1915-06-01 Regular CC Minutes4176 REGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA TUESDAY EVENING, JUNE 1ST, 1915. The meeting convened with Mayor F. H. Bartlett presiding. The roll was called and Councilmen Heuer, Roth, Stewart, Walker, Wilkens and President Bullock, (6) were noted present. Councilmen Hammond and Morris arrived later and were noted present. Absent:Cauncilman Probst. The Minutes of the previous meeting were approved as read. President Bullock introduced the following Resolution and moved its adoption: RESOLUTION TRANSFERRING 0100.00 FROM THE GENERAL FUND TO LOCAL IMPROVEMENT FUND No. 20,N. S. RESOLVED, by the Council of the City of Alameda that there be transferred from the General Fund to Local Improvement Fund No. 20, New Series, the sum of One Hundred and 00/100 (100.00) Dollars, as a loan, for accruing demandscaused by the opening and widening of Encinal Avenue, The Auditor and the Treasurer are hereby authorized to make said transfer upon their respective books. Mr. Walker seconded the motion to adopt the resolution and it was adopted and passed by the following vote:- Ayes:Councilmen Heuer Roth, Stewart, Walker, Wilkens and President Bullock, (6). Noes:None. Absent: Councilmen Hammond, Morris and Probst, (3). President Bullock introduced the following Resolution and moved its adoption: RESOLUTION TRANSFERRING 4200O.00 FROM THE GENERAL FUND TO THE RECREATION FUND. RESOLVED, That there be transferred from the General Fund to the Recreation Fund the sum of Two Thousand and 00/100 (2000.00) Dollars, to pay accrued demands. The Auditor and the Treasurer are hereby authorized to make the said transfer upon their respective books. Jr. Walker seconded the motion to adopt the Resolution and it was adopted and passed by the following vote:- Ayes:Councilmen'Heuer, Roth, Stewart, Walker, Wilkens and President Bullock, (6). Noes:None. Absent: Councilmen HaMmond, Morris and Probst, (3). The following communications were received: 5. / From Harry Heeder, requesting a gratuitous license to do electrical, plumbing and carpenter work. The same having been recommended by John Conrad Chief of 9olice, was upon motion of Mr. Walker, seconded by Mr. Stewart, granted, by the following vote:- Ayes:Councilmen Hammond, Heuer, Morris, Roth, Stewart, Walker, Wilkens and President Bullock (8). Noes:None. Absent:Councilman Probst, (1). From Louis Kanter, reeuesting a gratuitous license to peddle junk. The sane lacked the recanmendation of the Chief of Police and was denied upon the motion of Mr. Walker, seconded by Mr. Hammond and carried. 7. From the City Planning Commission asking that the sum of $100.00 be set aside as a fund for expenses. Referred to the Finance Committee. 1/7 From Hutchinson Company asking permission to curb, grade and ma cadamize Brigs Avenue, between the westerly line of Fernside Boulevard and the existing macadam. The communication was accompanied by a copy of the contract entered into be the Hutchinson Company with Hattie M. Kearney and the Southern Pacific Company. Mr. Hammond moved that the request be granted, seconded by Mr. Bullock and carried by the following vote:- Ayes:Councilmen Hammond, Heuer Morris, Roth, Stewart, Walker, Wilkens and President 4 June 1st attention to the overgrowth of weeds on streets west of Webster Street. Mr. Hammond, Chairman of the Street Committee, stated that the matter had been taken in hand and moved that the Clerk notify the Club of that fact, seconded by Mr. Wilkens and carried. Mr. Roth asked to be excused and left the Council Chambers. Further communications: 10. From the Home Laundry asking permission to install a tank for the storage of crude oil, over three hundred gallons capacity. Referred to the Police, Fire and Water Committee and to the Chief of the Fire Department. 11. From Henry A. Dilling, Jr., making application for a position as automobile machinist. Ordered filed. 