4 REGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA TUESDAY EVENING, APRIL 17TH, 1917. The meeting convened at 8:10_1'. M. with Council-president Roth in the chair. The roll was called and Councilmen Hammond, Majors, Morzbis, Probst, Smith, Stewart, Walker and President Roth, (8) were noted present. Absent: Councilman Allan (1). The Minutes of the previous regular meeting were approved as read. Messrs. George L. Dillman, Greene Majors, W. H. Noy, Frank Otis and E. J. Probst, the newly elected Councilmen, took the Oath of Office and were seated as members of the new Council. Mr. Noy moved that Mt Otis be made temporary Chairman, seconded by Mr. DilIman and carried. 1/ Mr. Otis then stated that the first proceeding of the evening would be the selection of the officers of the new governme Mt Probst there- upon introduced the following Resolution and moved its adoption:- '"Resolution No. 32, Electing Greene Majors, President of the Council." Mr. Dillman seconded the motion to adopt the Resolution and on roll call it was adopted and pzsed by the following vote:- Ayes:Councilmen Dillman, Noy, Otis and Probst, (4). Noes:None. Excused from voting: Councilman Majors, (1) Mr. Otis then surrendered the chair as temporary chairman and Mr. Majors assumed the presidency of the Council Mr. Majors addressed the members of the Council and the citizens present thanking them for the honor that had been bestowed upon him and pledging his unqualified attention to the duties of the office and to co-operation, peace and harmony in the Council. He then called upon members of the retiring Board for a few words Meists. Conrad Roth, G. W. Stewart and Leo Smith responded with words of congratulation and goodwill President Majors then called the meeting to order and on roll call the following were noted present:- Councilmen Dillman, Noy, Otis Probst and President Majors, (5). 41 Mr. Noy introduced the following Resolution and moved its adoption:- "Resolution No. 33. Electing Geo. L. Dillman Vice-president of the Coun Mr. Probst seconded the motion to adopt the Resolution and on roll call it s adopted and passed by the following vote:- Ayes:Councilmen Noy, Otis Probst and President Majors, (4). Noes:None. Exbusing from voting: Counci man Dillman (1). 4, 7 Mt. Otis introduced the following Resolution and moved its adoption; "Resolution No. 34. Appointing A. F. St. Sure, City Attorney." Mr. Probst seconded the motion to adopt the Resolution and on roll call it 0 )7 April 17th, 1917. Mr. Majors introduced the following Resolution and moved its adoption: "Resolution No. 35. Appointing R. E. Bosshard, City Clerk." Mr, Probst seconded the motion to adopt the Resolution and on roll call it was adopted and passed by the following vote:- Ayes :Councilmen Dillman, Noy, Otis, Probst and President Majors, (5). Noes:None. Absent :None. 6. ✓ As the first official act of the newly or nixed government, Mr. Otis introduced the following Resolution and moved its adoption : - "Resolution No. 36. Pledging Loyalty to the Government of the United States and Offering the Support of the Municipal Government." Mr. Diliman seconded the motion to adopt the Resolution and on roll call it was adopted and passed by the following vote : - Ayes :Councilmen Dillman, Noy, Otis, Probst and President Majors, (5). Noes:None. Absent :None. President Majors then called for remarks from the members of the newly elected Council, whereupon Messrs Noy, Otis, Probst and Diliman responded, each declaring himself in favor of all that will be helpful to the develop- ment of the City of Alameda. Mr. Probst introduced the following Resolution and moved its adoption : - "Resolution No. 37. Transferring $70.00 from the General F d to the Police Pension Fund." Mr. Noy seconded the motion to adopt the Resolution and on roll call it was adopted and passed by the following vote : - Ayes :Councilmen Dillman, Noy, Otis, Probst and President Majors, (5). Noes :None. Absent :None. 8. Mr. Probst introduced the following Resolution and moved its adoption:- "Resolution No. 380 Transferring ;280.00 from the General Fund to the Police Pension Fund," Mr, Otis seconded the motion to adopt the Resolution and on roll call it was adopted and passed by the following vote : - Ayes :Councilmen Dillman, Noy, Otis, Probst and President Majors, (5). Noes:None. Absent :None. Claims against the General Fund amounting to $2815.12; against the Police Fund amounting to 0114.421 . against the Fire Fund amounting to $3540.17; against the Street Fund amounting to $1903.69; against the Health Department amounting to $242.91; against the Recreation Fund amounting to 015.85; against the Relief Fund amounting to 074.40 and against Municipal Improve- ment Fund No. 11 amounting to 0224.61 having been approved and audited by the proper officials were read by the Clerk as follows: GENERAL FUND. Lubbock as Treasurer and Tax Collector. Ordered filed. 