The Council convened with Mayor Frank Otis presiding.
The roll was called and Councilmen Bartlett Bullock, MacRae,
Morgenstern, Morris, Roth and Stewart, (7) were noted present. Quorum
present. Councilmen Hammond and Probst arrived later and were roted
present.
The minutes of the last regular meeting were read 'and approved.
The minutes of the 32ecial meeting of March .6th were read and
approved.
Mr. Bartlett introduced the following Resolution and moved
its adoption:
RESOLVE-1j, by the 0oinei l of the city of Alameda that there be
transferred from the _Electric Licht Fund to the Interest and Re-
demption Fund, to pay interest Nine hundred and eighty-four and
27/100 (984.27) Dollars, and redemption One thousand two hundred
and fifty and 00,100 (1250.00) Dollars, e April 1st on the Electric
Light Bond issue authorized in 1908.

Mr. Bullock introduced the following Resolution and moved its
adoption;
V' R.ESOLVED by the Council of the city of Alameda that there be
transferred from the Electric Tight Fund to the General Fund the sum
of Seven Thousand, five hundrel; and ninety-five and 18/100 (7,595.18)
Dollars, same being an amount equal to the city lighting bill for the
three months ending December 31st 1913.
The Auditor is hereby authorized to make the said transfer upon
his books.
Wr. Roth seconded the motion to adopt the Resolution and it was
passed and adopted by the following vote: Ayes:Councilmen Bartlett,
Bullock, Hammond MacRae, Morgenstern, Morris Probst, Roth and Stewart,

to run Overhead wires and erect any poles that may be necessary to make

ed the month in the City Treasurer's office on April 4th, and that they

to have someone j: the City Hall appointed a registration deputy by the
County Clerk. Upon motion of Mr. Stewart, seconded by Mr. Morgenstern
and duly carried the Clerk was instructed. to write the County Clerk
asking that he appoint the City Clerk a registration deputy. Ordered filed.
1./ From the Board of Health stating that the.complaint about the
dredging of the Canal had been referred to the Council. Upon motion of
Mr. Probst seconded. by Mr. Hammond and duly carried, the matter was re-
ferred to the Street Superittendeht and City d7ngineer to make immediate
investigation ana to report back to the Council.
/ From the Board of Health stating that the communication from the
Alameda Improvoment Club relative to the hauling of manure through the
streets of Alameda was referred, to the Council. Unon motion of Mr.
Probst, seconded 1): Mr. Morgenstern and duly carried, it was referred
to the Health Committee.
1/ From Mayor Frank Otis in which he presented a tentative form of
Ordinance for an Advisory City Planning Commission. Upon motion of
Mr. Hammond, seconded by Mr. Morgenstern and duly carried it was re
ferred'to the Public Utilities Committee.
V An Affidavit was presented showing due publication of notice to
Contractors, for the construction of a club house at Lincoln Park.
Ordered filed. The Clerk reported that in response to said Notice
he was in receipt of four bids. Upon motion of Mr. Morgenstern,
seconded by Mr. Bullock and duly carried, the Clerk was instructed

Trustees of the same and to get return premiums on other policies
covering the Library.
The petition from residents living in the vicinity of the old
Horton house 1240 High Street, petitioning the Council to condemn
the same as unfit for further use. Referred to the Board of Health.

the streets. Upon motion of Mr. Stewart, seconded in' Mr. Morgenstern
and duly carried, it was referred to the Committee of the Whole.
From J. H. Bruns and others requesting that they be given a
Quit Claim Deed to an alley in Block 39. On motion of Mr. Probst,
seconded by Mr. MacRae and duly carried it was referred to the City
Attorney to draw up the proper papers.
/ From the Golden Gate Gun Club requesting permission to change
their shooting grounds. On motion of Mr. Hammond, seconded by Mr.
Morris and duly carried, it was referred to the Mayor with power to
act.

/The requests of A. J. Merle to make alterations at 1523 Park
Street to the amount of 35.00: of the Trustees of the I. 0. 0. F.
Lodge No. 164 to make alterations in their building at the corner
of Park Street and Santa Clara Avenue to the amount of about '1;400.00
and of 1. Osen to make alterations at 2418 Lincoln Avenue to the
amount of 01100.00 were referred upon motion of Mr. Roth, seconded
by Mr. Stewart and duly carried, to the Chief of the Fire Department

The petition from Baldwin Vale and others residing in the
vicinity of Lincoln Park and requesting the abatement of the dis-
turbance caused by base ball playing in the Park was referred, unon

as amended," relating to driving near standing street cars, as
introduced by Mr. Bullock and laid over under the provisions of the

the concessions in Lincoln Park expired at the end of the present

V' Mr. Probst stated that there was need of a sidewalk at McKinley
Park on Walnut Street, between Buena Vista Avenue and Clement Avenue.
He moved that the Clerk be instructed to advertise for bids for the
same, seconded by Mr. Bullock and carried by the following vote:-

V Mr. Probst mentioned also that the matter of hauling garbage
on High Street had been investigated and upon his motion, seconded
by Mr. Bartlett and duly carried the matter was dropped.
I/Mr. Stewart brought up the matter of the license on Undertakers.
He moved that the City Attorney draw up an Ordinance to abolish the
license on undertakers, seconded by Mr. Morris and carried by the
following vote:- Ayes:Councilmen Bartlett, Bullock, Hammond, MacRae,
Morgenstern, Morris, Probst, Roth and Stewart, (9). Noes:None..
Absent:None.
t/Mr. Morgenstern broupht up the matter of transportation for west
end residents. He moved that the Public Utilities Committee look
Apri 7 th, 1914.
Stewart and duly carried.
Probst brought up the matter of fire protection in the
factory district at the northerly end of Webster Street. He moved that
it be referred to the Street Superintendent and City Engineer to
report back to the Council at its next meeting, seconded by Mr. 3art].ett
and carried.
Mr. Herman Dreist made a few remarks on the matter of the im-
provement of streets. No action however was taken by the Council.
There being noHfurther business to transact the Council adjourn
ed until the next regular meeting Tuesday, April 21, 1914 at
7:30 p.
