TUESDAY,DECEMBER 5th 1911.
The meeting convened. with Mayor W.H.Noy,presiding.
The Roll was called and Councilmen Christensen,Walker,Yrumb,Hammond and Bul-
lo 5),were noted present and. Councilmen Spence,Ells Morgenstern and Probst,(4)
absent.
The minutes of the meeting of November 21st 1911,were read and ordered approved.
Councilmen Probst and Ells arrived during the reading of the minutes and were
noted present.
Councilman Hammond was axcused from further attendance at the meeting and re-
tired.
A communication was received from the Auditor requesting that certain transfers
of funds be made affecting Local Improvement Funds Nos.760 and 770,which was ordered
filed and thereupon Mr.Bullock offered the following Resolution and moved its adoption:
RESOLVED,That the sum of Two Hundred and Seventy-eight and 03/100 ($278.03)
Dollars be and the same is hereby transferred from the General Fund to Local Improve-
ment Fund. No.760 on account of Delinquent Electrolier Assessments on 15 sales to the
City of Alameda,and that the sum of Seven Hundred and Eighteen and 37/100 ($718.37)
Dollars be and the same is hereby transferred from the General Fund to Local Im-
provement Fund No.770 on account of Delinquent Electrolier Assessments on 45 sales
to the City of Alameda,and the Auditor and the Treasurer are hereby directed to affect
the said transfers upon their respective books.
Mr.Christensen seconded the Resolution and it was adopted and passed by the fol-
lowing vote. Ayes:Councilmen Christensen,Walker,Krumb,Ells,Probst and Bullock,(6).
Noes:None, Absent:Councilmen Hammond,Spence and Morgenstern,(3).
Mr.Bullock offered the following Resolution and moved its adoption:
RESOLI/ED,That the sum of One Hundred and Thirty-six and 16/100 ($136.16) Dollars
be and the same is hereby transferred from Local Improvement Fund No.760 to the Gen-
eral Fund on account of the redemption of sales for delinquency of Electrolier Ass-
essments and that the sum of Sixty-three and 43/100 (063.43) Dollars be and the sane
is hereby transferred from Local Improvement Fund No.770 to the General Fund on ac-
count of redemption of sales for delinquency of Electrolier Assessments to the City
of Alameda,and the Auditor and the Treasurer are hereby directed to affect the said
transfers upon their respective books.
Mr.Probst seconded the resolution and it was adopted and passed by the follow-
ing vote. Ayes:Councilmen Christensen,Walker,Krumb,Ells,Probst and Bullock,(6).
Noes:None. Absent:Councilmen HammondoSpence and Morgenstern,(
Claims against the General Fund amounting to $887.44;against the Fire Fund
amounting to $9.00;against the Electric Light Fund amounting to $7221.36;against the

to $2492.41;against Municipal Improvement Fund,No.9 (School) amounting to $2027.36
and against the East End Intercepting Sewer Fund amounting to $16.00 having been ap-

