TUESDAY, JANUARY 21st 1913.
The meeting convened with Mayor W.H.Noy,presiding.
The roll was called and Councilmen Walker,Mac Rae,Hammond,Spence,Probst and.
Bullock,(6) were noted Present and Councilmen Ells and Morgenstern,(2) absent:
The minutes of the meeting of January 7th were read and approved.
The minutes of the adjourned meeting of January 14th were read and approved.
Councilman Ells arrived during the reading of the minutes and was noted present.
Claims against the General Fund amounting to Q604,14; against the Street
Fund amounting to 0336.35; against the Park and Playground. Fund amounting to 0112.00;
against Local Improvement Fund No. 782 uounting to $2.33; against Local Improvement
Fund. No. 784 amounting to $2.33 and against Local Improvement Fund No. 786 amounting
to $30.39 having been approved and audited by the proper officials were read by the
Clerk as follows:-

The Annual report of the City Auditor was Presented for the fiscal year end-
ing June 30th, 1912. Ordered filed.
H. E. Powell presented a petition for a gratuitous license to solicit orders
for household goods. The Chief of Police recommended the granting of the petition
and thereupon Mr. Spence moved that the petition be granted, seconded by Mr.
Bullock and carried.
Mr. Bullock moved that the Clerk be directed to notify the Municipal Publish-
ing Company to discontinue sending the "American Municipalities" from Marshalltown,
Iowa, seconded by Mr. MacRae and carried.
A Communication was received from Mrs. C. E. Stokes claiming that a certain
tree growing in the sidewalk on Morton Street, adjacent to the entrance of her
house at 1425 Morton Street was a menace to the public safety in its present con-
dition and requested that action be taken either towards taking the said tree
down or trimming it of its huge branches. Mr. Walker moved that the matter be
referred to the STreet Committee,seconded by Mr. Probst and carried.
A communication was received from the Police and. Fire Commission requesting
that the Board of Electricity be directed to advertise for bids for the Police sig-
nal ystem. Mr. Hammond moved that the communication be filed and that the
Board of Electricity be requested to prepare plans and specifications for the said
signal system, and submit to the Council for further action, seconded by Mr.
Probst and carried.
The Park and. Playground Committee presented a report of the condition of the
parks and playgrounds and of the work that had been done during the past year, which
was read by the Clerkat length. Mr. Bullock moved that it be placed on file, seconcl-
ed by Mr. Probst and carried.
F. Boegle, Jr., Secretary of the Alameda County Manufacturer's Committee,
and Mr. Buswell, of the Executive Committee of the same organization, addressed the
Council advocating the granting to D. J. Hanlon of his request to lease the city's
property on the Estuary adjacent to the United Engineering Works. No action was
taken by the Council.
The Mayor presented a report to the Council of the condition of the various
departments and the work accomplished by the same in which he highly commended the
Council, the various Boards and. Commissions and the regular Officials of the City
for the efficient manner in which their duties were attended to, which was read
by the Clerk at length. Mr. MacRae noved that the report be filed and that it
be ordered printed in the city official paper, seconded by Mr. Hammond and carried
by the following vote:- Ayes:Councilmen Walker, MacRae, Hammond, Spence, Ells,
Probst and Bullock, (7). Noes:None. Absent:Councilman Morgenstern, (1).
A communication was received from the Mayor in which he appointed G.W.Stewart
as a member of the Council to represent the First Ward,vice Fred. L.Krumb,resigned,
the said appointment to be subject to the approval of the Council. Mr.Hammond
moved that the appointment be confirmed,seconded by Mr.Bullock and carried by the
following vote. Ayes:Councilmen dalker,Mac Rae,Hammond,Spence,Ells,Probst and
Bullock,(7).
Noes:None. Absent: Councilman Morgenstern,(1).
Mr.Stewart who was present in the lobby presented himself before the Council
January 21st 1913
Mr.Walker moved that further action in the matter of the construction of a side-
walk on Park Street as contemplated under the proceedings of Resolution of Intention
No.2,New Series,be continued until the next meeting of the Council,seconded by Mr.
Bullock and carried.
An affidavit was presented showing due postigg of Resolution of Intention No.4
New Series,by the Street Superintendent. Ordered filed.
Mr.Probst brought up the uneven division of the electors residing in the 24
and 25th Precincts by the line dividing the same as fixed by the Board of Supervi-
sors and moved that when the proclamation was prepared calling for the Municipal
Election on April 14th that the said ?recincts be divided by the center line of
Haight Avenue west of Sixth Street,seconded by Mr.Ells and carried.
Mr.Walker brought dap the request of Mrs Brandt for permission to transfer the
liquor license to conduct a saloon at the northwest corner of Webster and Lincoln
Avenue to some other person and moved that she be notified that the Council could
take no action until an application and bond had been presented as provided by the
Ordinance governing the granting of Liquor Licenses,seconded by Mr.Ells and carried.
Mr.Iialker moved that the Retcodified Ordinances as passed at the adjourned
meeting of January 21st be printed once more in the official newspaper,seconded by
Mr.Ells and carried by the following vote. Ayes:Councilmen Walker,Mac Rae,Hammond,
Spence, lls,Probst,Bullock and. Stewart,(8). Noes:None. Absent:Councilman Mor-
genstern,(1).
Mr.Probst brought up the lack of street car service west of Webster Street and
moved that the matter be referred to the City Attorney with request that he take the
matter up with the Railroad Commission and endeavor to have the street railroad be
compelled to construct some sort of service,seconded by Mr.Ells and carried.
Mr.Stewart the newly appointed Councilman addressed the Council promising to
do all in his power to further the interests of the City. The Mayor responded to
the remarks made and there being no further business to transact the Council adjourn-
ed until the next regular meeting,Tuesday,February 4th 1913,at 7.30 P.M.
