TUESDAY, SEPT; kB1PR 5TH, 1911.
The meeting convened with Mayor W. H. Noy presiding.
The roll was called and Councilmen Christensen, Walker, Krumb, Hammond,
Spence and Bullock, (6), were noted present and Councilmen Ells, Morgenstern
and Probst, absent.
The minutes of the meeting of August 15th, 1911 were read and ordered
approved.
Councilmen Ells, Morgenstern and Probst arrived and were noted present.
Mr. Bullock offered the following Resolution and moved its adoption:-
RESOLVED, That the sum of Four thousand five hundred and thirty-six and
43/100 (04536.43) Dollars be and the same is hereby transferred from Municipal
Improvement Fund No. 9 (Sewer) to the East End Intercepting Sewer Fund to pay claims
for the construction of said serer, and the Auditor and the Treasurer are hereby
directed to effect the said transfer upon their respective books.
Mr. Christensen seconded the Resolution and it was adopted and passed by the
following vote:- Ayes :Councilmen Christensen, Walker, Krumb, Hammond, Spence,
Ells, Morgenstern, Probst and Bil7lock, (9). Nees:None. Absent:None.
Claims against the General Fund amounting to 046.29; against the Police Fund
amounting to 019.35; against the Electric Light Fund amounting to 01645.50; against
the Street Fund amounting to 02663.61; against the Library Fund amounting to
82.72; against Local Improvement Fund No. 770 amounting to ,E32.29 and against
Local Improvement Fund No. 772 amounting to 019.36 having been approved and audited
by the proper officials were read by the Clerk as follows:-

The Poundmaster presented a report for the month ending August 31st, 1911.
Ordered filed.
A policy in the amount of ,3200 was received from the Royal Insurance Company
insuring the police patrol and ambulance, Ordered filed.
A communication was received from the Third National Conservation Congress
September
of Alameda to na three representatives to said Congress. Mr. Probst moved that
the Mayor be authorized to appoint three delegates, seconded by Mr. Hammond and
carried.
Street Superintendent V. M. Frodden presented a request for a vacation of
two week to comnence September 11th, 1911. Ir. Krumb moved it be granted, second-
ed by Mr. Walker and carried.
The following made applications for gratuitous licenses:-
Dr. W. A. M. Dunbar & Son to sell Dunbar's Veterinary Remedies.
James Casey to peddle shoe strings, pencils, and notions. Mr. Ells moved that
they be granted, seconded by Mr. Hammond and carried.
The Clerk o ted that the contract for supplying feed for the horses of
the Fire Department would expire on October 19th, 1911, and thereupon Mr. Probst
moved that the Clerk be directed to advertise for bids for the said supplies
for the ensuing year, seconded by Mr. Walker and carried.
Eeports were received from the Chief of the Fire Department and also from
the Sanitary Inspector regarding the dangerous and unsanitary condition of the
building owned by L. W. McGlauflin and looted on the north side of Webb Avenue
about one hundred feet east of Park Street. Mr. Hammond moved that they be re-
ferred to the Fire, Water and Police Committee, seconded by Mr. Probst and
carried.
Mr. Hammond moved that the matter of the hearing of the condemnation pro-
ceedings regarding the aforementioned building be continued until the next meet-
ing of the Connell, seconded by Mr. Probst and carried.
A communication was received from the Police and Fire Commission stating
that the telephone system between the several, fire stations was in very bad con-
dition and recommended that it be rebuilt with a metallic return instead of a
ground return as at present. Mr. Hammond moved that the matter be referred to
the Fire, Water and Police Committee, seconded by Ells and carried.
Communications were received from the Robinson Fire Apparatus Manufacturing
Comnany, the Kanawha Chemical Fire Engine Manufacturing Company and the White
Automobile Company recommending their respective auotmobile fire apparatus. Mr.
Welker moved that the matter be referred to the Fire, Water and Police Committee,
seconded by Mr. Krumb and carried.
A communication was received from the Board of Electricity stating that
the requests to connect the electroliers in McKinley Park for electric light
service and to furnish the Chamber of Commerce with electric current for
lighting their sign had been received and that the Superintendent had been
instructed to do this work at his earliest convenience. Ordered filed.
A communication was received from the Alameda Chamber of Commerce thanking
the Council for its action in extending free lighting to the sign. in frontof
their headquarters. Ordered filed.
A communication was received from the Alameda Chamber of Commerce with
reference to the sending of advertising matter tO the information burearu establish-
ed by the 0-:land Traction Company in San Francisco and rtating that they would
shortly place at the disposal of said company suitable advertising matter. Order-
ed filed.
September 5th, 1911.
