1914-03-17 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA, TUESDAY EVENING, MARCH 17TH, 1914. The meeting was called to order by Mayor Otis. The roll was called and Councilmen MacRae, Morgenstern, Morris, Roth and Stewart, (5) were noted present. Quorum present. Councilmen Bartlett Bullock Hammond and Probst arrived later and were noted present. The minutes of the previous meeting were read and upon motion of Mr. Bartlett, seconded 1) Mr. MacRae and duly carried they were approved as read. Mayor Otis, during the reading of the Minutes, was excused from presiding and President Morgenstern took the chair for the rest of the evening. Claims against the General Fund amounting to U479.02; against the Fire Fund amounting to 69.99; against the Police Fund amounting to 187.47; against the Street Fund amounting to c;2390.86 having been approved and audited by the proper officials were read by the Clerk as follows:- GENERAL FUND. The Clerk reported that in responce to said notice he was in receipt of one bid. Upon motion of Mr. Hammond, seconded by Mr. Probst and duly carried the Clerk was in- $290.007 March 17th, 1914. or furnishing a Knox-Martin automobile tractor to be attached to Hook un6 .,E1.(16.er Truck No. 1, 2900.00. 1r. Hammond moved that the bid be accepted-and the Mayor and City Clerk he instructed to sign a contract on behalf of the City as soon as possible owing to its being a public necessity, seconded by Mr. Morris and carried by the following vote:- Ayes:Councilmen Bartlett, Bullock, Hammond, Morgenstern, MacRae, Morris, Probst, Roth and Stewart, (9). Noes,None. Absent:Ilone. /An affidavit was presented showing due publication of Notice to Contractors. Ordered filed. The Clerk reported that in response to said notice he was in receipt of one bid. Upon motion of Mr. Hammond seconded by Mr. Morris and dilly carried the Clerk was instructed to open and read the bid. Thereupon the Clerk opened. and read the bid as follows:- From Robert Dalziel Jr., accompanied by a certified check in the sum of 0.68.001-, or installing pipe line and hydrants along Oorks and 6ebster Streets 4677.00. Upon motion of Mr. Hammond, seconded by Mr Probst and carried it was referred to the Polico, Fire and Water Committee and the Street Superintendent to report back at the next meeting of the Council. v Request of G. A. Benseman to make alterations at 1349 Park Street in the sun of 45.00. was upon motion of Mr. Morris, seconded by Ht. Hammond and-duly carried, granted permission. The following communicLAions were read: .From Thomas jilson on beha]f of the Church of the Nazarene, for per- mission to move their church from the northwest corner of AlameJa Avenue and Oak Street to the southwest corner of the some street. Mr. Roth moved, seconded by Mr. Stewart, that the President of the Council appoint a Committee with pmer to act, providing enough signatures are gotten to grant the request. The motion was ruled out of order. Mr. Probst then moved that the Clerk communicate with the church people, notifyinp7' them of the action of the Council in the matter aria providing them with the proper blanks t be filled out in conformity with the Ordinance cover-. ing the removal of houses, seconded by Mr. MacRae and carried by the following vote:- Ayes:Councilmen Bartlett, Bullock, Hammond, MacRae, Morgensterh, Morris, Probst, Roth and Stewart, (9) . Ordered filed. /From the Alameda Improvement Club requesting the Council to provide money in the next budget for the digging of wells to supply water to the City of Alameda. Referred to the Public Utili- ties Committee and the. Joint Committee on 'baterfront and Tidelands. /From Chas. M. Crocket, suggesting changes in the evening service of loop trains. Referred to the Public Utilities Committee. irPron C. H. Cheney notifying the Council to attend the city planning exhibit, held in Oakland City Hall. The invitation was accepted. v From Lawrence Borromeo for a gratuitous license to sell fruit and vegetables. Mr. Hammond moved that the request be granted, seconded by Mr. Probst and carried by the following vote.:-, Ayes:Councilmen Bartlett, Bullock, Hammond, MacRae, Morgenstern, Morris Probst, Roth and Stewart, (9) . Foes:None. /Prom Walter T. Steinmetz recommending that the request of Mary i. Boehmer to make alterations at 1417 Park Street be granted. Ordered filed. / From the Sanborn Map Company offering a map such as is used by Fire Insurance companies to the City, for the sum of 640.00. Referred to the Finance Committee. From J. C. Mc?herson, stating that motormen have b-en instructed to approach dangerous crossings with their trains under control par ticularly at the Willow Street and Lincoln Avenue crossing. Ordered filed. / Prom V. M. Frodden approvirig the work one by the Ransome-Crummey Oomp,..ny in improving Post Office Court. A claim in the sum of 400.00 for the aforesaid work was presented by the Ransome Crummey Company. Mr. Hammond moved that the claim be paid, seconded by Mr. Probst and carried the following vote:- Ayes:Councilmen Bartlett, Bullock, Hammond, MacRae, Morgenstern, Morris, Probst, Roth and Stewart (9) Noes:None. Absent:None. (/ At this time Harry A. Weihe begged leave to address the Council and thanked them for their interest and action in accepting _his bid for a