Councilmen Spence and Morgenstern arrived during the reading of the claims and
were noted present.
Mr.Bullock moved that the claims as read be paid,seconded by Mr.Christensen and
carried by the following vote. Ayes:Councilmen Christensen,Walker,Krumb,Spence,
Ells,Morgenstern,Probst and Bullock,(8). Noes:None. Absent:Councilman Hammond,(1).
A report was received fron the Auditor showing an apportionment of Taxes col-
lected to the various funds. Ordered filed.
A report was received from the Auditor showing the balances in the various funds
on November 30th 1911. Ordered filed.
A report was received from the Municipal Electric Light Plant for the month of
October,1911. Ordered filed.
The following applications for gratuitous licenses were presented
Moses Benrimo,to peddle cigars; Mrs Cora L.Keegan to sell hand-bags,purses,etc;
Mrs Callie Buck to peddle and solicit orders for toilet articles and. T.Swartz to ped-
dle fruit. The Chief of Police recommended the granting to the first three mention-
ed petitions but that the application of T.Swartz be denied. Mr.Spence moved that the
recommendations of the Chief be adopted,seconded by Mr.Ells and carried.
A communication was received from Electric Light Commissioner Charles Adams,re-
questing a leave of absence from the city for a period of forty days. Mr.Probst
moved that the request be granted,seconded by Mr.Christensen and carried.
A communication was received from the Board of Electricity,stating that it was
about to submit a schedule of rates for both light and rower and requeting requesting the Coun-
cil to set a time to meet with them to discuss the matter. Mr.Probst moved that the
matter be referred to the Committee of the Whole and that the Board of Electricity be
invited to meet with the said Comnittee at its next meeting on Friday evening,Decem-
December 5th 1911.
A communication was received from the Board of Electricity calling the atten-
tion of the Council to the possibilities of eliminating the danger at railroad
crossings by the installation of semaphores,to be suspended above the crossings
showing an arm in the day time and a red light at night. Mr.Walker moved that
the matter be referred to the Public Utilities Committee,seconded by Mr.Ells and
carried.
A communication was received from A.A.Denison,Secretary of the Oakland Cham-
ber of Commerce to which was attached a Notice signed by S.A.Cheney,Major,Corps
of Engineers,U.S.Army,calling attention to a public hearing by the San Francisco
Bay Harbor Line Board at two o'clock p.m.,on Tuesday,December 12,1911,in the Coun-
cil Chamber of the City Hal1,14th and Washington Streets,Oakland to consider pro-
posed changes in the harbor lines in San Antonio Estuary,Oakland inner harbor and
tidal canal. Mr.Bullock moved that the matter be referred to the Harbor Commis-
sion,seconded by Mr.Probst and carried.
A communication was received from E..K.Taylor regarding the proposition of
the acquiring by the City a grant of the tidelands surrounding the City of Alameda,
and suggesting that the Council adopt a resolution embracing its intent to obtain
if possible that portion of Alameda's water front extending westerly from the nar-
row gauge pier to the westerly boundary of the Tide Land Survey,only. Mr.Bullock
moved that the matter be referred to the Harbor Commission in conjunction with the
City Attorney and City Engineer,seconded by Mr.Walker and carried.
A communication was received from E.K.Taylor suggesting that the bridge ten-
ders who will be appointed to take charge of the bridges over the tidal canal,be
appointed special police officers and to install telephones at the said bridges
so that should occasion require,they could assist in capturing any criminal who
was being pursued by the police. Mr.Probst moved that the matter be referred to
the Fire,Water and Police Committee,seconded by Mr.Spence and carried.
Two communications were received from the Southern Pacific Company relative
to the complaint against the sinking away of the macadam adjacent to its tracks
and stating that work toward putting them in proper shape would be commenced on
December 1st 1911. Ordered filed.
A communication was received from the Southern Pacific stating that the bell
end post complained of at the corner of Valnut and Encinal Avenue had been removed
on the 18th day of November,1911. Ordered filed.
A report was received from the Finance Committee stating that it had made ar-
rangements with the Board of Electricity to install new telephones in the various
fire houses and that the said work was now being done. Ordered filed.
A report was received from the Finance Committee on the'experts report of
the Municipal Electric Light Plant and advising that the said experts report be
printed in the official newspaper. Mr.Walker moved that the same be filed but
that the printing be referred to the printing committee of the Council,seconded
by Mr.Elis and carried.
A report was received from the Finance Committee recommending that the City
Attorney be empowered to employ the necessary clerical help to perform the work
of codifying the Ordinances of the City and fixing the price to be paid for the
said work at $500.00. Mr.Bullock moved that the recommendations be adopted,se-
conded by Mr.Christensen and carried by the following vote. Ayes:Councilmen Ria

