REGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAME
TUESDAY EVENING, JUNE 6TH, 1916.
The meeting convened with Mayor P. H. Bartlett presiding.
The roll was called and Councilmen Ha:nmond, Morris, Probst,, Smith,
Stewart, Walker, Wilkens and President Bullock, (8) were noted present.
Councilman Roth, (1) arrived later and was noted present.
The Minutes of the regular meeting of May 16th, 1916 were approved
as read.
The Minutes of the adjourned regular meetings of May 23rd, 26th,
29th and June 2nd were approved as read.
Claims against the General Fund amounting to 0528.79; against the
Police Fund amounting to 012.20; against the Fire Fund amounting to 09.90; against
the Street Fund, Labor, amounting to 01562.90; against the Street Fund, Material
amounting to 02017.42; against the Library Fund amounting to 0328.57; against
the Electric Light Fund amounting to 02539.45 and against Municipal Improvement
Fund No. 11, amounting to 010112.78 having been approved and audited by the
proper officials were read by the Clerk. President Bullock moved that the
claims as read be oaid, seconded by Er. Smith and on roll call carried
unanimously.
The following were received:

The Auditor s Balance Sheet for the month of May, 1916. Ordered filed.
The report of the Municinal Electric Light Plant for the month of
1916. Ordered filed.
1, . The Oath of Office. of Mrs. Hattie J.D.Chapman as a menber of the
Board of Library Trustees. Ordered filed.
2. The Oath of Office of Paul J. Arnerich as a member of the Board of
Electricity. Ordered filed.
3. A policy of the Royal Insurance Company covering a portion of the
insurance on the Corporation Yard. Ordered filed.
4. / The deed of Gabriel Vergez and Theresa Vergez to the City of
Alameda. Ordered filed.
The following communications were received:
5. From City Engineer R.H.Jamison, suggesting that a temporary right of
way be secured through the marsh land property for the purpOse of excavating
a drainage6which would dram the water lying on the land easterly of Webster
Street. Mr. Hammond moved that the City Engineer ascertain an estimate of
cost for the drainage of water from the land lying on both side of Webster
Street, seconded by Mr. Stewart and carried.
6. // From the Finance Committee recomending that the sum of 08,670 be
placed in the budget for the ensuing year to cover the expenses of the element
ary schools. President Bullock moved that the report be adopted, seconded by
Mr. Walker and carried.
From B. C. Brown, Secretary of the Board of Freeholders requesting an
June 6th, 1916.
Bullock moved that it be referred to the Finance Committee, seconded by Ir.
Walker and carried.
/ The Clerk stated that the Board of Freeholders desired the use of
the Council Chamber for the evenings of June 7th, and 14th. Mr. Talker
moved that permission be granted, seconded by Mr. Hammond and carried.
Further communications:
From J. C. Hurley & Company requesting permission to install a
1500 gailon oil tank at Washington School. Mr. Wilkens moved that the
matter be referred to the Fire Marshall with power to act, seconded by
Mr. Stewart and carried.
10. V From the Alameda Improvement Club making certain recommendations
and suggestions for the leasing of Tract 28 to the Union Iron Works
Company. Referred to the Public Utilities Committee.
11. From Street Superintendent, V.M.Prodden, requesting his annual
vacation during the month of June. Mr. Stewart moved that the request
be granted, seconded by Mr. Walker and carried.
12. From the Board of Electricity requesting the condemnation of the
Property adjoining the plant on the south side owned by F. Lucchetti.
Mr. Hammond moved that the City Attorney be instructed to proceed, seconded
by Mr. Walker and carried.
13. V From the Public Utilities Committee recommending that the request
of Ben F. Lamborn to lease Tract 28 be denied. Mr. Hammond moved that the
report be adopted, seconded by Mr. Wilkens and carried.
14. ' v From the Public Utilities Committee submitting the proposal of
the Union Iron Works Company to lease Tract 28 and recommending that an
election be called at the earliest possible date. President Bullock
moved that the report be adopted, seconded by Mr. Probst and carried.
15. v/ From Mrs. Eileen Allen recommending that the play grounds and
all recreational activities be placed under the control of the Board
of Education. Ordered filed.
16. ' City Engineer Jamison presented new plans and specifications for
the improvement of Central Avenue. Mr. Hammond moved that when the
Council adjourn it adjourn to meet in adjourned regular session Friday
evening, June 9th, 1916, for the purpose of reviewing the specifications,
seconded by Mr. Wilkens and carried.
The Clerk announced that the time was at hand for the hearing of
further protests on the widening of Encinal Avenue. F. B. Lorigan,
representing the San Francisco, Oakland Terminal Railways, addressed
the Council and protested the assessment made upon the franchises of the

