REGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAIIEDA,
TUESDATEVENING, FEBRUARY ,1ST, 1916.
The meeting convened with Mayor F. R. Bartlett presiding.
The roll was called and Councilmen Heuer, Morris Probst, Stewart and
President Bullock, (5) were noted present, Councilmen Hammond, Roth, Walker
and Wilkens (4) arrived later and were noted present.
The minutes of the previous meeting were approved as read.
President Bullock introduced the following Resolution and moved its
adoption:
RESOLUTION TRANsFERRING
.85 FROM THE POLI
PENSION FUND TO THE GENERAL FUND.
RESOLVED, by the council of the City of Alameda
that there be transferred from the Police Pen-
sion Fund to the General Fund the sum of Ninety-
three and 85/100 (93.85) Dollars, being money
advanced August 4th, 1915, for services rendered
in the Treasurer's office and paid out of the
General Fund,
The Auditor and the Treasurer are hereby authoriz
ed to make said transfer tpon their respective
books.
Mr. Probst seconded the motion to adopt the Resolution and it was
adopted and passed by the following vote:- Ayes:Councilmen Heuer, Morris
Probst, STewart, Walker, Wilkens and President Bullock, (7). Noes:None.
Absent:Councilmen Hammond and Roth, (2).
President Bullock introduced the following Resolution and moved its
adoption:
RESOLUTION TRANSFERRING $200.00 FROM THE RECREATION
FUND TO THE GENERAL FUND.
RESOLVED, by the Council of the City of Alameda
that there be transferred from the Recreation
Fund to the General Fund the sum of Two Hundred
and 00/100 (200.00) Dollars in repayment of loan
made September 28th, 1915.
The Auditor and the Treasurer are hereby authoriz-
ed to make said transfer upon their respective
books
Mx. Walker seconded the motion to adopt the Resolution and it was
adopted and passed by the following vote:- Ayes:Councilmen Heuer, Morr
Probst, Stewart, Walker, Wilkens and President Bullock, (7) Noes:None.
Absent:Councilmen Hammond and Roth, (2).
President Bullock introduced the following Resolution and moved
its adoption:
RESOLUTION TRANSFERRING 7933.57 FROM THE ELECTRIC
LIGHT FUND TO THE GENERAL FUND.
RESOLVED, by the Council of the City of Alameda,
that there be transferred from the Electric Light
Fund to the General Fund the sum of Seven Thous-
and, nine hundred and thirty-three and 57/100
(7933.57) Dollars, same being an amount equal
to the city lighting bills for the three months
ending December 31st 1915.
The Auditor and the Treasurer are hereby authoriz
ed to make said transfer upon their respective books.
Mr. Walker seconded the motion to adopt the Resolution and it was

Claims against the General Fund amounting to 713,86; against the Police
Fund amounting to $267.70; against the Street Fund amounting to $1507.53; a

Fund amounting to $3234.14; against the Recreation Fund amounting to $432.63;
against the Relief Fund amounting to $114.00
and against Municipal Improvement Fund No.11, amounting to $18 750 having been
approved and audited by the proper officials were read by the Clerk. Presi
dent Bullock moved that the claims as read by the Clerk be paid, seconded
by Mr. Heuer and carried by the following vote:- Ayes:Councilmen Hammond,
Heuer, Morris, Probst Stewart, Walker, Wilkens and President Bullock,
(8). Noes:None. Abeent:Councilman Roth, (1).
The following were received:
The report of the Municipal Electric Light Plant for the month of
December, 1915. Ordered filed.
The Pound report for the month of January, 1916. Ordered filed.
The contract with the Moreland Motor Truek Company fOr a chassis for
the Fire Department. Ordered filed.
The Ford contract covering the purchase of the roadster for the
n Department. Ordered filed.
The Oath of Office of R. E. Bosshard as City Clerk and of George
W. Christensen as Deputy City Clerk. Ordered filed.
The following communications were received:
From Mayor F. H. Bartlett re-questing a change in the personel
of the Street Committee before the expenditure of the fifty cents tax levy
is made. Ordered filed.
From the Mayor, Auditor and City Clerk stating that they had count
ed the money in the City Treasury on January 24th. Ordered filed.
From Council-President E. B. Bullock, stating that he had appoint.
ed with ,himself Councilmen E. J. Probst and J. H. Wilkens members of the
Relief Committee, and recommending that twenty-five cents per hour be made
the compensation. Mr. Probst moved that the report be adopted, seconded by
Mr. Hammond and carried.
Claims against the Relief Fund amounting to 4.00 having been
approved and audited by the proper officials were read by the Clerk.
President Bullock moved that the claims as read be paid, seconded by Mr.
Probst and carried by the following vote:- Ayes:Councilmen Hammond, Heue
Morris, Probst, Stewart, Walker, Wilkens and President Bullock, (8). Noes:
None. Absent:Couneilman Roth, (1).
From the Board of Electricity stating that they approved the
proposition of using the hot salt water for bathing purposes and that
same would not interfere with the operation of the Municipal Electrio Light
Plant. Ordered filed.
From City Attorney St. Sure giving statement of the conditions

