The meeting convened with Mayor W.H.Noy,presiding.
The Roll was called and Councilmen Chri tensen,Walker,Krumb,Spence,Probst and
Bullock,(6) were noted present and Councilmen Hanaaond,Ells and Morgenstern, (3) ab-
sent.
The minutes of the meeting of Octoher 3rd 1911 were read and ordered approved.
Councilmen Hammond and Ells arrived during the reading of the minutes and were
noted present.
Claims against the General Fund amounting to 140.71;against the Police Fund
amounting to 0158.12;against the Fire Funa amounting to ;661.11;againstthe Street Fund
amounting to 0865.70;against the Park & Playground Fund amounting to 0241.28;against
Local Improvement Fund No.760 amounting to !;2.56;against Local Improvement Fund No.
770 amounting to 08.49;against Local Improvement Fund. No.772 amounting to 055.64 and
against Municipal Improvement Fund 11o.9 (School) amounting to 355.75 having been ap-

and carried by the following vote. Ayes:Councilmen Christensen,Walker,Krumb,Ham-

Councilman :iorgenstern arrived and was noted present.
A report was received from the Mayor,Auditor and City Clerk stating that they
had on October llth 1911,counted the money in the hands of the City Treasurer and
found the amount to be 51,685.46 and that the said amount agreed with the balance
shown by the Auditor's books. Ordered filed.
A statement was reeeived from the Finance Committee showing the amounts in
detail that had been allowed the various departments to conduct their business for
the ensuing year. Ordered filed.

tained by the Municipal Electric Light Plant and requested in lieu thereof that lights
be installed in the shack located on the said bridge. Mr.Krumb moved that the same
be referred to the Department of Electricity,seconded by Mr.Harnmond and carried.
A communication was received from 7:.J.Iarkey thanking the Council for taking ac-
tion on his complaint regarding the danger to passengers in boarding trains at bth and
at 7th Streets on the South Side Line. Ordered filed.
A communication was received from W.2.Scott of the Southern pacific Company stat-
ing that the matter of stronger head-lights for the electric trains on its lines was
under consideration and would be carried to a conclusion as quickly as possible. Or-
dered filed.

A petition was received frorn the Mayor and Common Council of the City of Black
Falls,v1isconsin,requesting financial aid,for losses caused by flood on October 6th 1911.
Mr.Probst moved that the same be referred to the Committee of the Whole,seconded by Yr.
Ells and carried.
A communication was received from the Board of Health requesting the Council to
take steps to have the fountain located on Central Avenue :ust east of Park Street con-
nected with the sewer to take off the overflow. Mr.Walker moved that the matter be
referred to the Street Committee with rorer,seconded by Yr.Spence and carried.
The matter of the hearing of the condemnation proceedings against the building
located on the north side of Webb Avenue about loo feet east of 2ark Street and owned
by I.W.McLaughlin came up for hearing. Mr.Walker moved that the hearing be contin-
ued until the next meeting of the Council,seconded by Mr.Spence and carried.
A commnnication was received from Councilman Hammond,Chairman of the Public Util-
ities Committee stating that there was a difference of opinion regarding tie somdJng
of the alarm whistle on the electric trains and suggesting that the matter be taken up
through the various improvement clubs. Mr.Trobst moved that the Clerk be directed
to request the various improvement Clubs and the Chamber of Commerce to arroint from
each organization a committee of three to meet with the Public Utilities Committee on
Friday evening October 27th 1911,in the Council Committee Room to discuss the matter,
seconded by Lr.Spence and carried.
A communication was received from the Street Committee requesting authority when
it deems it necessary,to employ additional help in the Street Department. Mr.Walker
moved that the request be granted, seconded by Mr .Probst and carried by the following
vote. Ayes :Councilmen Christensen , Walker , 7.rum1 , Hammond, Spence Ells ,Lorgenstern
Probst and Bullock,(9). Noes None. Absent :ono.
The Clerk presented an affidavit showing due mailing of Notices to Protestants
in the matter of the the protest against the improvement of Kilkenny Street under Res-
olution of Intention No.7775. Ordered filed.
Thereupon by request of protestants
and all protestants consenting thereto Mr.Yrumb moved that further hearing in this mat-
ter be continued and posponed until the next regular meeting of the Council,on Tuesday,
November 7th 1911,at 6 o'clock P.M. seconded by Mr.Walker and carried.
Mr.Krumb moved that the Clerk be directed to address communications to the pro-
testants in the above matter inviting them to meet with the Street Committee in the
Council Chamber on Tuesday evening,October 24th 1911,for the purpose of discussing the