12. From Mrs. J. Wagner, filing a protest against the assessment district created for the purpose of widening Santa Clara Avenue at Webster Street. Mr. Hammond, Chairman of the Street Committee, there- upon introduced the following Resolution and moved its adoption: ORDER FIKING TIME FOR HEARING OBJECTIONS. RESOLVED, that Tuesday, the 15th day of June, A. D. 1915, at the hour of Eight o'clock P. M. in the Council Chamber of the Council of the City of Alameda in the City Hall of said City, at the northwest corner of Santa Clara Avenue and Oak Street be, and the same are, hereby fixed as the time and place for hearing the objections to the work or improvement of opening and widening Santa Clara Avenue in said City of Alameda to a uniform width of eighty feet from the Easterly line of Webster Street in said City for the distant of one hundred and forty feet measured. East- erly along said Santa Clara Avenue from said line of Webster Street, and also for hearing the objections to the extent of the district of the lands to be affected or benefited by said work or improvement and to be assessed to pay the costs and expenses thereof, under Resolution of Intention of the Council of the City of Alameda No. 21, which said objections were delivered to add filed with the Clerk of said. Council on May 24th, A. D. 1915, by Mrs. J. Wagner, and the City Clerk is hereby directed to notify the person or persons making such objections of the time and place for hearing such objections, by de- positing a notice thereof in the postoffice of said City of Alameda, postage pre-paid, addressed to such objector in the manner prescribed by law. Mr. Stewart seconded the motion to adopt the Resolution and it was adopted and passed by the following vote:- Ayes:Councilmen Hanmond, Heuer, Morris, Stewart, Walker, Wilkens and President Bullock, (7). Noes:None. Absent:Councilmen Probst and Roth, (2). The application and bonds of the nineteen liquor houses. Referred to the License Committee. 13. 4/ Er. Hammond, Chairman of the Street Cominittee, presented specifications for re-inforced concrete pipe and moved that they be adopted, seconded by Er. Wilkens and carried by the following vote:- Ayes:Councilmen Hammond, Heuer, Eorr s Stewart, Walker, Wilkens and. President Bullock, (7). Noes:None. Absent:Councilmen Probst and Roth, (2). Specifications and plan for the construction of a ten-inch vitrified iron-stone sewer connecting Eagle Avenue sewer with the proposed new concrete sewer at ArbOr and. Paru June 1st 1915. specifications be adopted, seconded by Mr. Walker and carried by the following vote:- Ayes:Councilmen Hammond, Heuer, Morris, Stewar Walker, Wilkens and President Bullock, (7). Noes:None. Absent: Councilmen Probst and Roth, (2). 14. / Mr. Hammond moved that the Clerk advertise for bids for the construction of a vitrified itron-stone sewer and re-inforced concrete sewer, seconded by Mr. Stewart and carried by the following vote:- Ayes:Councilmen Hammond, Heuer, Morris, Stewart, Walker Wilkens and President Bullock, (7). Noes:None. Absent:Councilmen Probst and Roth, (2). Mr. Hammond introduced the following Resolution and moved its adoption:- RESOLUTION ORDEREIG THE WORK. NO.-23 'NEW SERIES. RESOLVED, that whereas the Council of the City of Alameda did on the 4th day of May, 1915, pass its Resolution of Intention No. 23, New Series, to order the hereinafter described work to be done and improvenent to be made in said City, which Resolution of Intention was duly and legally published as required by law, as appears from the affidavit of Frank Brown now on file in the office of the city clerk of said city; and whereas, notices of the passage of said Resolution of In- tention No. 23, New Series, headed "Notice of Im- provement" were duly and legally posted along the line of said contemplated work and improvement and in front of all the property liable to be assessed therefor, in form and manner as required by law, immediately after the passage of said Reso- lution of Intention, as appears from the affidavit of V. M. Frodden, street superintendent of said city, who, upon the completion of the posting of said notices, forthwith filed said affidavit in the office of the city clerk, making oath that he completed the filing of said notices on the 8th day of may, 1915; and, whereas, more than fifteen days has expired since the day of the second publication of said Resolution of Inten- tion No. 23, New Series, and the completion of the posting of said "Notices of