A communication was received from John D.Millikin of 323 Geary Street,San
Francisco,complaining of the bill-boards and shacks located on property at the
southeast corner of Santa Clara Avenue and Stanton Streets. Mr.Walker moved that
the same be referred to the Street Committee,seconded by Mr.Ells and carried.
The matter of the petition of Albertsen and. Matthisen to have the liquor li-
cense now held by Henry Brink at 1546 Park Street,transferred to them came up for
hearing and the Clerk read a communication from Fitzgerald and. Abbott,attorneys of
Oakland asking that action he posponed so as to enable certain business troubles
connected with the said business to be settled and thereupon Mr.Walker moved that
further hearing in the matter be continued until the next meeting of the Council,
seconded by Mr.Spence and carried.
A report was received from the Street Committee stating that it had had the
automobile used by the Street'Department insured in the Royal Insurance Company for
the amount of $1200.00. Ordered filed.
A report was received from the Street Committee stating that the condition of
the crossing of 9th Street and Centennial Avenue as complained of by Mr.Mentasti had
be attended to and the dirt,sand,etc. removed. Ordered filed.
A report was received from the Street Committee recommending that the petition
of Mrs Josephine Goerl to remove a house from the corner of 8th Street and Central
Avenue to the westerly end of Palace Court be granted. 1ir.Probst moved that the x
recommendation he adopted,seconded by Mr.Bullock and carried.
The Clerk presented an affidavit,showing due publication of Notice Inviting
Proposals for the Construction of Electroliers on certain streets of the City the
same being for Lighting District No.2,under Resolution of Intention No.770,which
was ordered filed. The Clerk reported that in answer to the said Notice no bids
or proposals had been presented and thereupon Mr.Krumb offered the following Reso-
lution and moved its adoption:
WHEREAS,the Council of the City of Alameda on the 18th day of July,1911,adapt-
ed its Resolution of Intention No.770 declaring its intention to order that iron pipe
electric lamp posts each with a cast iron top and ground glass globe and lamp and set
up in a concrete base,be erected and constructed on both sides of the following streets
and avenues in said city between the limits thereof hereinafter mentioned;said lamp
posts to be placed at intervals of 150 feet along each side of said streets and ave-
nues,and arranged so that the lamp posts on one side of any such street or avenue x
shall alternate with those on the other side thereof;and that said lamp posts shall
be wired and connected by means of underground conduits of iron pipe for operation
by the minucipal electric light plant of said city;that said improvement shall be
made and, constructed on the following named streets and avenues,to wit:Ninth Street
from Pacific Avenue to the Bay of San ancisco:Weber Street from Central Avenue to
the Bay of San Francisco;Caroline Street from Santa Clara Avenue to the Bay of San
Francisco:Hawthorne Street from San Antonio Avenue to the Bay of San Francisco; St.
Charles Street from Santa Clara Avenue to the Bay of San Francisco:Bay Street from
Central Avenue to the Bay of San Francisco:Sherman Street from Central Avenue to the
Bay of San Francisco ;Morton Street from Central Avenue to San Jose Avenue;Benton
Street from Central Avenue to Bncinal Avenne;Central Avenue from Benton Street to
Ninth Street:Fair Oaks Avenue from Caroline Street to St.Charles Street:San Antonio

