directed by me in October last to investigate and report upon the sources of
water supply involved in said permit, and the necessity for the retention of
the H tch Hetchy Valley within the terms thereof.
In view of the conclusions of Director Smith, opy of whose report
is herewith attached, as to the sufficiency of the Lake :lea nor reservoir site
when fully developed, and in view of the importance of the public interests in-
volved in this matter, and the Government's obligation in connection therewith,.
I feel it my duty to call upon you to show why the Hetch Hetchy Valley and
reservoir site should not 'be eliminated from said permit.
