1916-01-04 Regular CC MinutesREGULAR MEETING OF THE COUYCIL OF THE CITY OF ALAMEDA, TUESDAY EVENING, JANUARY 4TH, 1916. The meeting convened with Mayor F. H. Bartlett presiding. The roll was called and Councilmen Morris, Probst, Stewart, Walke Mkens and President Bullock, (6), were noted present. Councilmen Hammond, Heuer and Roth, 7), arrived later and were noted present. The read. The Minutes of the regular meeting of December 21st 1915 were approved Minutes of the adjourned regular meeting of December 28th, 1915 were approved as read. President Bullock introduced the following Resolution and moved its adoption: RESOLUTION TRANSFERRING 150.op FROM THE GENERAL. FUND TO LOCAL ILIPROV.IIIEI'TT FUND No. 20, N.S. RESOLVED, by the Council of the City of Alameda that there be transferred from the General Fund to Local Improvement Fund No. 20,. New Series, the sum of One hundred and fifty and 00/100 (150.00) Dollars, as a loan, for accuring de- mands caused by the opening and widening of Encin 1 Avenue. The Auditor and the Treasurer are hereby authorized to make said transfer upon their respective books. Mr. Probst seconded the motion to adopt the Resolution and it was adopted and passed by the .Lollowing vote:- Ayes:Councilmen Hamtond, Morr Probst, Stewart, Walker, 'Silkens and President Bullock (7). Noes:Zone. Absent:Council men Heuer and Roth, (2). Claims against the General Fund amounting to 08 .62; against the Street Fund amounting to 4407.51; against the Electric Li7ht Fund amounting to '3268.90; against the Recreation Fund amounting to 0876.84; against Improvament Fund No. 6, Bay Farm Road, amounting to ;382.32; against the Health Fund amounting to :425.75 and against Municipal Improvement Fund .Eo. 11, School, amounting to 26.95 having been approved and audited by the proPerOfficials were read by the Clerk. Mr. Hammond moved that the claims as read be paid, seconded by Mr. Stewart and carried by the following vote:- Ayes:Councilmen Hammond, Morris, Probst Roth, Stewart ,::alker, Wilkens and President Bullock, (8). Noes:None. Ab *t:Coancilman Heuer, (1). The following were received: Poundmaster's report for the month of December, 1915. Ordered filed. 1. The Auditor's Annual report. Ordered filed. The following communications were received: 3. From the Industrial Accident Commission submitting a copy of General Safety Orders issued by the Commission. Referred to the Finance Committee. An anonymous communication which was thrown into the waste basket. - From the Board of Education submitting Resolutions requesting the Council to purchase certain pieces of property for the Porter School and the Council to condemn the property owned by G.T. From Barrett Camp No. 29, United Spanish Viar Veterans, thanking the Council for the privilege of holding meetings in the City Hall. Ordered filed. v/ From the Police, Fire and Water Committee, recommending the rurchase of the Moreland Chassis from the Moreland Motor Truck Oornpany, they being the lowest responsible bidders. Mr. Valker moved that the report be adopted, seconded by Mr. Stewart and on roll call carried unanimously. 6. V/ A Bill entitled "A BILL For Ordinance No. New Series An Ordinance Repealing Stion 17, Chapter II of the Municipal Code of the City of Alameda, having to do with Fees and Charges Allowable to the Oity Engineer," came un for passage and was read by the Clerk. Mr. Morr'is moved that the Ordinance be adopted, seconded by 1"/... Stewart and lost by the following vote:- Ayes:Councilmen Heuer, Morris, Roth and Stewart (4). Yoes:Council- men Hammond, Probst, Valke Mkens and President Bullock, (5). Absent:None. The Clerk called attention to the irinting Schedule that, had been prepared, whereupon Mr. Hammond moved seconded by Mr. Probst and carried, that it be referred to the Printing and Advertising Committee to report back at the next meeting of the Council. A Bill entitled "A BILL, FOR Ordinance No. New Series. An Ordinance Providing for the Regulation of the Business of Using, Operating and Driving Automo- biles for Hire Upon the Public Streets of the City of Alameda, Providing for .Licenses to Carry on Such Business and for the Revocation Thereof, Fixing the Amount of License Fees to be Paid, Re- quiring the Furnishing of Bonds, Making the Violation of Any of the Provisions of this Ordi- nance a Misdemeanor and 'Providing Penalty There- for, and Repealing Al]. Ordinances or Parts of Ordinances in so Far as the Same may be in Conflict Herewith," came up for passage. City ,Attorney St. Sure stated that he had written a re-draft of the same for submission to the Council and suggested that it be discussed in the Committee of the Whole Meeting. Mr. Heuer moved that the Council meet as a Committee of the 'Ahole _Friday evening, January i4th, 1916, seconded by Mr. Stewart and carried. 9. Mr. Wilkens called attention to d' notice that had been sent Mrs. Ann Lawrence asking her to construct a sidewalk in front of her property on Versailles Avenue, between Central'Avenue and Santa Clara Avenue, and moved that action thereon be postponed until April 15th, and if hot done by that time, the City will proceed with the laying of the sidewalk, and the City Olerk to notify her of that fact, seconded by Mr. Stewart and carrjed. Q. Mr. Stewart called attention to the bad condition of Adams Stree between High and Post Streets, and moved that the City Iingineer and City Attorney prepare the necessary Resolution of Intention for the sewering and otherwise improving of the same, seconded by Mr. Morris and carried. 11. Mr. Hammond stated that it would be advisable to have Central Avenue, between Sherman Street and Fourth Street, improved first, and 12. January 4th, 1916. Department in order that some agreement may be reached as to the improve- ment, seconded by Mr. Walker and carried. Mr. Hammond also stated that the contract of the Government for the dredging of the Estuary had been completed and that the levees on the property owned by the Oakland Waterfront Company, which contained the slickens pumped from the Estuary were broken, He moved that the Oakland Waterfront Company be notified to close the cuts in the levee, that no more pumping be clone on the property unless th-, same be approved by the Council, seconded by Jr. 1 Probst and carried. 13. / Mr. Laurice Couchot addressed the Council on the matter of improv- ing Santa Clara Avenue. 14. I/ Za... Hammond called attention to the need of improving Sixth Street, between Lincoln and Pacific ,venues. He moved that the City Attorney prepare the necessary Resolution of Intention and to ascertain if the Street can be improved by giving to Mr. Rogers, the owner of the property, a sufficient sum as will cover the cost of the improvement, upon the condition that he deed to the city the land that will have to be taken for the improvement. City Engineer Sutton stated that it would cost about 4450.00, Mr. Walker -seconded- Mr. Hammond' rilotion and it was-carried. 15. Er. Roth stated that an additional 445.00 would be needed for a cylinder in which to set the new flag pole. Mr. Hammond moved that the sum_ be appropriated and that the Public Buildings and Grounds Committee be given power to act, seconded by 2r. Wilkens and carried. 16. Mr. Morris moved that sbme action be taken to repeal the Dog Muzzling Ordinance, seconded by Er. Stewart and carried. 17. t/ Mr. Probst moved that the City Attorney draw up the necessary Ordinance for the repealing of the Dog Muzzling Ordinance, seconded by Er. Walker and carried. There being no further business to transact the Council adjourned to meet in regular session, Tuesday vening, January lSth, 1916 at 7:30 o'clock.