WHEREAS,in accordance with the instructions contained in said Resolution of
Intention No.770 adopted as aforesaid on the 18th day of July,1911,and in accor-
dance with the provisions of an Act of the Legislature of the State of California
entitled,"An Act to provide for the lighting of public streets,lanes,alleys,roads
and places in municipalities,and for the assessments of the costs and expenses
thereof upon the property benefited thereby" adopted. March 21,1906,and acts amenda-
tory thereof,the Board of Electricity of the City of Alameda on the 18th day of
July,1911,filed with the Clerk of said Clty Council its report in writing;and,
WH7REAS,after further proceedings regularly had as provided by law,said. City
Council of the City of Alameda did,on the 15th day of August,1911,by resolution,
over-rule all protests against said improvement and the assessment for said im-
provement,and thereupon confirmed the proposed assessment for said inprovement,and
thereupon adopted as a whole the said report of the Board of Electricity of the City
of Alameda;and,
7HEREAS,said City Council did,upon said 15th day of August,1911,pass a reso-
lution ordering said improvement to be done and made;and,
WHEREAS,pursuant to order of the said Council of the City of Alameda,the City
Clerk of said City of Alameda advertised for bids for the construction of lamp posts,
conduits and wiring on Ninth Street from Pacific Avenue to the Bay of San Francisco;
Vieber Street from Central Avenue to the Bay of San Francisco;Caroline Street from
Santa Clara Avenue to the Bay of San Francisco;Hawthorne Street from San Antonio
Avenue to the Bay of San Francisco;St.Charles Street from Santa Clara Avenue to the
Bay of San Francisco;Bay Street from Central Avenue to the Bay of San Francisco;
Sherman Street. from Central Avenue to the Bay of San Francisco;Morton Street from
Central Avenue to San Jose Avenue;Denton Street from Central Avenue to Fncinal Ave-
nue;Central Avenue from Benton Street to Ninth Street;Fair Oaks Avenue froM Caroline
Street to St.Charles Street;San Antonio Avenue from Ninth Street to Morton Street,
in accordance with the plans and specifications for the said work adopted by the
City Council of the City of Alameda as aforesaid;said advertisement was published
in the manner and for the time provided by law;and
WHT=AS,it appears to said Council that the time whensealed bids for said work
was advertised to he received,was,to wit,up to the hour of Five o'clock P.M.of Tues-
day,the 5th day of December,1911;and
WHTMEAS,it appears further to said Council that that time has passed and that
no hids have been received:now,therefore,be it
RESOLVED,that it be,and it is hereby ordered that said proposed contract he
not made,and that the municipality itself execute the work embraced therein in ac-
cordance with the plans and specifications adopted for such work and employ the la-
bor and provide the material,appliances and supplies necessary therefor;and it is
further
RESOLVED,that the cost and expenses of such work shall be paid out of the funds
which have been collected therefor by the Tax Collector of said City of Alameda by
virtue of the proceedings heretofore had under said Resolution of Intention No.770,
and as provided by law for said improvement.

of Local Improvement under Resolution of Intention No.780 fixing time for
hearing protests against the proposed work of erecting electroliers on both sides
of certain streets,which were ordered filed. The Clerk reported that no protests
had been presented and thereupon Mr.Krumb offered the following Resolution and mov-
ed its adoption:
Whereas,the City Council of the City of Alameda did,on the 7th day of November,
1911,p .os its Resolution of Intention No.780 to order the following improvement to be
made in said city,namely:-
That iron pipe electric lamp posts each with a cast iron top and ground glass
globe and lamp and set up in a concrete base,be erected and constructed on both
sides of the following described streets and avenues of said city,between the limits
thereof hereinafter mentioned;said lamp posts to be placed at intervals of one hun-
dred and fifty feet along each side of said streets and avenues,and arranged so that
the lamp posts on one side of any such street and avenue shall be alternated with
those on the other side thereof,and that said lamp posts shall be wired and connect-
ed by means of underground conduits of iron pipe for operation by the Municipal
Electric Light Plant of said city;that said improvement shall be made and construct-
ed on the following named streets and avenues,towit: Willow Street from Encinal Ave-
nue to the Ray of an Francisco:Walnut Street from Central Avenue to the Bay of San
Francisco;Cedar 3treet from Clinton Avenue to the Bay of San Francisco:Laurel Street

day of Novernber,1911,pass its Resolution of Intention No.780 to order the herein-
after described work to be done and improvement to be made in said City of Alameda;
and,whereas,upon the filing of the report of the Board of Electricity of the City
of Alameda,the City Council by resolution appointed a time and place for hearing pro-
tests in relation to the proposed improvement,which time and place were fixed as
follows,to wit:Tuesday,the 5th day of December,1911,at the hour of Eight o'clock

by law,as appears from the affidavits of George N.Browning and F.E.Browning,City Clerk
of the said City of Aaameda,who,npon the completion of the posting of said notices,
forthwith filed said affidavits in the office of said City Clerk;and,whereas,there
were no protests presented to said Council against said improvement or the assess-
ment for said improvement;and
WHERP1AS,said Council did then and there confirm the proposed assessment for said
improvement,and did then and there adopt as a whole the said report of the Board of

