ADJOURNED REGULAR MELTING OF THE COUNCIL OF THE CITY OF ALAMEDA
TUESDAY EVENING, MARCH 23ID, 1915.
The meeting convened with Mayor Frank Otis residing.
The roll was called and Coundllrnen Bartlett, Bullock, Hammond,
MacRae, I:orgenstern, Eorris, Pro1ist, Roth and Stewart, (9). Quorum
present, Absent:None.
Claims against the Recreation Fund arnouting to V75.00 having
been approved and audited by the proper officials were read by the
Clerk as follows:

A BILL
For Ordinance No. New Series.
Calling and Providing for a Special Election to be
Held in the City of Alameda, County of Alameda,
State of California, for the purpose of Submitting
to the Qualified Voters of said City Two Certain
Propositions for Incurring a Bonded Indebtedness
Amounting in the Aggregate to Five Hundred Thousand
Dollars for Certain Permanent Municipal Improvements
in said City, to wit:- First, A Bonded Indebtedness
in the Sum of Two Hundred Thousand Dollars for the
Acquisition, Construction and Completion of Wharves,
Docks, ')iers, Slips and 0,uays Required for the Ac-
commodation of Commerce, Together with Their Appur-
tenant Buildings, Equipment and Appliances, and In-
cluding Approaches to said Wharves, Docks, Piers,
Slips and cuays, and Necessary Bulkheading, Dredg-
ing and Filling; and, Second, A Bonded Indebtedness
in the Sum of_Three Hundred. Thousand Dollars for the
Construction and Completion of Certain New School
Buildings, Together with the Furnishing and Equip-
ping Thereof, the Construction and Completion of
Additions, Improvements and Alterations of and To
Existing School-Buildings, together with the Furnish-
ing and Equipping thereof; the Acquisition of lots of
Land Adjacent to and Near Certain Existing School-
lots tobe Used for the 2urposes of School-yards and
School-house Sites and. Additions to Existing School-
yards and School-house Sites; Declaring the Estimated
cost of said Proposed Public Improvements, and the
Amount of the Principal of the Indebtedness to be
Incurred Therefor, and the Rate of Interest to be
Paid Thereon; Declaring and Determining that the
Cost of said Proposed Public Improvements and of
each of them will be and is too Great to be Paid out of
the Ordinary Annual Income and Revenue of said. Muni
cipality, and will in Addition to the other ExPendi-
tures of said. City of Alameda, exceed the Income and
Revenue provided for in any one year;and Fixing
Wednesday, the 14th Day of April, A. D. 1915, as the
Date upon Which said Election Shall be Held, the Manner

came up for passage and was read by the Clerk. Mr. Probst moved
that the Ordinance be adopted, seconded by Er. Hammond and carried
by the following vote:- Ayes:Councilmen Bartlett, Bullock, Hammond,
MacRae, Morgenstern, Morris, Probst, Roth and Stewart, (9). Noes:
None. Absent:None.
The following communications were received:
2 From residents in the vicinity of Powell Boulevard in the
form of a petition requesting the Council to repair and clean the
Boulevard and provide cement steps leading to the water. Referred
to the Street Committee.
3 v/ From Taylor and Company, urging the Council to construct
the Industrial Highway along the north side of Alameda. Referred
to the Public Utilities Committee and to the City Planning
Commission.
4 From the City Clerk submitting his Certificate of the
list of candidates who had filed nomination petitions. Ordered
filed.
Hr. Probst introduced a Bill entitled
A BILL
FOR ORDINANCE NO. NEW SERIES.
To Amend Section 541, Chanter VIII, of Ordinance
No. 1, New Series, Known as the Municipal Code of
the City of Alameda, Approved, January 14, 1913
by Re-enacting said Section as Amended,
which was laid over under a provision of the Charter. After
some discussion, Mr. Bartlett moved, seconded by Er. Hammond and
carried that the City Attorney prepare an amendment to the Ordinance
as submitted, elminiating the tax on automobiles used for carrying
passengers.
6 '/ Mr. Probst called attention that the Recreation Commission
desired to construct fences atlicKinleypark and at Washington Park
and moved that the Commission be allowed to expend the sum of $450.00
at each park for the construction of said fences, seconded by Mr.
Morgenstern and carried by the following vote:- Ayes:Councilmen
Bartlett, Bullock, Hammond, MacRae, Morgenstern, Morris, Probst,
Roth and Stewart, (9). Noes:None. Absent:None.
Mr. Hammond called attention to the fact that the Council
when adopting the new schedule of rates for the Municipal Electric
Light Plant did not specify the day on which the same should go
into effect. He thereupon moved that the new schedule go into
effect on the 1st day of April, 1915, seconded by Mr. Morgenstern
and carried by the following vote:- Ayes:Councilmen Bartlett,
Bullock, Hammond, MacRae, Morgenstern, Morris, Probst, Roth and
Stewart, (9). Noes:None. Absent:None.
V Mr. Hammond stated that the Recreation Commission desired
March 23rd, 1915.
Park and moved, seconded by Mr. Morgenstern and carried, that he be
requested to render such assistance as desired by the Commission.
Mr. Morgenstern moved that when the Council adjourne that it
adjourn to meet in adjourned regular meeting, Tuesday evening,
March 30th, 1915, at 8 o'clock P. M., seconded by Mr. Bartlett and
carried by the following vote:- Ayes:Councilmen Bartlett, Bullock,
Hammond, MacRae, Morgenstern, Morris, Probst, Roth and Stewart, 9),
Noes:None. Absent:None.
There being no further business to transact the Council ad-
journed to meet in adjourned regular meeting on Tuesday evening,
March 30th, 1915, at 8 o'clock P. M.
