The Linutes of the special meeting of April 30th were read and approved.
lir. Morgenstern introduced the following Resolution and moved its
adoption:
RESOLVED, by the council of the City of Alameda, that
there be transferred, as requested by the Board of Electricity,
from the Electric Light Fund to the Interest and Redemption
Fund the sum of Three thousand, six hundred, and fifty six
and 25/100 (3,656.25) Dollars to pay the Interest due May
let, 1914, on Electric Light Bonds authorized in Apri1,1912.
The Auditor and the Treasurer are hereby authorized
to make the said transfer -upon their respective books.
r. Bullock'seconded the motion to adopt the Resolution and it was
passed and adopted by the following vote:- Ayes:Councilmen Bartlett,
Bullock, Hammond, MacRae, Morgenstern, 2robs- and Roth, (7). roes:None.

Mr. Jorgenstern introduced the following Resolution and moved its
adoption:
RESOLVED, by the council of the City of Alameda,
that there be transferred from the Electric Light Fund
to the General Fund the sum of Seven thousand, three
hundred and fifty and 48/100 (7,350.48) Dollars, same
being an amount equal to the City lighting bill for the
three months ending larch 31st, 1914.
The Auditor and the Treasurer are hereby authorized
to make the same transfer upon their respective books.
Mr. Bullock seconded the motion to adopt the Resolution and it was

low Park. Ordered filed. In response thereto the Clerk stated
that he was in receipt of one bid. On motion of Mr. Probst, seconded
by Ljr. Hammond and duly carried, the Clerk was instructed to open the
bid. Thereupon the Clerk opened and read the bid as follows:-
From Powell Bros. Construction Company offering to do the work at
the rate of nine (0) cents per square foot of sidewalk and thirty-five
35) cents per linear foot of curved curbing. ne bid was accompanied
by a certified check in the sum of 27.00.

The report of the Public Utilities Committee on the matter of
the franchise of the Pacific Telejthone and. Telegra, h Company was, upon
motion of Mr. Hammond, seconded by lr. Morgenstern and duly carried,
laid on the table.
Bullock thereupon moved that it be the sense of the Council
that a franchise of teenty years be offered the Pacific Telephone and
Teleraoh Company upon the co,dition that the city receive two i)er
cent of their gross earnings and forty free telephones, seconded by
!:r. Probst and carried by the following vote:- ',yes:Councilmen
Bartlett, Bullock, Hammond, MacRae, Lorgenstern, Probst and.

to use the Council Chambers on the evening of May 11th, to hold a
public meeting for the purpose of discussing the proposed Metropolitan

of California Municipalities inviting the city officials to attend
the meeting at San Jose. Upon motion of Ur. Probst, seconded by Mr.
Roth and duly carried the invitation was accepted.
From Mrs. H. J. Platts stating the offer that had been made
by Louis Saroni and H. C. Hillen to install a pleasure pier at the
end of the Liberty, Garfield Tracte Referred to the Street Committee,
City Engineer and City Attorney.

requesting some action taken on the part of the Council to place them on

From the Harbor Advisory Board. Mr. Hammond moved that the
report be adopted and that the Clerk and the City Attorney communicate
with the present occupants of the citys tide lands advising them
of the facts stated in the said report, seconded by Er, Probst and
carried.
From the City Engineer stating that a map showing new water
maths and hydrants had been prepared. Ordered filed.
From the Chief of Police recommending that the gratuitoue
license granted B. Zunino to peddle fruits and veR:etables be revoked.
Hammond moved that the same be taken from Br. Zunino, seconded by
Bartlett and duly carried.
From A. V. Pattiani and others requestinp; permission to use
the City Hall for a mass meeting concerning the water district election.
Morgenstern moved that the privilege be granted on condition that
the meeting be held, on an evening other than the regular Council meeting

2rom the flayor stating his reasons for vetoing the Ordinance
by the Council having to do with the dirivng near standing
street cars. In accordance with Article II, Charter I, Section
13, the objections given by „layor Otis are entered at large in the
journal of the Council as follows:

Gentlemen:
I herewith return to you the bill
or 00ina-cie of Lpril 21, 1914 (received
by me Aril 22, 1914) amending Section 203
of the YLunicipal Code of the City of Alameda
and relating to driving near or passing a
standing Street car.
I disapprove and veto the said
bill or ordinance and specify as my reason
for so doing, that the City of Alameda has
several streets along which street cars
run and Which are too narrow to permit a
compliance with that portion of the ordi-
nance allowing a vehicle to pass a street
car on the opposite side thereof and yet
stating that such vehicle must not be
driven within ten feet of the running
board. or rear step of such street car.
Streets like High Street, an Jose Avenue,
I;lorton Street and an Antonio Avenue have
a roadway of only thirty-six feet from
curb to curb and there would not be
sufficient room for an automobile to pass
a street car bound in the opoosite direc-
tion and at the same time allow ten feet
of space between the automobile and such
street car.
If it can be successfully con-
tended that in Passine- in an opposite di-
rection the lower step of the street car
is always on the opposite side of the auto-
mobile, then, the interval of ten feet
measured from such stop would allow the
automobile to pass within one or two feet
of the street car, a distance manifestly
so close as to endanger the safety of
passengers passing around the rear end
of the street car.
in hearty sympathy with
the purpose of the ordinance which is to
protect passeeeers embarking on or alight-
ing from street cars from being injured by
passing vehicles. I sugi'est that you cure
the almare/)t defect in the ordinance.

Mr. Bartlett spoke for the Harbor Advisory Board stating that
the United Stat
-gineers recommended that a three hundred foot
channel woul-; be sufficient, but that the Board feels that a channel
of six hundred feet aed of thirty feet de nth would bettwon meet the
needs of future conditions in the estuary. He submitted two letters which
were to be sent to Congres3man Joseph P. Xnowland and Col. Thomas H. Rees
in which the Board stated the facts as desired. The same were read
by the Clerk,who was instructed to forward them.
7:cr. Bartlett also brought up the mqtter of some provision being
made for a belt line which would be accessible to the property on the
north side of Alo-neda and suggested that a road, run up Clement,
Atlantic or :agle Avenues. Tho matter was referred to the Street
Committee and the City Engineer to prepare a plan for the same.
Er. Roth renori; on the )roposed alterations in the C1erks
office stating that the same would cost not to exceed .50.00.
Mr. Hammond r.loved that the matter be left with the ?ublic Buildings
and Grounds Committee with power to act, cost of said alterations

A recess of five minutes was then taken by the Council to allow the
City Attorney a few moments to finish the , raft of the Resolution de-
claring the flowing of mud into the water on the south side of Alameda
a nuisance.
In due time the Council reconvened and the following were noted

Mr. -iorpsenstern introduced the following Resolution and moved

RESOLVED: That an and all pumping and
discharge by means of dredgers upon land within
the limits of the City of Alameda, of silt, mud,
sand, clay or other dredged materials in such
manner as to permit any such dredged materials
to flow or settle ullon any tide lands within said
limits, be, and the same hereby is declared to
be a nuisance; and be it further
RESOLVED, that the Chief of Police be, and
he hereby is directed immediately to -abate all
such nuisances.

was adopted and passed by the following vote:- .Lyes:Councilmen

Br. Probst called the atehtion of the Council to the fact
that some suitable provision for the care of the relief ;Lap of, the
City of Alameda should be made. He moved that the matter be left
to the Public Buildings and Grounds Committee to find a suitable
location and to have proper precautions taken to protect the map,
seconded by 1:,r. Morgenstern and duly carried.
The Clerk called attention to the fact that the matter of
the ap-pointment of B. C. Brown,
