the Orclinance granting them the franchise and in which they agreed
to enter into negotiations with. the Zlectric :Light Plant for the
erection of a joint pole line and whatever joint poles are used,

RE60LUTION.
W-H27=6 privae interests located along the
northern side of the city of -lameda have been
recently attemptinc!: to obtain the indorsement
of various commercial bodies in favor of a
proposed change of the present harbor lines
along the nlameda side of the estuary, which
separates the cities of Alameda and Oakland;
and
=REY1.3 the City of 2,.lameda by its 1:ayor,
who :acted with the knowledge and consent
of its Council and Harbor 1,dvisory Board,
has heretofore filed with the San Francisco
Harbor 'Line Board (of the United States
Government) its protest against said change,
stating the reasons why the change should not
be made; and
'filrE7:EYI5 the City of Llameda, moder the legis-
lative act granting to it the state tide
lands within its boundaries, has initiated
proceedings for a 200,000 bond election to
be held on L.pri1 14, 1915, for the purpose of
making harbor improvements chiefly on its own
property fronting 1050 feet along said estuary,
which -roperty would be injuriously affected
by said change in that its site would be too
much reduced to justify the construction of
said improvements or the expenditure of said
amount, - thus rendering useless the holding
of saia election; and

then the City of 24ameda respectfully asks
that it be awarded full and adequate compen-
sation by the United States Goverment for
all loss which it sh11 have sustained by
reason of said cho,14e of lines, such compen-
sation to cover not only the loss through
rendering valueless to it the tide lands in
front of its own mrrsh lands, but, also, the
loss through rendering valueless to it its
pro.oerty in front of the .!?arcels of pro-9erty
of ?rivate owners. That this city resi2ectfully
but firmly represents to the United. States
Govrnment that it is advised that no such
change in harbor lines, as is now proposed,
should be made or can be made lawfully, unless
at the same time compensation is :crovided by
the United 6tates Govelmient either by condemntion Teo-
ceedings or by agreement.
3. That in view of the reat )11blic importance
of this matter which mj4ht :)ractically involve
the control of the vmterfrrnt of the City of

Company be asked to have their electric train which makes connection

Stewart moved that if possible the City .1ttorney be instructed
to -orepare the reoholders election to take Dlaoe on the same day as the

ever, the motion was withdrawn.
Hr. 3artlett called attention to the proposition of repealinp:
Ordinances Ho. 4 and ro. 5, Zew 'Series. He moved that they be Placed
on the ballot for repeal, seconded by nammond and carried.

City Attorney draft the same, the amount of money to be raised to be

City .1]ngineer Sutton aadressed the Council and spoke on the matter
of plans and s)ecifications for the proposed city garage and stated that
he felt that he could not comply with the Council's request that he draw
up the necessary plans and specifications. Councilman Roth stated thet
