ADJOURNED REGULAR MEETING OF 1HE COUNCIL OF THE CITY OF ALAMEDA,
TUESDAY EVENING, OCTOBER 14TH, 1913.
The meetinP. convened with President Alfred. Morgenstern presiding.
The Roll was called and Councilmen Bartlett, Bullock, Hammond, Morgen-
stern and Roth,
answered present. Councilmen MacRae, Morris, Probst
and Stewart, (4) arrived later and were noted present.
A communication was received from the Board of Electricity inviting
the Mayor and the members of the City Council to attend the official inspection
of the new Municipal Electricity Plant Saturday afternoon, October 18th, 1913
at 4 o'clock. The invitation was accepted and the Clerk directed to acknow-
ledge receipt of same.
A communication was received from the Police and Fire Commissioners
recommending that the City Council accept the bid of Rhodes-Jamieson &: Co.,
Inc. for supplying forage and straw for the Fire Department for the year
beginning October 19, 1913 and ending October 19, 1914. Mr. Hammond moved
that the bid be accepted and that the City Attorney be instructed to draw
up the necessary contract, seconded by Mr. 3artlett and carried by the
following vote:- Ayes:Councilmen Bartlett, Bullock, Hammond MacRae,
Morgenstern, Probst and Roth, (7). Noes:None. Absent:Councilmen Morris and
Stewart, (2).
A communication was received from the Board of Police and Fire Com-
missioners recommending that the City enter into a contract with the 'iaterous,
Engine ',forks Company, of St. Paul, Minnesota, to furnish an auto fire engine
to the City as per the hid and specifications submitted by the Company.
Mr. Hammond moved that the bid and specifications submitted by the Waterous
Engine Works Company be accepted anti that the City Attorney be instructed
to draw up the necessary contract, seconded by Mr. Bartlett and carried by
the following vote:- Ayes:Councilmen Bartlett Bullock, Hammond, MacRae,
Morgenstern, Morris, Probst, Roth and Stewart, 9). Noes:None. Absent:None.
'3 A communication was received from the Board of Education requesting
that the City Council grant nermission*for the installation of three, two
thousand gallon fuel oil storage tanks at the High School Haight School
and. Lincoln School houses. Ordered filed.
A communication was read from the 3. T. Johnson Company requesting
permission to install three, two thousand gallon fuel oil storage tanks,
one at the Lincoln 3chool, one at the Alatheda High School and one at the
Haight Schooi. Mr. Hammond movea that the request be referred to the Fire
Marshal and the Police Fire and Water Committee of the City Council with
full power to act, seconded by Mr. Bartlett and carried by the following
vote:- Ayes:Councilmen Bartlett, Bullock, Hammond Iiacae, Morgenstern,
Morris, Probst, Roth and Stewart, 9). Noes:None. Absent:None.
At this stage of the meeting Mr. Roth was excused from further
attendance.
Mr. Bullock called up a Bill entitled, "A Bill for Ordinance No.

diced by him October 7th, 1913. Following the reading of the Bill by the Clerk
r. Builoek moved to amend so that any Person desiring to reclaim any dog
captured or confined under the provisions of the proposed Ordinance would have
to pay the Poundmaster a fee of 5.00. Mr. Bartlett seconded the motion to
amend and it was carried by the following vote:- Ayes:Councilmen Bartlett, .
Buliock, Hammond, MacRae anal Stewart (5). Noes:Councilmen Morgenstern,
Morris and Probst, (3). Absent:Councilman Roth, (1). Mr. Bartlett then
moved the adoption of the 3111 as amended, seconded by Er. Probst and carried
by the following vote:- Ayes:Councilmen Bartlett, Bullock, Hammond MacRae,
Morgenstern, Morris, Probst and Stewart, (8). Noes:None. Absent:Councilman
Roth, (1).
Mr. Bullock called up a Bill entitled, "A Bill for Ordinance No.
New Series, to establish and enforce compliance with Sanitary Regulations
in all places in the City of Alameda where food for human beings is manu-
factured, kept or sold; to provide penalties for the violation of the
provisions of this Ordinance", introduced by him October 7th, 1913. Mr.
Probst moved that the 311l be laid over until the next meeting of the Com-
mittee of the 6fhole of the City Council seconded by Mr. Hammond and carried.
\i Mr. Stewart called up a Bill entitled "A Bill for Ordinance No. V
New Series, to Amend Section 744, of Article VI, Chapter 9 of Ordinance
No. 1, New Series, known as the Municipal Code of the City of Alameda,
apnrovecl January 14th, 1913, by re-enactlng sald Section as amended' having
to do with bill boards, introduced by him October 7th, 1913. Following
the reading of the 3111 by the Clerk M. Bullock moved to amend by limit-
ing the height to which billboards could he erected in the OIty to ten
feet, and prohibiting thei.r erection within a distance of twenty-five
feet from any building in the City. There was no second to Mr. Bullock's
motion to amend. Mr. Bartlett thereupon moved the adoption of the Bill
as introduced, seconded by Mr. Morris and carried by the following vote:-
Ayes:Councilmen Bartlett, Hammond Mac2ae, Morgenstern, Morris, Probst
and. Stewart, (7). Noes:Councilman Bullock, (1). Absent:Councilman
Roth, (1).
There being no further business to transact the meeting adjourned
until the next regular meeting time, Tuesday evening, October 21st 1913
at 7:30 p. m.
