Alameda Reuse and Redevelopment Authority Interoffice Memorandum March 26, 2003 TO: Honorable Chair and Members of the Alameda Reuse and Redevelopment Authority FROM: James M. Flint Executive Director SUBJ: Progress Report from the Executive Director on the Alameda Point Golf Course /Resort Hotel Development Background The Community Reuse Plan reserves 215 acres in the northwest corner of Alameda Point for development of an 18 -hole championship golf course and four -star resort hotel. Substantial progress has been made during the past few months on various predevelopment components of this project. The focus has been on four important tasks: (1) developing an integrated plan for the golf course, trails and parks which responds to input from citizen groups and BCDC while maintaining the essential features of a championship course; (2) completing and circulating the project draft EIR; (3) advancing to the second phase of the hotel developer selection process; and (4) obtaining permits from the Army Corps of Engineers, BCDC, and the Regional Water Quality Control Board to import up to two million cubic yards of dredge materials onto the site. Discussion The current status, milestones and schedule for completing each of the critical predevelopment tasks are discussed below: Finalize Site Development Plan: At a series of design workshops during the last three months attended by representatives of Alamedans for Parks and Trails, the City's Recreation/Parks and Golf Commissions, APAC and East Bay Parks District and BCDC staff, general consensus was reached on a plan which maximizes public access to the waterfront, provides quality park space and preserves the critical design features needed for a championship golf course. This plan was recently presented at regular meetings of the full APAC and Golf and Recreation/Parks Commissions and received unanimous endorsement from all three groups. A copy of the plan is attached. Dedicated to Excellence, Committed to Service Honorable Chair and Members of the Alameda Reuse and Redevelopment Authority March 26, 2003 Page 2 Complete and Circulate Project EIR: Completion of the draft EIR for the project has been delayed in recent months pending resolution of issues relating to public access, particularly the location of the trail system and parks. Now that we've reached general agreement following extensive public input on these issues, the updated project plan can be incorporated into the EIR. The draft EIR will be circulated in late April and presented to the Planning Board and ARRA during the summer. Hotel Developer Selection Process: After reviewing responses to the Request for Qualifications and interviewing each developer group, the City's Golf Course /Hotel Development Team (consisting of representatives from APAC, EDC, and the Recreation/Parks and Golf Commissions) decided to invite four groups to advance to the Request for Proposals phase of the selection process. The developer groups include Hilton, Starwood (Sheraton), and Marriott as well as highly qualified developers and construction companies. The RFP will include detailed questions regarding deal structure, particularly at -risk cash advances during predevelopment; subordination of developer and hotel management fees to bond debt service and developer equity investment. The RFP is currently being finalized and will be released in late April. Developer responses, due in early June, will be analyzed by our consultant and subsequently presented to the selection team. Obtaining Pei sits to Place Fill Material on Property: As mentioned above, up to two million cubic yards of dredged material will need to be imported onto the site to create the land forms and undulations characteristic of a first rate links golf course. Placement of material on the property requires permits from BCDC, the Army Corps of Engineers and the Regional Water Quality Control District. Staff and our engineering consultants are coordinating closely with these agencies - -- both directly and through the DMMO (Dredge Materials Management Office). Issuance of these permits is predicated on certification of the project EIR and is anticipated for the end of 2003. Fiscal Impact This plan is being presented for the Board's information only. The financial impact of the project will be analyzed in a future report to the Board covering project feasibility and implementation strategies. Recommendation No action is required at this time.