Company. City Attorney St. 'Sure advised that the protest be denied. As
no one else appeared before the Council to make further protest, Mr.
Hammond introduced the following Resolution and moved its adoption:
RESOLUTION CONFIRMING REPORT OF COMMISSIONERS.
WHEREAS, in the matter of the opening, extending
and widening of Encinal Avenue, as said work is
described in Resolution of Intention No. 20, New
Series. passed and adopted by this Council on

June 6th, 1916.
Commissioners have heretofore to-wit: on the 7th day
of March, 1916, filed in the Clerk's office of the
City Council their report, assessment and plat of
said work as provided by law; and
WHEREAS, the Clerk of the Council has heretofore
given notice of such filing by publication in the
manner provided by law, requiring all persons
interested to show cause, if any, why such report
should not be confirmed, before the City Council on
or before a day fixed, to-wit: April 18th, 1916;
and
WHEREAS, all objections in writing filed with the
Clerk of the City Council up to and including May
3rd, 1916, were at the next meetingafter the day
fixed in said Notice to show cause, to-wit: on May
3rd, 1916, laid before this Council, whereupon this
Council fixed the time of hearing same May 16th,
1916, at 8 o'clock P. M.; and
WHEREAS, the city clerk gave notice to all objectors
of the time and place of said hearing in the manner
provided by law; and
WHEREAS, this Council on said 16th day of May,1916,
proceeded to and did hear all of the objections
filed with and presented by the Clerk of the Coun-
cil to it for consideration; and for the purpose
of giving each and every objector full and further
opportunity to be head in said matter this Council
adjourned said hearing until the 6th day of June,
1916, at 8 o'clock P. M.; and
WHEREAS, the time has arrived for the further con-
sideration of the objections heretofore filed,
and each and every objection to the proposed work
and against the confirmation of said report having
been fully heard and considered; now therefore be
it
RESOLVED, that the report of said Commissioners here-
tofore filed in the Clerk's office of the City Coun-
cil on the 7th day of March, 1916 be and same is
hereby confirmed; and be it
RESOLVED, that the assessment, plat and report made,
prepared and filed by said Commissioners be and the
same is hereby confirmed; and be it
RESOLVED, that the Clerk of this Council be and he
is hereby directed to forward to the Superintendent
of Streets a certified copy of the report, assess-
ment and plat as finally confirmed and adopted by
the Council.
Mr. Stewart seconded the motion to adopt the Resolution and on roll call it was
adopted and passed by the following vote:- Ayes:Councilmen Hammond Morris,
Probst, Roth, Stewart, Walker Wilkens and President Bullock, (8). Noes:
Councilman Smith, (1). Absent:None.
17. v President Bullock introduced the following Resolution and moved its
adoption:
RESOLUTION ESTABLISHING AND DESC RIBING ELECTION
PRECINCTS AND POLLING PLACES FOR THE SPECIAL
MUNICIPAL ELECTION TO BE HELD IN THE CITY OF
ALAMEDA,AUGUST 8TH, 1916.
WHEREAS, the Council of the City of Alameda has de-
clared its intention to submit to the electors of
the City of Alameda the question whether or not the
people of taid city shall adopt a certain proposed
ordinance leasing certain real estate of said city
and certain salt marsh, tide and submerged lands
held by said city, for a period longer than ten
years; and
WHEREAS, said City Council has declared its intention
to call and order a special election to be held in
said city on the 8th day of August, 1916, for the pur-
pose of submitting to the qualified electors of said
city whether or not they shall adopt an ordinance
directing the making execution and delivery of a lease

