1914-10-14 Regular CC Minutes1 ADJOURNED REGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA, WEDNESDAY EVENING, OCTOBER 14, 1914. The meeting convened with Council-president Morgenstern presiding in the absence of Mayor Otis. The roll was called and Councilmen Bartlett, Bullock, Hammond, Morgenstern, Morris, Probst and. Roth, (7) were noted present. Council- men MacRae and. Stewart, (2) were noted absent. A communication was received from Councilman MacRae, in which he stated that while he approved the framing of a new Charter, the opportunity was not ripe at the present time and advised waiting until after the meet- ing of the Social Economy Conferences at the Exposition in 1915. Ordered filed, 2 A petition was received signed by sixty-two citizens requesting the withholding of the Freeholders' Election until the Social Economy Con- ferences had been held in San Francisco in 1915. 3 A Bill for Ordinance No. , New Series, calling and providing for a special election in and for the City of Alameda, County of Alameda, State of California, to be held in said City on Saturday, the 21st day of November, 1914, for the purpose of electing a Board of Fifteen Free- holders, whose duties it shall be to prepare and propose a new charter for said City of Alameda, pursuant to the provisions of, and in the manner provided by the Constitution of the State of California; establishing the election precincts and designating the polling places thereon for such election, and the names of election officers for each such precinct, and appointing such election officers, and proclaiming such election and Providing for giving notice thereof, which was introduced at the regular meeting of the Council, October 6th, 1914, came up for passage. The Clerk stated that a few minor amendments would have to be made. Mr. Hammond moved that the Bill be amended as required, seconded by Mr. Bartlett and carried by the following vote:- Ayes:Couhcilmen Bartlett, Bullock, Hammond, Morgenstern and Probst, (5). Noes:None. Not Voting: Councilmen Morris and Roth, (2). Absent:Councilmen MacRae and Stewart, (2). The Clerk then read the necessary changes after which Mr. Hammond moved that the Bill as amended be adopted, seconded by Mr. Bartlett and lost by the following vote:- Ayes:Councilmen Bartlett, Bullock, Hammond, Morgenstern and Probst, (5). Noes:Councilman Roth, (1). Not Voting:Councilman Morris, (1). Absent:Councilmen MacRae and Stewart, (2). 4 The City Attorney stated that the Constitutional provision under which Freeholders are elected provides that the Ordinance calling for a Freeholders election be passed by a two-thirds majority of all the members of the legis- lative body. In accordance with this, Council-president Morgenstern stated that the bill failed of passage. There bein no further business to transact the Council adjourned to
