1914-02-03 Regular CC MinutesREGULAR MEETING OF TL3 COUNCIL OF TH. CITY OF ALAMEDA, TUESDAY EVENING, FEBRUARY 3RD, 1914. The meeting was called to order by Mayor Frank Otis. The roll was called and Councilmen Bartlett, MacRae, Morgenstern, Morris, Probst and Stewart, (6) were noted 7)resent. Ordered referred to the Finance Committee. From Mayor Prank Otis requesting that ::450.00 be appropriated by the Council for Alameda's share in the city Planning -2;xhibit to, be held in Oakland. Ordered filea. Mr. C. H. Cheney of 3erkeley spoke for a few minutes saying that. Berkeley and Oakland had already contributed their share toward the ex,,-)enaiture and requested the Oity of Alameda to do likewise. Resolutions approving the same were later carried. From the League of California Municipalities advocating home rule in taxation. Ordered filed. LI From the Southern Pacific Company-relative to the proposed stop at Third Street and Pacific Avenue. Ordered filed and the Clerk requested to notify the Company to have Third Street and Pacific Avenue made a regular stop and Pacific,Junction a flag station. ‘1 From Mr. Edwin E. Dewing complaining of west bound service on the Southern Pacific during evening r hours. Referred to the Public Utilities February 3r�, 1914. the east encl of 3r±gs Avenue. Ordered filed. Mr. MacRae reported that the Hutchinson ComPany would he bound to their contract to perform the work of improving Briggs Avenue and on motion of Mr. Hammona, seconded by Mr. Probst the re7eort was adopted. Hewes for the position of City ngineer was ordered filed. vine ooetract for the purchase of a Metz automobile signed by Louis J. Rorie was ratified by the Council and ordered filed. The appointment b; !layer Frank Otis of James A. Sutton as City Angineer to fill the vacancy created hy the death of the late I. N. Chapman was unanimously approved by the Council. /The request of the 3oard of ellectrieity for permission to run overhead wires to make service connections was ordered granted. e The certificate showing the completion of the work done by the Hutchinson Company on Palmera Court was submitted by Street Sueerintendent V. M. Frodden and ordered filed. The certificate showing the completion el' the work done by the Hutch- inson Company on Grand Street south of Dayton Avenue was submitted by Street Superintendent V. M. Frodden and ordered filed. The communication from V. M. Frodden presenting the Plan for the ,/ improvement of the south end of Grand Street was ordered filed. The Plan showing the same was adopted and ordered filed. ki The affidavit of publication of Notice to Printers, sworn to by Frank Brown, Chief Clerk of the Times Star Company was ordered filed. Said notice called for bids in accordance with a Schedule of Printing adopted by the City Council January 6th, 1914. The Clerk announced that he was in receipt of two bids and upon the motion of Mr. Hammond, seconded by Mr. Bullock he was instructed to open them. The two bids received were from the Tiries Star Company, accompanied by a bond in the sum of ;e500.00 and from the Fox Press, Incorporation, ,ompanied by a certified check in the sum of ;:::600.00. Upon motion of Mr. Probst, seconded by Mr. Bullock and carried, they were referred to the Printing COMMittee. `/ The affidavit of publication of Notice to Publishers of Newspapers sworn to hy Frank Brown, Chief Clerk of the .Times Star Company was ordered filed. The Clerk announced that in response to said notification he February 3rd, 1914. sum of. 00.00. Upon request the Clerk read the bid which was as follows:- For the first insertion of an advertisement per square of 234 ems non- pareil measurement, 1.25. For the second insertion of an advertisement per square of 234 ems, nonpareil measurement, .75. For the third and each subsequent insertion of an advertisement of 234 ems nonpareil measurement .50. I further agree to furnish to said City, six (6) copies of each adver- tisement published and to furnish affidavit of publication of each advertise- ment within twentyfour hours after publication. Upon motion of Mr. Bartlett, seconded by Mr. Morris the bid was accented by the following vote:- Ayes:Councilmen Bartlett, Bullock, Hammond, MacRae, Morgenstern, Morris, Probst, Roth and Stewart, (9). Noes:Nene. Absent: None. V/ The Clerk announced that he had three bids for painting street signs. Upon the motion of Mr. Hammond, seconded by Mr. Stewart the bids from W. B. O'Brien, Henry G. Nielsen and Theophile Reichard were opened. Upon motion of Mr. Bartle t seconded by Mr. Hammond the bids were referred to the Street Committee to report hack at the next regular meeting February 17th 1914. 