A communication was received from the Mayor suggesting that an Ordinance be
adopted along sinilar Tines as those in force in San Francisco and Oakland regard-
ing the movement of automobiles and other vehicles on the public streets. Mr.
Hammond moved that the matter be referred to the Judiciary Committee, seconded by
Mr. Christensen and carried.
A connuni ation was received from the Southern Pacific Company stating
that it would carry out the conditions of the agreement regarding the lighting
of stations and streets crossing along their local lines. Ordered filed.
The matter of the petition advocating the employment of Miss Ramsey as
matron of McKinley Park was taken up. Mr. Hammond moved that the natter be
referred to the Park and Playground. Committee with power to act, seconded by
Mr. Walker. Mr. Morgenstern moved to amend by having any action in the matter
by the Park and Playground Committee referred to the Council for confirmation.
After some discussion Mr. Morgenstern withdrew his amendment and thereupon the
original motion made by Mr. Hammond was put and dilly ecerried.
A communication was received from the Street Committee recommending
that the City Clerk be instructed to request the Southern Pacific Company to
remove the bell now located at the corner of Walnut Street and Encinal Avenue.
Also, that he he instructed to request the Southern Pacific Company to place a
flag man at the crossing of Encine1 Avenue and Park Street. Mr. Hammond moved
that the recommendations he adopted, seconded by Mr. Ells and carried.
Mr. Hoover, Industrial Agent of the Southern Pacific Company addressed
the Council in answer to a communication requesting information and stated that
as soon as the City Attorney had returned the matter of improving Lincoln Avenue
between Oak Street and Parle Street would be immediately attended to. That he
would take up with his Company the natter of putting fenders on the electric
cars. That he .believed that within the next few days the matter of building
a station in Lincoln Park on the Boulevard would be attended to.
A communication was received from Hutchinson Company to which was attached
a communication from their attorneys claiming that the proceedings relating to
the matter of the construction of the East End Intercepting Sewer had been
irregular. Mr. Krumb moved that as the bids for the said work had been referred
to the Street Committee that the said Committee be granted two weeks further
time in which to make report,as it desired to consult with the City Attorney
in the matter, seconded by Mr. Probst and car d.
A petition was received signed by Mrs. Elizabetha Wagner and others pro-
testing against the erection, etc. of electroliers in District No. 1 under
Resolution of Intention No. 760. Mr. Mehrtens addressed the Council respecting
the said petition and after some discussion Mr. Krumb moved that as the petition
had been filed too late for consideration that it be filed and no action taken,
seconded by Mr. Hammond and carried.
A petition was received from property owners owning property on Centennial
Avenue requesting that the said street be macadamized and otherwise improved.
Mr. Krumb moved that the sane be referred to the Street Committee and Street
Superintendent, seconded by Mr. Hammond and carried.

The City Engineer presented an estimate of the cost and a map of the district
for the improvement of the south end of Lafayette Street. Mr. Krumb moved that
the matter be referred to the Street Committee, and Street Superintendent, second-
ed by Mr. Ells and carried.
A Bill entitled "A Bill For Ordinance No. 590 to Establish the Grade and
Name a Certain Road and Street in Bay Farm Island in the City of Alameda, Cal."
introduced. August 15th, 1011 by Mr. Krumb came up for passage and was read by the
Clerk. Mr. Krumb moved its adoption, seconded by Mr. Walker and it was adopted
and passed by the following vote:- Ayez:-Councilmen Christensen, Walker, Krumb,
Hammond, Spence, 1,, ls, Morgenstern, Probst and Bullock, (9). Noes:None. Absent:
None.
Mr. Krumb offered the following Resolution and moved its adoption:-
RESOLVED, That the public interest and convenience require and that it is
the intention of the Council of the City of Alameda to order the following street
work to be done in said city, namely: That Kinkenny Street on Bay Farm Island
in the City of Alameda hetwenn Station No. 14 of the County Road. Survey No. 1468
and the Bay of San Francisco on the west shall be improved as follows:-
That said street between said limits and to the width of fourteen (14)
feet equi-distant on eaCh side of the center line thereof, shall be graded to the
official grade; that said street between said limits and to said width. shall be
macadamized with a layer of broken trap rock eight (8) inches in thickness, and
that said macadam shall be oiled and covered with find hard rock screenings one-
half (1;-) inch in thickness.
The Alameda Daily Argus is hereby designed as the daily newspaper published
and circulated in this City in which this Resolution, and the Street Superinten-
dent's flotice of the passage thereof, shall be published. The Clerk is hereby
directed to publisn thie Resolution by two successive insertions in said newspaper,
and post the same for two days conspicuously near the Chamber door of this
Council.