tractor. Mr. Hammond addressed the Council in the matter of leasing proper ty owned by the City of Alameda on the north side of the City, in order that the City may derive some revenue from the same. He suggested that it be referred to the proper committee and that they be requested to find its worth and to determine what income may be derived from the leasing of the same. Upon his motion, seconded by Mr. Probst and duly carried, it was referred to the Public Utilities Committee and to the Joint Committee on Waterfront and tidelands. Specifications and Plan for the placing of a bulkhead on the southerly side of Bay Island Avenue were presented to the Council by , March 17th, 1914. second by Mr. Morris and carried h the following vote: Ayes:Councilmen Bartlett, Bullock, Hammond, MacRae, Morgenstern, Morris, Probst Roth and Stewart (9) . Noes:None. Absent:None. V/The report of the Clerk on the Recall petitions was ordered filed. V The Clerk called the attention of the Council to the fact that the terms of office of J. A. Riley; as member of the Board of Health and, of E. W. Maslin., as member of the Board of Library Trustees expired on April 22nd 1914. 17. The contracts of the Times Star Company for the printing and for the advertising of the City were ordered filed. The certificates of registration for the Metz Roadster, owned 13-, the Hoalth Deeartment, for the Buick Truck and the Regal Touring owned by the Stre,t Department, were ordered filed. v A Bill ofr cl.Ordinance having to do with the display of license tags carne up for passaPe. Absent:None. vMr. Stewart thereupon moved that the Ordinance be adopted, seconded b' Mr. Probst and carried by the following vote:- Ayes:Councilmen Bartlett, Bullock, Hammond, MacRae, Morrrenstern, Morris Probst, Roth and Stewart (9). Noes:None. Absent:None. V -A Bill for an Ordinance relative to the possession of lotiery tickets or lottery implements, introduced by Mr. Stewart came up for passage. Mr. Probst moved that it lay over until the next meeting of the Committee of the Whole, seconded by Mr. Roth and carried by the following vote:- Ayes:Councilmen Bartlett Bullock, Hammond, MacRae, Morgenstern, Morris, Probst, Roth and Stewart, (9). Foes:None. Absent:None. V Mr. Morgenstern reported that the request of the electric Light Department for transfer of 03618.00 from Local Improvement Fund No. 786 to Municipal Improvement Fund No. 10, was referred to the City Attorney, March 17th, 1914. r. Bullock presented the matter of aulending the Traffic Ordi- nance so that automobiles upon approaching an electric car from which passengers were alighting would be compelled to stop until such nassengers had alighted from the car. Upon motion of Mr. Probst, seconded by Mr. Bartlett and duly carried, it was referred to the City Attorney to draw up the proper ordinance. Upon motion of Mr. Hammond, seconded by Mr. Probst and duly carried, the Clerk was instructed to notify the Police and Fire Com- mission that in the future all contracts will be let by the Council, inasmuch as the Commission has not the power to let contracts. v Upon motion o Mr. Stewa t seconded by Mr. Probst and duly carried, the Clerk was instructed to communicate with the Superintend- ent of Schools as to the number of children using the two and one-half cent fareon the Oakland.Traction Company's lines. Mr. Stewart brought before the Council complaints made by persons living inthe vicinity of High Street that garbage wagons were coming from Oakland across said bridge and using Bay Farm Island as a dumping ground. Upon motion of Mr. Probst, seconded hy Mr. Bartlett and duly carried the matter was referred to the Health. Committee, for investiP.ation. -/ Mr. Probst brought before the Council the matter of installing pumping plants in Jackson and Viashington Parke and sugE7ested that the Clerk be instructed to advertise for bids contractors to use what material they could from pumping plants already installed. In the case of Washington Park the bid not to exceed 050.00, and in the case of Jackson Park the bid not to exceed 000.00. City Attorney Poorman suggested that some form of.specification be drawn up by which bids could be asked for. City Engineer Sutton then drew up a draft of specifications for the Washington Park pump. Mr. Probst moved that these be adopted and the Clerk be directed to advertise for bids seconded by Mr. Bullock and carried by the following vote: Ayes:Councilmen Bartlett, Bullock, Hammond, MacRae, Morgenstern, Morris, Probst, Roth and Stewart (9). Absent:None. y Mr. Probst moved that the soecifications be adopted for the Jackson Park pumping plant and the Clerk be directed to advertise for bids seconded by Mr. Bullock and carried by the following vote:- Ayes:Councilmen Bartlett, Bullock, Hammond, MacRae, Morgenstern, Morris, Probst, Roth and Stewart, (9). Noes:Bone. Absent:Bone. Mr. irobt brought before the Council the matter of transfer privileges on the Southern Pacific lines west of Mastick Station and suggested t'rlat a cur be run over Lincoln and L]cninal Avenues into Oakland every half hour. He thereupon moved that the matter be taken up by the Public Utilities Committee with the Railroad Company, seconded by Mr. Stewart and carried. Mr. Probst also spoke on the proposed. 200,000 bond issue for March 17th, 1914.