10, 1./' The bonds of Auditor and it.sessor, Fred J. Croll; City Attorney A. F. St. Sure; City Clerk R. E. Bosshard; Mayor, Greene Majors and Treasurer and. Tax Collector, 0 Lubbock were presented and on motion of Mr. Probst seconded by Mr. Otis, declared approved. The following communications were received: 1// From the North Side Improvem club congratulat he newly elected members of the Council and wishing them a successful administration. Ordered filed. 12. From the North Side Improvement Club urging the chz,e of the name of Oakland Harbor, to that of Oakland-Alameda Harbor, in order that the City of 4176 April 17th,1917 up at some future meeting. 13. pi ,. From Barnes & Tibbitts, requesting the closing of the streets lying between Grand Street, Clement Avenue, Chestnut Street and the Estuary, and for the removal of the sewer which now passes thro h the above described land. Referred to City Attorney St. Sure and Street Superintendent V. M. Frodden to report back. 14. / From Commissioner of Revenue and Finance E. B. Bullock, stating that he had made a loan on April 17th of 415,000 to the Oakland Bank of Savings. Ordered filed. Also, that on April 5th he had made a loan of $34,000 to the Italian - American :nk. Ordered filed. Both loans were secured by the necessary bonds. - From Chas. R. P e, requesting the placing of a sewer in the eouth end of Bay Street. Referred to the Street Superintendent City Engineer to report back to the Council. 16. ✓` From the Board of Police and Fire Commissioners,, recommending the sale of five fire horses, one horse drawn chemical engine, one horse drawn hose wagon, one set of running gears and one set of miscellaneous harness. Mr. Probst moved that the Clerk be i trusted to advertise the me of the above / at auction, seconded by Mr. tis and carried. 17. ✓ From the Board of Police and Fire Commissioners advising the Council that the Board had entered into a contract with the Seagrave Automobile Comp for the purchase of one triple combination chemical engine and hose wagon with booster p , for the sum of $6,000. Ordered filed, From the Health Officer announcing the appointment of Byron H. as Assistant Veterinarian and Food Inspector. Ordered filed. From Senator George J. Hans, submitting a copy of the amended assembly bill No. 206, which bill would amend the Tidelands Act of 1913. Ordered filed. From S uel Hillman,asking for a gratuitous license to peddle junk. As the same bore the endorsement of John Conrad, Chief of Police, Mr. Probst moved that the request be granted, seconded by Mr. Otis and carried. 20. From Frank Jacobs, requesing a gratuitous license to conduct a cleaning establishment at 2325 Santa Clara Avenue. As the same did not bear the endorsement of the Chief of Police, Mr. Otis moved that the request be denied., seconded by Mr. Probst and carried. 21, ✓ From the Board of Education, in the form of a Resoluti ©n, requesting that Dr, Kate P. Van Orden be given a four months 1 ve of absence from the city. Mr. Probst moved that Dr. Van Orden be granted such lea , seconded by Mr. Diliman and on roll call carried unanimously. 22• / From the Oakland Waterfront Company submitting an amended re quest for lease of the tidelands lying south of the Alameda Mole and west of the City of Alameda. The request was accompanied by a map showing the lines along which it is proposed to erect a levee which April 17th, 1917 channel to be dug in the Company's land lying east of Webster Street. Otis moved that the Council meet as a Committee of the Whole on Thursday evening, April 26th, for the purpose of discussing the Company's request, seconded by Mr. Dillman and carried. 23. The determination of the acceptance or non-acceptance of St. Margarets Court in the Mininger Tract having been referred to the new Council, the matter ,-s brought up. Mr. Probst moved that St. Margarete Court be ae cepted as a public thoroughfare on behalf of the public seconded by Mr. Otis and carried. Mr. Otis moved that the members of the various retiring Boards be given an opportunity to address the Council and citizens present, seconded by Mr. Probst and carried whereupon Messrs. Al Latham and E. Bevan, members of the former Board of Police and Fire Commissioners spoke. Dr. C. A. McQuesten . member of the former Board of Health likewise made a few remarks.' 24. 117 Mr. Dillman asked if it were possible for the Police and Fire Com- 2 mission to continue in office until the new City Manager had assumed his duties. In response to an enquiry City Attorney St Sure stated that the Police and Fire Commission no longer existed, its power and authority having expired with the old charter. Mr. Otis moved that the Mayor be empowered to appoint such Committees as may be necessary to conduct the affairs of the city, until the selection of the Manager, seconded by Mr. Probst and carried. The business affairs of the evening having been concluded Mr. Majors offered the opportunity to the citizens present to address the assemblage The following persons spoke:-, Nelson G. Welburn; W. A. S. Nicholson; A. E. Ackiom; Dr. Ergo Majors, Dr. Tom Carpenter and Mrs. Greene Majors. There being no further business to transact the Council adjourned to meet in regular session Tuesday evening, May 1, 1917 at 8 o'clock. Respectfal itted, City Clerk.