A communication wasreceived from the Street Committee reporting that it had
investigated the petition for and the protest against the proposition to grade,curh,
macadamize and otherwise improve Centennial Avenue and recommended that the City
Engineer be directed to prepare a Resolution of Intention to have the improvement
made. Idr.Walker moved that the recommendation be filed,seconded by Lr.E11s and
carriedcand thereupon Mr.Krumb offered the following Resolution which had been pre-
pared by the City Engineer,and moved its adoption:
RESOLVED, That the public interest and convenience require and that it is the
intention of the Council of the City of Alameda to order the following street work
to be done in said city,narnely: That Centennial Avenue,from a line 267 feet easter-
ly from and parallel with Ninth Street to a line 192 feet westerly from and parallel
with Ninth Street,excepting therefrom the crossing of Ninth Street and Centennial
Avenue,be improved as follows: That the entire width of said street,from property
line to property line,but excepting said crossing,be graded to the official grade;
that concrete curbi, ,eight inches by fourteen inches in cross section dimension,be
constructod on the curb lines of said street between said limits;that concrete t-
ters,three feet in width and six inches thick,and of the "flat" pattern,be construct-
ed along the roadway of said street,between said limits,contiguous to said curbing;
that the remaining portion of the roadway of said street,between said limits,but
excepting said crossing,be macadamized with a layer of broken tray roch,eight in-
ches in thickness.
The Alameda Daily Argus is hereby designated as the daily newspaper published
and circulated in this City in which this resolution,and the Street Superintendent s
Notice of the passage thereof,shall he published. The Clerh is hereby directed to
publish this Resolution by two successive insertions in said newspayer,and post the
same for two days conspicuously near the Chamber door of this Council.
Mr.Christensen seconded the resolution and it was adopted and passed by the
following vote. Ayes :Councilmen Christensen,Walker,Krumb,liannond,Spence,Ells,
Morgenstern,Prebst and Bullock, (9). Noes:None. Absent:None.
A communication was received from the Street Coinmittee recommending that the
contract for the work of improving Mound. Street under Resolution of Intention No.
767 be awarded to Powell Bros.Conetruction Co.,they being the lowest bidder. Order-
ed filed and thereupon Mr.Krumb offered the following Resolution and moved its adopt-
ion:
Resolved that the Council of the City of Alameda,having in open session on the
d day of October,1911,opened examined and public17 declared all sealed proposalo
and bids for the following street work in said city,to wit:
That Mound. Street from the southern line of San Jose Avenue to the northern
line of Calhoun Street,and including the crossings of Adams Street,Washington Street
arid Fillmore Street with Mound. Street,be improved as follows: That the entire width
of the roadway between said lilits,and including the roadway of said crossings,be
re-graded to the official ade:that combined concrete curbs and gutters,(curb to
be C inches by 14 inches in cross section dimension and gutter to be 3 feet in width,)
be constructed on the curb lines of said street and on the curved corners of said
crossings between the said limits;that two (2) part-circle,corrugated,iron culverts
ono with and one without branches and handholes,shall be constructed one on the east-
ern and one on the western side of each of the crossings above nentioned;that the