From the Board of Education requesting the instal. . tion of four
new chandeliers in the rooms of the Board to replace those now in use.
I:'Ir. Roth stated that a new fixture was needed in the back hall of the
City Hall, whereupon I,MIr. Probst moved that the entire matter be left with
the Public Buildings and Grounds Committee with power to act seconded by
M. Bullock and on roll cell carried unanimously.
10. From Geo. H. Tyson requesting information as to the status of the
improvement of the streets in the City of Alameda. Itj r. Hammond stated that
the Clerk should be instructed to answer the same, but before making such
a motion he wished to offer to the Council two communications. One was
from City Engineer Sutton, stating that he had made certain surveys of
Central Avenue in accordance with instructions of the Council and that
he was now preparing plans and specifications, and profiles, covering the
improvement of that street. The other was from J. C. McPherson, urging
the Council not to include in its specifications for the improvement, of
Central Avenue a change of track material, both rail and ties, in
Central Avenue. .Both communications were ordered filed. Mr. Hammond
moved that that portion of Central Avenue lying between Fernside Boulevard
and Sherman Street be improved first and that the Southern Pacific Company
be informed of the intention to improve the remaining portion between
Sherman and Fourt Streets later on, seconded by Mr. ;calker and carried.
Mr. Hammond also moved that a competent man be employed to interview the
property owners in Central Avenue for the purpose of securing from' there
their consent to place concrete curbs before the street is improved,
seconded by Mr. Walker and carried by the following vote:- Ayes:Council-
men Hammond, Probst, Roth, Walker, Vii .kens and President Bullock, (6)
Noes:Councilmen Heuer, ,Morris and Stewart, (3). Absent :None. Mr. Hammond
then moved that the Clerk notify Mr. Tyson of the above actions, seconded
by Mr. Probst and carried.
11. From Ben F. Lamborn calling the Council's attention to a ruling
of the State Railroad Commission in which all applicants for business or
residence service are required to pay in advance for the charge of the
telephone service for which bills are regularly rendered. Mr. Probst
moved that the matter be referred to the City Attorney to take up with
the Committee whom Mr. Lamborn represented and to frame a protest to the
State Railroad Commission, seconded by Mr. Stewart and carried.
12. Mr. Lamborn also called attention to an unwritten rule that the
Clerk had been following which prevented documents filed with him to be
presented to the Council at their next regular meeting, from being made
public. City Clerk Bosshard said he would like to have a ruling from the
Council, thereupon Mr. Walker moved that the Clerk continue as he had been
doing. Later on in the evening Mr. Probst spoke on the same matter and
fait that the Council had no right to make such a motion and moved, seconded

13. From the Alameda Chamber. of Commerce requesting the Council
to withdraw the protest filed with the authorities at Washington
on February 2nd, 1915 against the proposed widening of the Harbor.
Ordered filed. Mr.,Rammond thereupon moved that all action heretofore
taken in which protest against the widening of the Harbor ees made be
rescinded, and that it be referred toethe Public Utilities Committee
seconded by Mr. Walker and carried.
14, ref From 3. Bussey, requesting a gratuitous license to vend formulas
for compounding cabinet polish. As the same did not bear the endorsement of
the Chief of Police, Mr. Hammond moved, seconded by Mr. Walker and carried,
that it be denied.
15. From City Engineer Sutton_ stating that the work of bituminizing
the City Hall yard had been done by the Watsonite Company to his satio
faction. Mr. Probst moved that the report be adopted, seconded by
Mr. Hammond and carried. A claim in the amount of $429.50 -s then
presented. Mr. Probst moved that the claim be paid, seconded by
Mr. Hammond and on roll call carried unanimously.
16. From the Pacific Tel. & Tel. Company giving a sworn statement of
the gross revenue of the Alameda Exchange for the year 1915. The EMUS
were as follows:-
Exchange service revenue....... $ 122.060.08
Toll service revenues.......... 6,915.13
Total......... $ 128 975.21.
Referred to the Finance Committee.
17. y/ From fifteen contractors in the City of Alameda protesting
against the payment of deposits for sewer connections. Referred to the
Street Committee to report back at the next meeting.

Repealing all Ordinances or Parts of Ordinances

next meeting of the Council, seconded by Mr. Wilkens and carried.

Ordinance be adopted, seconded by Mr. Walker and on roll call it was adopted

Ordinance be adopted, seconded by Mr. Stewart and on roll call it was adopted
and passed unanimously.

came up for passage and was read by the Clerk. Mr. Hammond moved that the
Ordinance be adopted, seconded by Mr. Ualker and on roll call it was adopted and
passed unanimously.
22. / Mr. Morris introduced a Bill entitled
"A Bill
For Ordinance No, New Series.
Providing for the Acquiring by the City of Alameda
of Certain real Properly for the Use and Benefit of
the Public Schools of said City,
which was laid over under a provision of the Charter.
23. Mr. Hammond moved that the Clerk be instructed to advertise for bids
for the oity advertising, 4econded by Mr. Walker and carried.
24. / Mr. Roth called attention to the bad condition of the shooting range
at the side of the City Hall and moved that the sum of 205.00 be allowed for
concreting the walls of the same and that the Public Buildings and Grounds
Committee be given power to act, seconded by Mr. I'dlkens and on roll call
carried unanimously.
25. Mr. Roth stated that an extension into the Council Chamber should be made
with the telephone in the Electric Light Office, so that members may be
reached by telephone. Mr. Hammond moved that the Public Building and Grounds
Committee be given power to act seconded by Mr. Wilkens and carried.
26. V Yr. Roth stated that water was needed in the Pound Building adjoining
the Corporation Yard and moved, seconded by Mr. H mmond and carried that the
Street Superintendent be instructed to run a pipe from the Corporation
Yard into the Pound yard.
Mr. Stewart moved that the pound be established at the foot of Grand
but there being no second, his motion was ruled out of order.
28. Mr. Stewart moved that an Ordinance be drawn to abolish the position
of Poundman, but there being no second, the motion was ruled out of order.
29. / Mr. Probst moved that the certified checks received with the bids for the
lawn mowers for the Recreation Department be returned, seconded by Mr. Roth and
carried.
30. Mr. Probst moved that the forty-two election precincts be consolidated
into twenty-one for the purposes of a Freeholders' Election and that the
City Attorney and City Clerk be instructed to prepare the necessary papers,
seconded by Mr. Hammond and carried.