That iron pipe electric lamp posts each with a cast iron top and ground glass
globe and laMp and set up in a concrete base be erected and constructed on both
sides of the following described streets and avenues in said city between the limits
thereof hereinafter mentioned;said lamp posts to be placed at intervals of 150 feet
along each side of said streets and avenues,and arranged so that the lamp posts on
one side of any such street or avenue shall be alternate with those on the other

ground conduits of iron pipe for operation by the Municipal Electric Light Plant of

its intersection with High Street to a point 1584.39 feet westerly in the City of
Alameda,adopted by this Council,September 19th 1911,has been posted and published
according to law,that E.G.Cohen filed a protest in writing against the doing of the
said work,which said protest was filed on the 7th day of November 1911,with the
City Clerk of said city;that on the 7th day of November 1911,said written protest
was presented to the Council by said City Clerk,whereupon said Council fixed the
time and place of hearing said protest as follows,to wit,the 21st day of November,
1911,at the hour of 8 o'clock P.M.,at the Council Chamber of said City Council in
the City Hall of the City of Alameda;that at said time and place said protest came

A communication was received'from the Board of Education requesting that the
Council take action toward granting it authority to lease with the option of pur-
chasing.during the life of the said lease,a certain piece of property fronting the
north side of Encinal Avenue between Oax, and Walnut Streets and adjacent to the

thereupon Mr.Kruinb moved that the request be granted and that the City Attorney be
directed to prepare an Ordinance in accordance therewith,seconded by Mr.Probst and
carried.
A Bill entitled "A Bill for Ordinance No. To Amend Section 1 of Ordinance
No.535,amending Section 3 of Ordinance No 516,prescribing building Regulations and
Fixing the boundary lines of Areas within which Various Classes of Buildings may be
erected" introduced November 7th 1911,by Mr.Walker cane up for passage and was read
by the Clerk. Mr.Valker moved its adoption,seconded by Mr.Probst and adopted and
passed by the following vote. Ayes:Councilmen Christensen,lialker,Krumb,Spence,
Ells,Morgenstern,Probst and Bullock,(6). Noes:None. Absent:Councilman Hammond,(1).
Mr.Valker intrpped A Bill entitled "A Bill for Ordinance No. Relating to
the Salary of Chief Engineer of the Fire Department' which was laid over under the
provisions of the Charter.
A communication, was received from the City Attorney suggesting that it might
be taken into into consideration the printing of the-liquor license ordinance when
the general business license was being prirted. Mr.KrUmb moved that the natter be
referred to the Printing Comnittee,seconded by Mr.Spence and carried-
Mr.Krumb brought up the matter of the complaint of the Alameda Improvement
Club of the building located on the south-east corner of Webster and Santa Clara Ave-
nue as obstructing the sidewalk and moved that the Street be authorized to have the
title to said property searched at a cost of about 4'20.00,seconded by Mr,Walker and
carried by the following vote. Ayes:Councilmen Christensen,Walker Krumb,Spence,Ells,
Morgenstern,Probst and Bullock, (6). Noes:Nene. Absent :Councilman Hamnond,(1).
Mr.Ells moved that the Printing Committee be authorized to have 1000 copies
of the License and Moving Traffic Ordinances printed at a cost of $1.50 per page
and that a heavier cover be placed on same the cost of which would be extra,seconded
by Idr.Spence and carried by the following vote. Ayes:Councilmen Christensen,Wal-
ker,Krunb,Spence,Ells,Morgenstern,Probst and Bullock,(0. Noes:None. Absent:
Councilman Hammond, (1).'
Mr.Krumb brought up the natter of the inconvenience caused the traveling pub-
lic between Alameda and Oakland by the frequent opening of the Webster Street bridge
to allow ,vessels to pass and moved that the Clerk be directed to address a request
to the Board of Supervisors,to,provided it could be legally done,take steps to have
the said bridge closed. to navigation between the hours of six and eight A.M. and
five and seven P.M.,seconded by Mr.Ohristensen and carried.
Mr.Probst moved that the Clerk be directed to advertise for bids for the con-
cession for one year from January let 1 1 ,to sell confectionery,soda-water and like
beverages,popcorn,peanuts,candy and like refreshments in Lincoln Park,seconded. by
Mr.Walker and carried.
There being no further business to transact the Council adjourned until the