this date with the right of renewal for a further
term of twenty-five years and authorizing and em-
powering the Mayor of the City of Alameda to make,
execute and deliver said lease; now therefore be it
RESOLVED, that the election precincts for said
election be and they are hereby numbered from one (1)
to twenty-one (21) inclusive; and the election ore-
cincts and the polling places therein shall be and
the same are hereby described and designated as
follows, to wit:
Consolidated Precinct No. 1, consisting of election
precincts Nos. 1 and 24 Description:- All of said
city lying east of the center line of High Street
and all that portion of Bay Farm Island lying within
the charter limits of the City of Alameda. Locatinn
of polling place:- Tent located at the northeast
corner of Central Avenue and High Street.
Consolidated Precinct No. 2, consisting of election
precincts Nos. 3 and 4. Description:- All of said
city lying west of the center line of High Street;
north of the center line of Encinal Avenue; east of
the center line of Pearl Street; south of the center
line of Santa Clara Avenue; and east of the center
line of Versailles Avenue, extending to tne United
States Tidal Canal. Location of polling place:-
Basement of the Lincoln School.
Consolidated Precinct No. 3, consisting of election
precincts Nos. 5 and 6. Description:- All of said
city lying between the center lines of High Street
and Broadway and south of the center line of Encinal
Avenue. Location of Polling place:- Tent located
at the southwest corner of Encinal Avenue and Ver-
sailles Avenue.
Consolidated Precinct No. 4, consisting of election
precincts Nos. 7 and 13. Description:- All of said
city lying west of the center line of Broadway;south
of the center line of Encinal Avenue; east of the
center line of Park Street; south of the center line
of San Antonio Avenue and east of the center line of
Oak Street. Location of Polling place:- Store located
at 2420 Encinal Avenue.
Consolidated Precinct No. 5, consisting of election
precincts Nos. 8 and 12. Description:- All of said city
lying west of the center line of Pearl Street; north
of the center line of Encinal Avenue; west of the cent-
er line of Park Street; north of the center line of
San Antonio Avenue; east of the center line of Oak
Street and south of the center line of Santa Clara
Avenue. Location of polling place:- Store located
at 2422 Central Avenue.
Consolidated Precinct No. 6, consisting of election
precincts Nos. 9 and 10. Description:- All of said
city lying between the center lines of Versailles
Avenue extended to the United States Tidal Canal,
and Park Street and north of the center line of
Santa Clara Avenue. Location of P011ing place:-
Tent located at the southwest corner of Everett Street
and Lincoln 2..venue.
Consolidated Precinct No. 7, consisting of election
precincts Nos. 11 and 16. Description:- All of said
city lying west of the center line of Park Street;
north of the center line of Santa Clara Avenue;east
of the center line of Walnut Street; north of the
center line of Buena Vista Avenue and east of the
center line of Mulberry Street extended to the Oak-
land Harbor. Location of polling place:- Store
located at 1517 Park Street.
Consolidated Precinct No. 8, consisting of election
precincts Nos. 14 and 15. Description:- All of said
city lying between the center lines of Oak Street
and Walnut Street and south of thementer line of
Santa Clara Avenue. Location of polling place:- Base-
ment of the High School.
Consolidated Precinct No. 9, consisting of election
precincts Nos. 19.and 20. Description:- All of said
city lying between the center lines of Walnnt Street
and Chestnut Street and south of the center line of
Alameda Avenue. Location of polling place:- Tent
located at the southeast corner of San Antonio Avenue