Mr. Christensen seconded the esolution and it was adopted and passed by
the following vote:- Ayes:Councilmen Christensen, Walker, Krum"), Hammond, Spence,
Ells, Morgenstern, Probst and Bullock, (9). Noes:None. Abeent:None.
Mr. Krumb offered the following Resolution and moved its adoption:-'
RESOLVED, That the public interest and convenience require and that it is the
intention of the Council of the City of Alameda to order the following street work
to be done in said city, namely: That Pearl Street from the southern line of
Lincoln Avenue to the southern line of Harrison Avenue, including the termination
of Eagle Avenue in Pearl Street and the crossing of Lincoln. Avenue with Pearl
Street, and excepting portions hereinafter referred to, be inTroved as follows:
That the entire width of said street between said limits, where not herein-
after excepted, from property line to property line, be graded to the official
grade; that concrete cnrbing,eight inches by fourteen inches in cross section
dimension,be constructed. on the curb lines of said street between said. limits,
where not hereinafter excepted, and on the curved corners of said crossing, and

that concrete gutters of the flat pattern, three feet in width and six inches thick,
be constructed along the roadway of said street, contiguous to said curbing, between
said limits, where not hereinafter excepted; that two part-circle corrugated iron
culverts, one with and one without branches and handholes, shall be constructed,
one on the eastern and one on the western side of the crossing of Lincoln Avenue
with Pearl Street; and that a part-circle corrugated iron culvert with branches
and handholes shall be constructed on the opposite termination of Eagle Avenue
and Pearl Street; that the roadway of said street, between said limits and in-
cluding said cros!=ing and termination, but excepting that portion herelhafter re-
ferred to, and excepting that portion of said roadway occupied by gutters, be
macadamized with a layer of broken trap rock eight inches in thickness.
That all that portion of said street already improved, lying between the
northern line of Lincoln Avenue and the northern line of Buena Vista Avenue, and
all that portion oceupied by the tracks of the S. E. R. R. Company, lying northerly
from the northerly line of Clement Avenue, produced easterly to the easterly line
of Pearl Street, and a line twenty-eight and 30/100 (28.30) feet northerly from
and parallel with the northerly line of Blanding Avenue, produced easterly to the
easterly line of Pearl Street shall be excepted from the improvement ordered
hereunder.
That said culverts to be constructed hereunder shall be of part-circle
corrugated iron, in accordance with Plan and specifications for corrugated iron
part-circle culverts" adopted by the Council of the City of Alameda, May 3rd,
1910, and on file in the office of the City Clerk of the City of Alameda, which
plan is hereby referred to and made a part hereof.
The Alameda Daily Argue is hereby designated as the daily newspaper pub-
lished and circulated in this City in which this resolution , and the Street
Superintendent's Notice of the passage thereof, shall be published. The Clerk
is hereby directed to publish this Resolution by two successive insertions in saia
newspaper, and post the same for two days conspicuously neat the Chamber door of
this Council.
Mr. Walker seconded the Resolution and it was adopted and passed by the
following vote:- Ayes: Councilmen Christensen, Walker, Krumb, Hammond, Spence,
Ells, Morgenstern, Probst and Bullock, (9). Noes:None. Absent :None.
Mr. Bullock introduced a Bill entitled "A Bill For Ordinance No.
Calling and Providing For A Special Election To Be Held in the City of Alameda,
State of California on the day of
, 1911, to Submit to the Qualified
Voters of said City the Proposition of Incurring a Bonded Indebtedness in the
Sums and for the Purposes Specified as Follows:" which was laid over under the
provisions of the Charter.
Mr. Spence moved that the petition of G. Beocconi for a refund of license
presented at the meeting of August 15th be denied, seconded by Mr. Probst and
carried.
Mr. Hammond reported that the matter of the communication received from
L. J. Burgk, of 3257 Eneinal Avenue asking what inducements could be offered toward
the establishment of a scale factory in Alameda. had been referred to the Chamber

Mr. Bullock moved that the Finance Committee ve empowered to have the books
of the Municipal Electric Licht Plant experted, seconded, by Mr. STence and carried
by the following vote:- Ayes :Councilmen Christensen, Walker, Krumb, Hammond,
Spence, Ells, Morgenstern, Probst and Bullock, (9). Noes:None. Absent:None.
Mr. Probst moved that the Clerk be directed to have published in full in the
city official paper the Local Improvement Act providing for the erection of
electroliers, seconded by hr. Walker and carried by the following vote:- Ayes:
Councilmen Christensen, Walker, Krumb, Hammond, Spence, Ells, Morgenstern, Probst and
Bullock, (9). Noes:None. Absent:None.
There being no further business to transact the Council adjourned until the
next regular meeting, Tuesday, September 19th, 1911 at 7:30 P. M.