3111 calling for a Freeholder Election hexing been brought up was referred, upon motion of Mr. Probst seconded by Mr. Roth and carried, to the Judiciary Committee. Mr. Hammond moved, seconded by Mr. Bartlett and carried, that the Mayor and Council Improvement Clubs and other civic bodies be sent a copy of the same and that they be requested to 'be present at the meeting of the Committee of the Whole, February 13th to take part in the discussion of the same. V Mr. Bartlett brought up the matter of repealing Ordinance No. 5, Tew Series, which provides for prohibiting the erection, maintenance and use of overhead electric wires and polies within a certain district in the City of Alameda. He gave as his reason for wanting it repealed, the fact that the Electric Department had estimated it would require about 1,000,000 to carry out the provisions of the Ordinance. A motion was made by him and seconded by Mr. Hammond and, carried by unanimous vote, that the City Attorney and Judiciary Committee draw up the necessary Ordinance for the same, which would be voted upon at the Freeholder's la ction. /The clerk announced that he had about twenty insurance policies coverin g the City Hall and contents. Upon motion of Mr. Bullock, seconded and Mr. Hammond and carried, they were referred to the Finance committee. 1 Mayor Frank Otis brought up the matter of surrendering the Bond of T. C. Coughlin, former City Clerk, for the purpose of having returned a portion of the premium on the same. Upon motion of Mr. Hammond, seconded by Mr. Probst and carried the matter was left to the Mayor with power to act. 4 Mr. Morris reported on the Webster Street hydrant mains within the February Zrd, 1914. into. V/ Mr. MacRae, Chairman of the Street Committee reported that they had decided to accept the bid of the A. L. Yonng Machinery Company for a 5 Ton Tandem Roller, as they were the lowest responsible bidders. Upon motion of Mr. MacRae, seconaed by Mr. Stewart and unanimously carried, it was ordered that the 5 ton Tandem Roller be purchased from the A. L. Young Machinery Company for thesum of 1877.00 and that the Clerk be instructed to return the checks to the unsuccessful bidders. v/ Mr. Probst brought up the matter of the tree on Paru Street 3treet which was complained of as a nuisance and dangerous to the neighborhood. Upon notion of Mr. Probst seconded by Mr. Hammond and carried the Council declared it a nuisance and ordered the Suoorintendent of Street to re move the same. Mr. Roth moved to amend the previous motion by referring it to the Street Committee and Street ntendent and Mr. Hammond amended further to have the same look into the matter and be given power to act. Mr. Bartlett moved seconded by Mr. Hammona that the following Resolution he adopted:- 7 .RESOLVED, that the sum of Four Hundred an Fifty Dollars, (450.00) be, and the same hereb; is, appropraited and set aside out of the General Fund for the purpose of preparing and acquiring a relief map and drawings the City of Alameda, showing the proposed harbor improverceeto an;!. thc,r eity planning studies of said City ,and it is further R.17.30IVLID, That the Mayor and City Clerk of this City be, and they hereby aro, uthori7,ed and directed to enter into a contract with C. H. Cheney of Berkeley, California, for the preparation and acquisition of such relief map and drawings. Chapman has for years been associated with this Council as City inr"ineer, giving ungrudgingly of his time and ability to the public business in both official and unofficial ities, R'238OLVED That in the death of Issue Newton. Chapman the City of Alameca has lost a tried ana faithful public official, the City Oonneil a wise, true and u'oright servant, the community an honored and public- spirited eitieen and the members of this. At the conlusion of the meeting Messrs. Green Majors and John L. McVey made a few remarks on the subject of the proposed recall. The Mayor then ordered an adjournMent out of respect to the late . T.
