1916-01-18 Regular CC Minutes2. REGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA, TUESDAY EVENING, JANUARY 18TH, 191 The meeting convened with Mayor 1.H.Bartlett presiding. The roll was called and Councilmen Hammond, Heuer, Morris, Roth, Walker and Prealdent Bullock, (6) were noted preeent. Councilman Probst arrived later and was noted present. Councilmen Stewart and Wilkens were noted absent. The,minutes of the meeting of January 4th were approved as read. President Bullock introduced the following Resolution and moved its adoption: RESOLUTION TRANSFERRING $100.00 FROM THE GENERA1 FUND TO LOCAL IMPROVEMENT FUND, NO. 20. RESOLVED, by the Council of the City of Alameda that there be transferred from the General Fund to Local Improvement Fund, No. 20, New Series, the sum of One Hundred and 00/100 (100.00) Dollars as a loan, for accruing demands caused by the opening and widening of Endinal Avenue. The Auditor and the Treasurer are hereby authorized to make said transfer upon their respective books. Mr. Walker seconded thDmotion to adopt the Resolution and it was adopted and passed by the following vote:- Ayes:Councilmen Hammond, Heuer, Morris, Roth, Walker and President Bullock, (6). Noes:None. Absent: Councilmen Probst, Stewart and Wilkens, (3). Claims against the General Fund amounting to $3842.74; against the Police Fund amounting to $236.80; against the Fire Fund amounting to $656.83; against the Street Fund amounting to $583,53; against the Library Fund amounting to $$768.54; against the Recreation Fund amounting to $777.73 and against the Municipal Improvement Fund No. 11, School,amounting to $23.52 having been approved and audited by the proper officials were read by the City Clerk. President Bullock moved that the claims as read be paid seconded by Mr. Heuer and on roll call carried unanimously. The following were received: The Auditor's Balance sheet for the month of December, • Ordered filed. The report of the Municipal Electric Light Plant for the month of November, 1915. Ordered filed. Contract of the Kissel Kar Branch for the purchase of Ford automobile,for the use of the Recreation Commission. Ordered filed. 1, A bond and Oath of Office of V. M. Frodden, as Superintendent'of Streets. Ordered filed. The following communications were received: 3. From the Board of Education recommending that the condemnation proceedings against G. T. Vergez for the procuring of his property for the Porter School be abandoned and that the property be purchased at a cost of $6,000. Mr. Hammond moved that the report be adopted, seconded by Presi dent Bnllock and on roll call carried unanimously. 4176 8. property of Geo. D. Kierulff at a cost of •35OO. Mr. Walker moved that the report be adopted, seconded by Mr. Hammond and on roll call earried unanimous ly. ,/ From the Board of Education asking the Council to purchase a new carpet,in the front rooms of the department. President Bullock moved that the request be granted, and the the Public Buildings and Grounds Committee be given power to act, seconded by Mr. Morris and on roll call carried unanimously. From V. M. Frodden, Street Superintendent, recommending the installation of a storn drain on the north side of the city. Referred to the Street Committee. From J. Reynolds, protesting against an outsider being Chemist for the. City of Alameda. Referred to the Board of Health. From C. C. Boynton, et al, making application for a franchise to use the salt water now discharged from the Electric Light Plant for a bath house to be placed on Park Street, near Encinal Avenue. Referred to the Public Utilities Committee, City Attorney and the Board of Electricity. From the League of C alifornia Municipalities presenting their bill of annual dues for membership in the League. Mr. Hammond moved that the same be paid, seconded by Mr. Probst and on roll call carried unanimously. From the Chauffeur's Union, Local No. 340, protesting against the passage of any jitney ordinance that will be unfair to members of the union. Ordered filed. 11. V From the Oakland Waterfront Company to the City Clerk stating that there were no open cats in the southern or western levees in Tract 30. Re- ferred to the Street Committee. 12. (/ From Wynn Meredith, requesting permission to absent himself from the city for a period of thirty days. Mr. Probst moved that the request be granted, seconded by Ir. Walker and carried. 13. From the Chamber of Commerce and Commercial Club of Oakland inviting the members of the Council to attend luncheon on January 25th. Ordered. filed. 14. From the Finance Committee giving the semi-annual report on the bonds and sureties of the city officials. Ordered filed. 15. From City 'Clerk R. E. Bosshard, stating that his term of office would expire on the 23rd of January. Mr. Walker moved that R. E. Bosshard be re-appointed, seconded by Mr. Bullock and on roll call carried unanimously. 16. 1, From City Clerk, R. E. Bosshard, appointing G. W. Christensen as Deruty City Clerk. Mr. Walker moved that the appointment be confirmed, seconded by Mr. Morris and on roll call carried unanimously. 