Ing that portlon of said roadway occupied by gutters,be macadamized with a layer of bro-
ken trap rock eight inches in thickness.
That said culverts to be constructed hereunder shall be of part-circle corruga-
ted American Ingot Iron in accordance with "Plan for Corrugated Iron Part-Circle Cul-
verts" adopted by the Council of the City of Aiameda,May 3rd 19 0,and on file in the
office of the City Clerk of said City,which plan is hereby referred to and made a part
hereof,hereby rejects all of said bids except that next herein mentioned and hereby
awards the contract for said work to Powell Bros .Construction Co.,it being the lowest
responsible bidder therefor,at the prices specified in its bid therefor onfile to wit:

Mr.Spence seconded the resolution and it was adopted and passed by the following
vote. Ayes:Councilmen Christensen,Walker,Krumb,Bammond,Spence,Ells,Probst and Bill-
lock,(8). Not Voting:Councilman Horgenstern,(1). Noes:None. Absent:None.
A communication was received from the Street Committee recommending that the con-
tract'for the improvement of Fountain '6treet under Resolution of Intention No.773 be
awarded to Hutchinson Company,it being the lowest bidder. Ordered filed and there-
upon Mr.Krumb offered the following Resolution and moved its adoption;
Resolved that the Council of the City of Alameda,having in open session on the
5rd clay of October,1911,opened,exanined and publicly declared all sealed proposals
and bids for the following street work in said city,to wit: That Fountain Street from
the southern line of San Jose Avenue to the northern line of Vashington Street,and in-
cluding the crossing of Adams Street with Fountain Street,be improved as follows: That
the entire width of said street between said limits,from property line to property
line,be graded to the official grade;that combined concrete curbs and gutters, (curb to
be eight (8) inches by fonrteen (14) inches in cross section dimension and gutter to
be three (3) feet in width) ,he constructed on the curb lines of said street and on the

structed,one on the eastern and one on the western side of the crossing of Adams Street
with Fountain Street ;that the roadway of the said street between said limits and in-

