The roll was called and Coundilmen Allan, Lfjors, Morris, Smith, Stewart and. Walker (8) were noted present. Councilmen Hammond, Probst and Roth arrived during the reading of the Minutes and were noted Present. Tho Minutes of the previous meeting were approved as read. The Minutes of the adjourned regular meeting of January 24th, 1917 were approved as read. Mr. Roth introduced the following Resolution and moved its ad.00tion:- "RESOLUTION HO. 9. Transferring y8020.60 from the Electric Light Fund to the General Fund." Ur. Hammond seconded the motion to adopt the ieso1ution ac1 on roll call it was adopted and passed unanimously. Claims against the General Fund amounting to 01960.68; against the Police Fund amounting to 258.3 against the Fire Fund amounting to 1523.70; . against the Electric Light Fund amounting to 4522.48„; against the Street Fund amounting to 02609.49; 'against the Library Fund amounting ;4835.34;' against the Health Fund mounting to g293.23; against the Recreation Fund amounting to :62.50; against Ee Relief Fund amounting to 373.75 and against Municipal Improvement Fund. From the Board of Electricity authorizing the transfer of 01600.00 from the Electric Light Fund to the General Fund as a loan for the use of the School department to purchase uniforms for the cadets of the High School. The same was accompanied by a copy of a petition signed by fifty-three residents of the Oity of Alameda asking that such transfer be made. Messrs. W. C. Sharpstein and G. L. Dillmrn addressed the Connell and urged the trans of the 01600.00. M.T. Roth thereupon introduced the following Resolution and moved its 0 e Department. The bid was referred to City Engineer Jamison, who reported that while it was a little high, it was nevertheless reasonable. 1/Ir. Hmmnond moved that Hutchinson Company be awarded the contract for the improvemait of Works Street, seconded by Mr. Walker and on roll cafl carried unanimously. Further communications:- 10. 1 From the Pacific Telephone and Telegraph Company giving the gross revenue of the Alameda Exchange for the year 1916. Referred to the Finance Committee. 11. From E. Todd Buck, r sting the Council to begin proceedings for the improvement of Madison Street, west of Mound Street. Mr. Buck addressed the Council urging the improvement. ]Ir. Probst moved that the matter be referred to the Street Committee, seconded by Mr. Hammond and carried. 12. `/ From a group of vendors who sell pies, milk, coffee, etc. to the workers in t:.e Union Iron Works, asking oermission to build a platform on a strip of land on the north side of Works Street supposed to belong to the City of .11emcda. Referred to the Street Committee and the Superin tendent of Streets, 13. / From Jerry Donovan, asking fo to the Park and Playground Committee. e of salary. Referred 14. y/ From Superintendent of Streets V, M. Frodden, recommending the salary of Z. doorman and. Frank Kellogg, as Engineers in the Street Depa ment be increased from 3.00 to $3,50 per day, and that the salary of W. J. From Auditor and Asse sor F. J. Croll, asking permission to employ the necessary help for the coming assessment season provision for which had been made in the budget. Er. Probst moved that the request be granted, seconded by Mr. Hammond and carried. 16. / From the Finance Committee and the Commissioner of Revenue and Finance, recommending that an additional policeman be engaged for Webster Street, to take effect February 14th, 1917 and that a transfer of 0765.00 be made from the General Fund to the Police Fund. Mr. Hammond moved that the recommendation be adopted, seconded by Mr. Probst and carried. Mr. Roth thereupon introduced the following Resolution and moved its adoption:- "Resolution No. 12. Transferring 0765.00 from the General 1 d. to the Police Fund." Mr. Hammond seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 17. / From the City Clerk asking for permission to procure necessary materials, furniture, etc. to conduct' a school for election officers. Mr. Hammond moved that a sum not to exceed 0200.00 be allowed and that the instructions to the public be included, seconded by Mr. Smith and on roll call carried unanimously. 18. v From E. C. Se ions and Company, a king for a permit for a term of two years from date of granting to use a certain portion of the western tide lands as deumping ground for certain dredging work to be done in the Oakland Harbor. The same was accompanied by a chart explaining the proposition The matter was referred to the Public Utilities Committee. 19. v Mr. Smith stated that the lease of Merle Palmer of concession rights Lincolb Park haa expired and moved that the privilege be granted to MR. Palmer for a period of one year, seconded by Mr. Probst and carried. 20. / Mr. Probst introduced the following Resolution and moved its adoption:- "Resolution No. 13. Establishing and Describing Election Precincts and Polling Places for the General Lunicipal Election to be held in the City of Alameda, Tuesday, March 13th, 1917." Mr. Majors seconded the motion to adopt the Resolution and on roll call it was adopted and Passed unanimously. 21. // A. Bill entitled "fi Bill For Ordinance No. ____ Series. Providing for the Acquiring he City of Alameda of certain Real Property to be used as a Portion of a Public Street." was introduced and laid over under a provision of the Charte 22. " City Attorney St. Sure state that a hearing was being held before the State Railroad Commission on the matter of fixing of water rates in the various cities on this side of the Bay and asked that a sum not to exceed 0500.00 be flowed him to procure and prepare the necessary m terlals in order to present 351 3 52 February 6th, 1917. 23. •4 1:Tr. St. Sure stated also that the case of E. B. & A. L. Stone, vs. the City of Alameda would soon be tried in court and that it was necessary for him to have some additional information on the subect, Ir. Hammond moved that the sum of 0100,00 be allowed, seconded by Mx. Walker and on roll call carried unanimously. 24. Mr. Roth stated that it was advisable to have a nine foot sidewalk placed in front of the Helen Fraser property at the corner of Willow Street and. Lincoln Avenue and moved that the Street Superintendent lay a sidewalk of that width toether with the curb, seconded by Lir. Probst and c,_rried. 25. / Mr. Probst moved that the City Attorney be instructed to prepare an ordinance abolishing licenses on drays, seconded by Mr. Hammond and carried. 26. fr/ Mr. Roth called attention to a request that had been made to prohibit peddlers from coming into Alameda from Oakland and asked that an ordinance to that effect be prepared. The matter was referrred to the City Attorney. There being no further business to transact, the Council adjourned to meet in regular session, Tuesday eyening, February 20th, 1917, at 8 o'clock.
