec vessels in the Oakland
Estuary and recommending that action be taken to have the same removed .
Mr. Krumb moved that the matter be referred. to the Harbor Commission, seconded
by Srence and carried.
The oaths of office of Janes H. Shanly as a member of the Board of Educa-
tion and of Geo. W. Christensen as Deputy Building Inspector were presented and
ordered filed.
James A. Willis, M. Ti. presented his resignation as a member of the Board
of Health. Mr. Probst moved that it be accepted, seconded by Mr. Bullock and
carried.
Harold A. Miller, M. D. presented his resignation as a member of the Board
of Health. Mr. l'robst moved it be accepted, seconded by Mr. Bullock and carried.
Mary I. Banks presented an application for a gratuitous license to
sell ant poison and chicken remedies. Mr. Felker moved that it be granted, second-
ed by Mr. Bullock an: carried.

absence of a few weeks duration as he intended to make a trip through the eastern

The City Clerk presented a request for a vacation of two weeks to commence
August 19th, 1911. Bellock moved thr,t the same be grented, seconded by lir.
Christensen and carried.
Mr. Krumb, Chairman of the Street Comniittee , reported that the two deeds
presented to the Council by I. Seroni and wife on July 10th, 1911 were in proper
form and thereupon Er. Y'robst moved thnt they be referred to the City Attorney
to have recorded, seconded by Sr. Spence and carried.
The C1er7L7 presented an affidavit showing due publicatien of Notice iniviting
proposals for the oonetrnotion of the East End Intercepting Sewer. Ordered filed.
And thereupon reported that he was in receipt of three bids, thereupon Er. Kruffh
offered the following Resolution and moved its adoption:-
RESOLVED, That the sum of Seven Thousand (0,000.00) Dollars be, and the
same is hereby transferred from Municipal Improvement Fund No. 9 (Sewer) to the
East End Intercepting Sewer Fund to pay claims for the construction of said sewer,
and the Auditor and the Treasurer are hereby directed to affect the said transfer
upon their respective books.

Hutchinson Company presented a petition requesting permiesion to re-grade,
curb, gutter and macadamimi a portion of Garfield and Liberty Avenues 'between
the western line of the Fernaide Boulevard and the ends of the exit macadam
on said streets, all of said work to be done according the plans end speci-
ficrIions of the City 17.ngineer and to the satisfaction and sunorintendence of
the Superintendent of Streets. Ur. Hammond moved that the request be granted,
seconded by Mr. Bullock and carried by the following vote:- Ayes :Councilmen

Hntehinson Company presented a -etilion requesting permission to grade,
curb, gutter, and macadamize Mound Street, between the southern line of San
Jose Avenue and Calhoun Street under private contrect. hr. Prumb addressed the
Council and stated that as the City had taken up the matter of the improvement
of said. Street under 11.esolution of Intention No. 767 and that as the same had
proceeded so far as to ask for bids for the said work, he moved that the petiiion
be denied , seconded by Mr. Hammond and carried.

on both sides of the folleming described streets and veue of said city,

for the parks and playgrounds within the City of Alameda, including water plants
in Lineoln, V:ashinpjten and Jackson fm'ks, the construct ion of a bulkhead, bath
houses and esplanade at Vjashtnten Tark, the lighting of perks and the purchase
of apparatus for the athletic field in Lincoln Park and the improvement of said
field, the estimated cost of all of which is hereby determined to be Twelve
Thousand ($12,000.) Dollars; the purchase for park purposes of the tract of lend
known as the "Hayes"prope ty, having a frontage of 205 feet on Central Avenue and
adjoining 1.ashinaton Park on the west, the estimated cost of which said tract is
hereby determined to be thirty thousand (30,000.) Dollars; the purchase for
nark purposes of the tract of land known as the "Saroni"property adjoinihg Lincoln
Park, which said land is described as follows, to wit:-

of Alameda that the cost of the aforesaid permanent municipal improvements,
building for municipal use, and other works, utilities, property and structures
and each of the will be and is too great to be paid out of the ordinary annual
inoome and revenue of said City of Alameda, and that the cost thereof and of each
of them will require an experiliturL greater than the amount allowed or which may
be obtained by the ordinary annual tax levy of said city, and that the cast there-
and of each of them in addition to the other expenditures of the city will
exceed the income and revenue provided for in any one year or in the current fis-
cal year.
Section :5. That it is also hereby determined that said Council of the
City of Al_aeda will, for the public interest and necessity, and in accordance
with the provisions of an Act f the regislaturc of the State of California
etitled,"An Act authorizing the incurring of indebtedness by cities, towns
and municipal coreorations for municipal improvements, and regulating the
acquisition, construction, or completion thereof", (became a law under consti-
tutional provision W1tllOut Governor's approval, February 25th, 1901.), in accord-
ance with which Act of the Legislature this resolution is adopted, at a subse-
quent meeting of said Council of the City of Alameda, by ordinance, call a
special election and submit to the qualified voters 07 said city, the proposi-
tion of incurring a debt for the purposes therein set forth and as above stated.
Mr. Christensen seconded the Resolution and it was adopted and passed by

Er. Bullock offered the following resolution and moved its adoption:-
Resolved, that the City Attorney be and he is hereby directed to prepare
and present to this Council such resolutions rind ordinr as may be necessary
to continue and carry out the bond issue proceedings this day commenced by
resolution of this Council; and that he prepare and present to this Council
from time to time such notices, resolutions and ordinances as may be necessary
for the calling and holding of the election therefor, and issuance and sale of
such bonds as may be authorized.

Mr. Hrumb inroduced A. Bill entitled "A Bill for Ordinance No.
to Establish the Oracle and Name A Certain Road and Street in Bay Farm Island,
ln the City of Alameda. Cal.:" which was laid over under the provisions of the
Jlugust 15th, 1911.
Mr. Bullock brought up the matter of the necessity of a hand rail to be
attached. to the steps leading from the walk-way at the entrance to the entrance
of the City Hall up to the main entrance of the building and moved that the
matter be referred to the Building and Grounds Committee, seconded by Mr.
Hammond and carried.
Mr. Hammond reported that he had had several conferences with Mr. Kelly
of the Peoples Water
any who had stated to him that the said water Company
would not install any more water mains or fire hydrants in the City of Alameda
and thereupon Mr. Morgenstern moved that the City Attorney he requested to give
and opinion as to the powers of the Council toward compelling the said Water
Company to install necessary pipes and hydrants, seconded. by Mr. Hammond and
carried.
Mr. Morgenstern reported on the matter of the complaint of the Board of
Health of the water supplied to the City of Alameda and moved that the City
Clerk be requested to notify the Board of Health to again communicate with the
Peoples Water Company regarding the matter and also request the said Company
to give more consideration to communications from the officials of the City,
seconded by Mr. Spence and carried.
Mr. Probst roved that the ]ark and Playground Committee be authorized to
enlarge the motor pump at WaShington :Park at a cost of 1.80.00, seconded by
Mr. Krumb and carried, by tie follovfing vote:- Ayes:Councilnen Christensen,