That said culverts to be constructed hereunder shall be of part-circle corruga-

A bond and contract was received from the L.H.7iestdahl Company to %Thom had been
awarded the contract for the construction of the East Fand Intercepting Sewer. The
City Attorney verbally approved the said bond and they were ordered placed on file.
Mr.Krumb moved that the Clerk be directed to advertise for bids for the
erection of electroliers in District No.1,under Resolution of Intention No.760,and
that said advertisement be placed in the columns of the Alameda Daily Argus,second-
ed by Mr.Ells and carried by the following vote. Ayes:7.ouncilmen Christensen,
Walker,Krumb,Hammond,Spence,Ells,nrobst and Bullock, (8). Not Voting:Councilman
Morgenstern,(1). Noes :None.
Absent :None.
The Street Superintendent presented a report certifying that the work of grad-
ing,curbing,macadamizing and otherwise improving the eastern ends of Liberty and
Garfield Avenues west of Fernside Boulevard had been done by Hutchinson Company un-
der private contract,under his direction ard to his satisfaction. Ordered filed.
The Street Superintendent presented a report certifying that the work of grad-
ing,curbing,macadamizing and otherwise improving the southwest corner of Lincoln
Avenue and 8th Street had been done by Hutchinson 0ompany,under rrivate contract,
under his direction and to his faction. Ordered filed.
A Bill entitled "A Bill for Ordinance No. FLelating to Gratuitous Licensee",
introduced October 3rd,1911,by Mr.Spence came up for passage and was read by the
Clerk. Mr.Spence moved its adoption,seconded by Y .7111s and carried by the follow-
ing vote. Ayes :Councilmen Christensen,Walker,Krumb,llammond,Spence,Ells,Probst
and Bullock,(8).
None.
Not Voting:Councilman Morgenstern,(1). Noe :None.
Absent:
Mr.:Probst brought up the matter of the widening of Encinal Avenue and moved
that it be the sense of the Council that Encinal Avenue from Park Avenue easterly
to High Street be widened to a uniform width of 80 feet,seconded by r.Bullock and
carried.
Mr.Krumb moved that.the proposition of the widening of Encinal Avenue to a
width of 80 feet be referred to the Street Committee,in conjunction with the City
7,ngineer and Oity Attorney to investigate the matter fully and report back to the
Council as to the probable cost and conditions for such widening, seconded by Mr.
Probst and carried.
A complaint was received,from a Kr.Platt and several others,a, inst the stor-
ing of cars and the condition of affairs resrecting the noise and danger from same
on Encinal Avenue east of High Street. Mr...Hammond moved that tlac matter be refer-
red to the 2treet Committee, seconded by :,1r .Probst and carried.
:;11-.1':rumb moved that in view of the fact that a petition of remonstrance in the
matter of the improvement of 7earl Street,under esolution of Intention No.776 con-
tained a majority of the owners of property fronting said proposed improvement and
that vrornises had been made to have the same made as soon as condition e warranted
October 17th 1911.
idr.Krunb moved that the Street Committee be granted authority to improve the south
ends of Lafayette and Cedar Streets,seco - Mr.Hammond and carried by the fol-
low:ing vote. Ayes:Councilmen Chrietensen,Walker,Krunb,Hammona,Snence,Ells,Morgen-
tern,Prob , and Bullock,(9). Noes :None. Absent :None.
Mr.Hamnond reported that the matter of requirinp. the Pai1road Company to al-
low 2i cent fares between stations in the City had been submitted to the said Com-
pany and that their attorneys were now considering the same and would probably re-
port sometime during the week.
Mr-Morgenstern moved that the matter of the conditions existing at the ferry
slip in an Francisco where passengers from Alameda landed be referred to the :Pub-
lic Utilities Committee,seconded by iir.Ells and carried.
Mr.Morgenstern moved that ley reason of a lack of funds that no action be taken
toward sending the Health Officer to the Convention to be held at the Hotel Potter
in Santa Barbara on OctoliTer 23rd to 27th 191I4by the Municipal Health Officers,se7
conded by Mr.Hanmond and carried.
The matter of the clearing of Atlantic Avenue betipen Chestnut and Willow
Streets was taken up. Er.Bangs,who maintained a dairy in the neighborhood and who
owned a building which encroached upon the said street ' a1inei to remain until the
1st of Eay,1912
to move his dairy away from the city entirely and thereupon
iIrKrum1 moved that no further action be taken in this matter until such time,second-
ed by Mr .Christensen and carried.
Mr.Walker moved that the City Attorney be instructed to prepare an Ordinance
amending the Ordinance fixing the boundaries of the Fire Limits so as to illiminate
from said boundaries that portion lying south of Encinal Avenue,seconded by Mr.
Prob st and carried.
Mr.Krumb addressed the Council stating that attempts made to establish the
pound in some other locality than it now occupied had been unsuccessfully made by
him and moved that the Clerk be directed to address a communication to each of the
improvement Clubs and the Chamber of Commerce and request them to appoint a committee
of three from each of such organizations to meetwith the Street Committee in the
Council-room in the City Hall on Friday evening,Octobor 27th 1911,with the object in
view of endeavoring to select a site for the pound that would be satisfactory to all,
seconded by Mr.Prohst and carried.
Yir.Probst moved that the Park & T'layground Committee be authorized to improve
the condition of the club house looated in Lincoln :Park at a cost of :7;14a.00 second-
ed by Mr.Krunb and carried by the following vote. Ayes :Councilmen Christensen,
Walher,Krumb,Hannona,Spe e,Fals,Morgenstern,Probst and Bullock, (9). Noes :None.
Absent :None.
Mr.Morgenstern moved that the Clerk be directed to notify the Chief of Police
to strictly enforce the Ordinance requiring property owners to keep the sidewalks
and gutters in front of their property free from weeds,debris 'ec,seconded by iLr.E11s
and carried.
Mr.Morgenstern moved that the Printing Committee be authorized to secure an
estimate of the cost of codifying,compiling and printing the ordinances of the City
in lots of 500 and 1000,seconded by Mr.Bullock and carried.
There being no further business to transact the Council adjourned until the
next regular meeting,Tuesday,November 7th 1911,at 7.30 P.M.