Improvement" there- fore be it RESOLVED, that the public interest and convenience require the work herein described, and the Council of the City of Alameda hereby orders the following work to be done in said city, to-wit: The construction of a salt-glazed, vitrified, iron- stone sewer, six (6) inches in inside diameter, with four-inch "Y" branches and without house con- nections, in Fillmore Street, from the existing manhole at the crossing of Fillmore Street with Mound street, in a right line to a point on said line of sewer two hundred and thirty-four and 9-100 (234.09) feet westerly from said existing manhole in Mound street, and the construction of a manhole on said line of sewer at said point. That said manhole to be constructed hereunder shall be of brick masonry, with cast iron top and cover and eight inch walls and bottom, in accordance with "Plan for Brick Manhole" adopted by the Board of Trustees of the City of Alameda, January llth, 1897, and on file in the office of the City Clerk of said city, which plan is here- by referred to and, made a part hereof. All of said work shall be done in accordance with the plans and specifications heretofore adopted for doing said work and now on file in the office of the City Clerk. 4176 June 1st The City Clerk is hereby directed to post a notice of said work, together with plans and specifications therefor, conspicusouly for five days on or near the council chamber door, inviting sealed proposals or bids for doing the work ordered. He is also directed to publish a notice inviting such proposals, and referred to the specifications posted or on file, in the Evening Times Star and Alameda Daily Argus, a daily newspaper published and circulat- ed in said city, and hereby designated for that purpose. Mr. Wilkens seconded the motion to adopt the Resolution and it was adopted and passed by the following vote:- Ayes:Councilmen Hammond, Heuer, Morris, Stewart, Walker, Wilkens and President Bullock, (7). Noes:None. Absent:Councilmen Probst and Roth, (2). 15. 1/7 Mr. Hammond introduoed the following Resolution and moved its adoption: 16. RESOLUTION CREATING THE ALMEDA. MUNICITIIL REFERENCE AND EDUCLTIONAL BUREAU. RESOLVED, that there be, and there hereby is created the Alameda Municipal Reference and Educational Bureau. The duties of the said bureau shall be to main- tain a suitable library of books and magazines pertaining to subjects of importance to the municipality and the various officers thereof. Said bureau shall be established and maintained in the office of the City Clerk of said city. The bureau shall be under the supervision and control of three directors two of whom shall be appointed by the Mayor and shall hold office for a period of three years from the date of appointment and until their successors are appointed and shall have qualified. The City Clerk shall be ex-officio the third member. He shall also serve as the secretary of the bureau. The bureau shall have power to arrange public lectures on subjects of interest to the welfare of the municipality. It shall, when called upon by the Council, investigate any problem, and make such research studies as may be deemed necessary. Mr. Heuer seconded the motion to adopt the Resolution and it was adopted and passed by the following vote:- Ayes:Councilmen Hammond, Heuer, Morris, Stewart, Walker, Wilkens and President Bullock, (7). Noes:None. Absent:Councilmen Probst and Roth, (2). Mr. Hammond introduced the following Resolution and moved its adoption: RESOLUTION ORDER THE WIDENING OF LINCOLN AVENUE AT WILLU STREET AND/. POINTING SAMUEL POORMAN, JR., F. J. CROLL AND R. E. BOSSHARD AS COMMISSIONERS. WHEREAS, the Council of the City of Alameda did on the 27th day of April, A. D. 1915, pass its Resolution of Intention No. 22 declaring its in- tention to order the following work to be done and improvement made, to wit:- The Lincoln Avenue in said City of Alameda be opened and widened to a uniform width of eighty NO feet from the Westerly line of Willow Street in said City for the distance of one hundred (100) neasured feet Westerly along said Lincoln Avenue from said line of Willow Street; and de- scribing in said resolution the lands and premises necessary