17. Prom the City Zlerk calling attention to the necessity of providing work for the unemployed people in this city. Mr. Hammond moved that Council-president Bullock appoint a Committee of three to investigate cases of unemployed persons registering with the City Clerk, seconded by Mr. Probst and on roll call carried unanimously. Mr. Probst moved inasmuch as 167 January 18th, 1916. give them such work as the various departments may offer, seconded. by Mr. Morris and on roll call carried unanimously. 18. / Mr. Hammond moved that the Printing Schedule as prepared by he Clerk's office be adopted and the Clerk advertise for bids, seconded by Mr. Probst and carried unanimously. 19. yi Resolutions for the imprdvment of Adams Street, between High Street and. Post Street were presented and Mr. Hammond moved that the matter lay over to the next Committee of the Whole meeting, seconded by Mr. Walker and carried. 20. / Mr. Roth introduced a bill entitled " A.Bill For Ordinance No. New Series. Prohibiting the Discharge of.77ter from Leader or Conductor PipesAn or over theSidewalk Area within the,City of Alameda." which was laid over under a provision of the Charter. / Mr. Morris introduced a bill entitled "A Bill For Ordinance No. New Series. Repealing Ordinance No. 15, New Series, "Providing for the Control and Eradication of Rabies", adopted and passed on the 14th day of October, 1913, and. Approved on the 18th day of October, 1913." which was laid over under a provision of the Charter. 22. 11 Mr. Hammond introduced a Bill entitled 1 "A Bill For Ordinance No. — Series. Establishing a City Planning 5Mmission, Providing for the Appointment thereof, and Prescribing its Powers and Buttes." which was laid over under a provision of the Charter. 23. Mr. Walker moved that all action heretofore taken on the matter of the regulation of automobiles for hire, that is jitney buses, be rescinded, seconded by Mr. Probst and on roll call carried unanimously. 24. Mr. Walker thereupon introduced a. bill entitled "A Bill For Ordinance No. New Series. An Ordinance providing for the Regulation of the Business of using, Operating and Driving Automobiles for Hire upon the Public Streets of the City of Alameda, Providing for Licenses to carry on such Business and for the Revocation thereof, Fixing the Amount of License Fees to be Paid, Requiring the Furnishing of Bonds, Making the Violation of any of the Provisions of this Ordinance a Misdemeanor and Providing a Penalty Therefor and Repealing All Ordinances or Parts of Ordinances in so far as the same may be in Conflict Herewith." which was laid over under a provision of the Charter. 25. 7 Mr. Walker called attention to the fact that the street lights were not burningaon moonlight nights and moved that the Clerk communicate with the Board of Electricity to have the lights lit on moonlight nights as well as others during the winter months seconded by Mr. Hammond and carried, 26. Mr. Walker called attention to the need of larger chemical tanks on the combination chemicals and hose wagons, the fire in Councilmen Wilkens store having demonstrated the necessity, and moved that the Clerk commu- ate with the Police and Fire Commission with a view of making the change to a larger tze, seconded by Mr. Hammond and carried. 27. ,/ Mr. Hammond spoke on the improvement of Central Avenue and stated that the 44^Aft14' 4- ,s .P411 4 1, liTeNci+th,,1,7 AnprN,nlies 4 January 18th, 1916. be removed from the crown when the improvement of Central Avenue is made, and moved, seconded by Mr. Walker and carried that it be referred to the Street CommLutee. 28. v Mr. Hammond also spoke on the matter of the placing of the curbs in Central Avenue by the property owners and stated further that some action toward this improvement should be taken, and moved seconded by Mr. Walker and carried that it be referred to the next Committee of the Whole meeting. 29. Mr. Maurice Couchot again addressed the Council complaining against the improvement of Santa Clara Avenue. 30. ijr. Roth moved that the Public Buildings and Grounds Committee be given power to act in the matter of making certain improvements in the office of the Tex Collector, seconded by Mr. Hammond and carried. 31 V Mr. Probst stated that the Recreation Commission had before them an offer to erect suitable bath facilities on the beach at Washington Park by an outsider and moved that the Commission be g;.ven permission to enter into an agreement for the same, seconded by Mr. Walker and carried unanimously. 32. 41.r. Probst stated that the Recreation Commission were desirous of using some of the unemployed for the purpose of installing a sprinkling system in Lincoln Park, the cost of which would amount to about $1800. Upon being advised by President Bullock Chairman of the Finance Committee, that no money was available for said work he withdrew his suggestion. There being no further business to transact.the Council adjourned to meet in regular session, Tuesday evening, February 1st 1916, at 7:30 o'clock. Respectfu"ly submitted, City Clerk.