city lying west of the center line of Mulberry
Street extended to -Oakland Harbor; south of the
center line of Buena Vista Avenue; west of the
center line of Walnut Street; north of the center
line of Alameda Avenue; east of the center line of
Chestnut'Street; south of the center line of Lincoln
Avenue and east of the center line of Willow Street.
Location of polling place:- Basement of the Haight
School.
Consolidated Precinct No. 11, ,consisting of election
precincts Nos. 23 and 24. Description:- All of said
city lying between the center line of Willow Street
and Hibbard Street extended to the Oakland Harbor,
and north of the center line of Lincoln Avenue.
Location of polling place:- Tent located at the north-
west corner of Lincoln Avenue and Chestnut Street.
Consolidated Precinct No. 12, consisting of election
precincts Nos. 22 and 25. Description:- All of said
city lying between the center lines of Chestnut
Street and Paru Street and between the center lines
of Encinal Avenue and Lincoln Avenue. Location of
polling place:- Tent located at the southwest corner
of Central Avenue and Union Street.
Consolidated Precinct No. 13, consisting of election
precincts Nos. 21 and 26. Description:- All of said
city lying west of the center line of Chestnut
Street; sonth of the center line of Encinal Avenue;
west of the center line of Peru Street; south of
the center line of Central Avenue; east of the
center line of Morton Street; north of the center
line of San Jose Avenue and east of the center line
of Paru Street. Location of polling place:- Tent
located at the southwest corner of Grand Street and
Encinal Avenue.
Consolidated Precinct No. 14, consisting of election
precincts Nos. 27 and 28. Description:- All of said
city lying west of the center line of Hibbard Street
extended to Oakland Harbor; north of the center line
of Lincoln Avenue; west of the center line of Paru
Street; north of the center line of Central Avenue;
east of the center line of Benton Street; north of
the center line of Santa Clara Avenue; east of the
center line of Morton Street; south of the center
line of Lincoln Avenue and east of the center line
of Benton Street extended to Oakland Harbor. Loca-
tion of polling place:- Tent located at the south-
east corner of Lincoln Avenue and Stanton Street.

the center line of Bay Street; north of the center

Consolidated Precinct No. 16, consisting of election
precincts Nos. 31 and 32. Description:- All of said
city lying west of the center line of Paru Street;
south of the center line of San Jose Avenue;west of
the center line of Morton Streetl south of the center
line of Central Avenue and east of the center line of
plinth Street. Location of polling place:- Tent locat-
ed at the southwest corner of Caroline Street and
Central Avenue.
Consolidated Precinct No. 17, consisting of election
precincts Nos. 33 and 35. Description:- All of said
city lying between the center lines, 0±' Bay Street
and Trinth Street and between the center lines of
Central Avenue and Lincoln Avenue. Location of Polling
place:- Basement of the Mastick School.
Consolidated Precinct 'To. 1S, consisting of election
precincts Nos. 34 and 38. Description:- All of said
City lying between the center line of St. Charles
Street extended to Oakland Harbor and the center
June 6th, 1916.

Polling place:- Tent located at the southwest corner
of Sixth Street and Santa Clara Avenue.
Consolidated Precinct No. 21, consisting of election
precincts Nos. 41 and 42. Description:- All of said
city lying west of the center line of Fifth Street
extended to Oakland Harbor. Location of polling
place:- Tent located at the northwest corner of Fifth
Street and Santa Clara Avenue.
Mr. Walker seconded the motion to adopt the Resolution and it was adopted
and passed unanimously.

10. / President Bullock introduced the following Resolution and moved
its adoption:
RESOLUTION AUTHORIZING THE OITY CLERK TO ADVERTISE
FOR ELECTION OFFICERS.
RESOLVED, that the City Clerk of the City of Alameda
is hereby directed to publish for three times in The
Evening Times Star and Alameda Daily Argus, a daily
newspaper published in the City of Alameda, and to
post in some prominent place in various precincts
distributed throughout the City of Alameda the
following notice:-
WANTED
APPLICATIONS FOR POSITIONS AS ELECTION. OFFICERS
The City Council of the City of Alameda is about to
appoint election officers to have charge of the special
municipal election to be held 6n the Oth day of
August, 1916.
In order to secure the most capable and efficient
election officers possible for this and subsequent
elections, the City Council is desirous of learning
the names of men and women of each precinct, of clerical
ability or otherwise qualified who are willing to serve
as election officers.
Blanks for "Application to serve as election officer"
may be procured at the office of the City Clerk of the
City of Alameda in the City Hall in said City, or upon
written application to said City. Clerk, and must be
filled out and mailed to the City Clerk of the City Of
Alameda, at the City Hall in said City on or before
June 29th, 1916.

a week so that arrangements could be made whereby the Board of Education
were to assume thc control of the recreational activities and an ordi-
nance to that effect drafted, seconded by Mr. Probst and carried.
The Clerk called attention to the applic.ltions for li,iuor license
renewals which had been presented, whereupon they were referred to
the License Committee.
There being no further business to transact the Council adjourn-
ed to meet in adjourned regular meeting Friday evening, June 9th,
1916, at 8 o'clock.