to be taken therefor, and specifying in said resolution the lands to be affected or benefit- ed by said work and improvement and to be assessed to pay the danagres_ nosts aryl exnenses thereof! Ami 57 June lst4 1915. ten days in the manner and as required by law; and WHEREAS, no objections have been filed against said proposed work and improvement, and more than ten days have elapsed after the expiration of the time of the publication of said notice of the passage of said resolution, and the Council of the City of Alameda has acquired jurisdiction to order said work as proposed in said resolution to be done; Now, therefore, it is hereby ordered that said work and improvement be done as aforesaid and as speci- fically described in said Resolution of Intention No. 22. Samuel Poorman, Jr., F. J. Croll, R. E. Bosshard are hereby appointed commisioners to assess benefits and damages and to have general super- vision of said proposed work and improvements until the completion thereof in compliance with law. Mr. Morris seconded the motion to adopt the Resolution and it was adopted and passed by the following vote:- Ayes:Councilmen Hammond Heuer, Morris, Stewart, Walker, Wilkens and President Bullock, (7). Noes:None. Absent:Councilmen Probst and Roth, (2). Mr. Hammond introduced the following Resolution and moved its adoption: RESOLUTION ORDERING PLANS AND SPECIFICATIONS. RESOLVED, that the City Engineer of the City of Alameda be, and he is hereby ordered to prepare plans and specifications for the following work to be done and improvement to be made, in said City, to wit: The construction of a salt-glazed, vitrified, iron-stone sewer, six (6) inches in inside dia- meter, with four-inch wr branches and without house connections, in the Northerly side of Central Avenue, in a right line from the existing manhole at the crossing of Webster Street with Central Avenue to the existing manhole in the crossing of Page Street with Central Avenue. The construction of one (1) new manhole on the said line of sewer at a point thereon distant Two Hundred and sixty-one (261) feet Easterly from the said existing manhole at the crossing of Webster Street with Central Avenue. Mr. Morris seconded the motion to adopt the Resolution and it was adopted and passed by the following vote:- Ayes:Councilmen Hammond, Heuer, Morris, Stewart, Walker, Wilkens and President Bullock, (7). The City Engineer thereupon presented olans and specifications, whereupon Mr. Hammond introduced the following Resolution and moved its adoption: RESOLUTION ADOPTING PLANS AND SPECIFIOLTIONS. RESOLVED, that the plans and specifications for the following work to be done and improvement to be made in said City, to wit: The construction of a salt-glazed, vitrified, iron-stone sewer, six (6) inches in inside diameter, with foux-inch wr branches and with- out house connections, in the Northerly side of CentJ'al Avenue, in a right line from the existing manhole t.t the crossing of Webster Street with Central Avenue to the existing manhole in the crossing of Page Street with Central Avenue. RESOLVED, that it is the intention of the Council of the City of Alamda, to order the following work to be done and improve- ment to be made in said City, to-wit: That a salt-glazed, vitrified, iron-stone sewer, six (6) inches in inside diameter with four-inch "Y"-branches and without house connections, be constructed in the Northerly side of Central Avenue, in a right line from the existing manhole in the cross- ing of Webster Street with Central Avenue to the existing manhole in the crossing of Page Street with Central Avenue. That one (1) new manhole be constructed on the line of said sewer at a point thereon distant Two Hundred. and sixty-one (261) feet Easterly from the said existing manhole at the cross ing of Web ster Street with Central Avenue. That said manhole to be constructed hereunder shall be of brick maeoiry with cast iron top and cover and eight inch wall and bottom, in accordance with "Plan for Brick Manhole" adopted. by the Board of Tvustees of the City of Alameda, January llth, 1897, and on file in the office of the City Clerk of said city, which plan is hereby referred to and made a Dart hereof.
