ADJOURNED REGULAR MEETING OF THE COUNCIL OF THE CITY OF A AHEDA
TUESDAY EVETLTG, JUNE 13TH, 1916.
The meeting convened with iiyor F. H. Bartlett presiding.
The roll was called and Councilmen Hammond
Morris, Smith, Stewart
Wilkens and President Bullock, (7) were noted present. Councilmen
Probst and Roth, (2) arrived later and were noted present.
President Bullock introduced the following Re

RESOLVED, by the Council of the City of Alameda that
there be transferred from the General Fund to Local
Improvent Fund No. 20, :,Jew Series, the sum of One
hundred and fifty and 00/100 (150.00) Dollars, as a
loan.

The Auditor and the Treasurer are hereby authorized
te make said transfer upon their resoective books.
Mr. Hammond seconded the motion to adopt the Resolution and it was adopted
and p ssed by the following vote:- Ayes:Councilmen Hammond Morris, Smith,
tewert Walker Wilkens and President Bullock, (7). Noes:None. Absent:
Councilmen Probst and Roth, (2).
A claim in the sum of 3.00 against Muni *a..1 Improvement Fund No. 11
having been approved and audited by the proper officials was presented by
J. H. Skinner. President Bullock moved that the claim be paid seconded by
Mr. Hammond and on roll call carried by the following vote:- Ayes:Councilmen
Hammond, Morris Smith, Stewart, Walker, Wilkens and President Bullock, (7).
Noes::ione. Absent:Councilmen Probst and Roth, (2).
/ A request for a gratuitous license was received from Frank Jacobs,
to conduct a cleaning and dyeing estabiishmit . Mr. Smith moved that the
request be denied, seconded by Mr. Hammond. ir. Wilkens moved to amend
that the request be granted, seconded by lIr. Stewart and carried by the
following vote:- Ayes:Councilmon Hammond, Morris, Stewart, Walker Wilkens
and President Bullock, (6).. Noes:Councilman Smith, (1). Absent:Councamen
Probst and Roth, (2).
The Street Committee, City Engineer and Street Superintendent presented
specifications for the improvement of Central Avenue, Mr. Hammond moved that
the specifications be adopted, seconded by Mr. Walker.
Mayor Bartlett presented a letter protesting the nature of the
specifications which was ordered filed.
A discussion followed in which Messrs. Walker of the Henry Cowell
Lime and Cement Company; Price of the City Street Improvement Company;
Bilger of the Oakland Paving Comoany and various Councilmen took part.
Mr. Stewart moved that the specifications call for bitumen and asphaltic
concrete, seconded by Mr. Morris and on roll call carried unanimously.
He also moved that the City Engineer at once prepare specifications
including those provisions, seconded by Mr. Morris and carried.

An Ordinance Providing for a Special Election to
be held in the City of Alameda for the Object and
Purpose of Submitting to the Electors of said City
the question Whether or not the People of the City
of Alameda shall Adopt a Certain Proposed Ordinance
Leasing Certain Real Estate of Said City and Certain Salt
Marsh, Tide and Submerged Lands Held by said City,
for a Period Longer than Ten Years and Also Establishing
Election Precincts, Designating Polling Places and
Ordering the Publication of Notice of said Election."

meeting of the Council on the 20th of June, 1916, seconded by Mr. Stewart and
carried.

Business of Using, Operating and Driving Auto-
mobiles for Hire Upon the Public Streets of the
City of Alameda, Providing for Licenses to Carry
on such Business and for the Revocation Thereof,
Fixing the Amount of License Fees to be Paid,
Requiring the Furnishing of Bonds, Making the
Violation of any of the Provisions'of this
Ordinance a Misdemeanor and Providing a Penalty
Therefor, and Repealing all Ordinances or Parts
of Ordinance in so Far as the Same May be in Con-
flict herewith."

Council, seconded by Mr. Stewart and carried.

Repealing Ordinance No. 11, New Series, "Creat-
ing a Recreation Commission in the City of Alaneda,
and Placing under the Control and Management of
said Commission all Playgrounds and Recreation
Facilities now and Hereafter Acquired or Owned by
the City of Alameda, and Providing for the Main-
tenance of the Same." adopted and passed on the
27th day of June, 1913, and approved on the 30th
day of June, 1913."
came up for passage. Mr. Walker moved that it lay over until the next regular
meeting of the Council, seconded by Mr. Stewart and carried.
7 • President Bullock called attention to the need of a new flag for the
City Hall and moved that the Public Buildings and Grounds Committee be given
power to act to purchase a new flag, seconded by Mr. Smith and on roll call
carried unanimously.
Mr. Stewart moved that a recess of an indefinite period be taken until
such time as City Engineer Jamison had prepared the secifications, for C0ntral
Lvenue, seconded by Mr. Wilkens and carried.
Upon reconvening Councilmen Hammond Morris, Probst, oth, Smi
Stewart, Walker, Wilkens and President Bullock, (9) were noted present.
Mr. Stewart moved that the specifications as prepared by the City
Engineer be adopted secended by Mr. Morris and on roll call carried unanimously.

bids fer the improvement of Central Avenue an to include in such advertise-
ment a bond to cover any alleged patent infringements, seconded by Mr.
Morris and on roll call carried unanimaasly.
