REGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA,
Tuesday evening, July 17th, 1917.
The meeting convened at 8:05 P. M. with Councilpresident Greene Majors
presiding.
The roll was called and Councilmen Noy, Otis, Probst and President
Majors were noted present. Absent:Councilman Diliman.
The minutes of the previous meeting were read. Mr. Otis moved that
Paragraph 17 be amended to read "that the City Attorney prepare the necessary
papers for placing on the ballot at the next general municipal election, tho
following propositions:" seconaed by Mr. Probst and car led. With the above
correction the minutes were approved.
/ Mt. Otis introduced tine following Resolution,and. moved. its aaoption:
"Resolution No. 65.
Transferring ;567.31 from the Relief Fund to the General
Fund."
Mr. Probst seconded the motion to adopt the Resolution and oft roll call it
was ado:nted and passed unanimously.
2. Mt. Otis introduced the following Resolution and moved its adoption::
"Resolution No.66.
Creating a Puna to be known as the Park Fund and
Transferring 0140-from the Recreation Fund to the
Park Yund." *
Mt. Probst seconded the motion to adopt the Resolution and on roll call it
was adopted passe d unanimously.
The following were received:
---3t The report of the Municipal Electric Light Plant for the month of
May, 1917. Ordered. filed.
The Auditor s Balance Sheet for the month of June. Ordered filed.
The Affidavit of publication of Delinquent Tax List. Ordered filed.
The Continuation Certificate on the bond of E. J. Simon. Ordered

Mr. Probst introduced the following Resolution and moved its adoption:
"Resolution No. 67.
Instructing City Attorney to File Opposition to
Issuance ot Bonds by East Bay Water Company."
Mr. Noy seconded the motion to adopt the Resolution and on roll call it was
adopted and passed by the following vote:- Ayes:Councilmen Probst, Nay and
President Majors, (b). Noes:None. Excused from voting: Councilman Otis, (1).
Absent:Councilman Diliman, (1).
/ Mr. Otis introduced the following Resolution and moved its adoption:
"Resolution No. 68.
Authorizing the City Manager to Enter into Con-
tracts for General City Work."
Mr. Noy seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.
v/ The following communications were received:
From the Alameda Review submitting an opinion from McPike and MUrray
re the designation of an official newspaper. Ordered filed, Also an opinion

Mr. Probst introduced:the following Resolution and moved its adoption:-
"Resolution No. 69.
Designating Official Newspaper."
Mr. Noy seconded the motion to adopt the Resolution and on roll call it was
adopted by the following vote:- es: Councilmen Noy, Otis and Probst (3).
Noes:None. Excused from voting: President Majors, (1). Abc'ent: Councilman
Dillman (1).
Further communications:
From employees of the Park Department asking for a fifteen per cent
increase in salary. Referred to the City Manager.
From the Palm Beach Athletic Club asking for a permit to conduct an
entertainment'and athletic exhibition on Sunday, July 22nd Mr. Otis moved
that the request be denied, seconded by Mr. Noy and carried.
v. 7 From the City Planning Comniission suggesting to the Council that it
was deemed inadvisable to take any action at present in the matter of closing
Harrison Avenue. Ordered filed. Mr. Probst moved that the matter be deferred
until some future time at which the Council could take the matter up after
looking into the details more fully, seconded by Mr. Otis and carried.
10. From the City Planning Commission asking for an appropriation of
04500.00 for city planning Work far the purpose of making several surveys
of the city. Referred to the Committee of the Whole Meeting.
11. / From the Alameda Rifle and Defense Club inviting the members of the
Council and the City Manager to be present Tuesday evening, July 24th, the
time at which the Club would take the oath of allegiance. Upon motion of Mr
Otis, seconded by Mr. Probst and carried the invitation was accepted.

From the Alameda County Letter Carrierst Association Band asking for
financial assistance so that the organization could attend the National
Association of Letter Carriers' Convention at Dallas Texas. City Attorney
St. Sure advised that the charter prohibited contrubitons of this nature,
whereupon the request was denied.
1. / D. J. Sueell submitted a bond in the sum of 00.00 for permission to
move a house located at 516 Pacific Avenue. City Manager Hewes reported that
the house had already been moved with his permission, whereupon Mr. Otis moved,
seconded by Mr. Noy and carried that the action of the City Manager be con-
firmed.
14. v/ City Manager Hewes called attention to the fact that a Schedule of
Printing for the fiscal year 1917-1918 had been prepared. Mr. Otis moved that
the Schedule be adopted and that the Clerk advertise for bids for the same,
only one insertion,however, of said advertisement to be made, seconded by
Mr. Probst and carried.
lo. / The matter of employing a certific public accountant to audit the
books of the various city officers came before the Council. Messrs. Wm. Dolge,
T. Atkinson and W. H. Cramer spoke on the subject. After considerable
discussion in which members of the Council participated the matter was laid
over to a Committee of the Whole meeting.
16. v' Mr. Probst introduced a Bill entitled
July 17th, 1917.
"A Bill
For Ordinance No. New Series.
Repealing Subdivisions B.C. and-D. of Ordinance No.
65 New Series."
which was laid over under a provision of the Charter.
17. Mr. Probst moved tat the Police Department be instructed not to collect
the license on drays until final action of the Bill had been taken, seconded
by Mr. Noy and carried.
18. v Ylr. Probst introduced a Bill entitled
"A Bill
For Ordinance No. New Series.
To Amend Sections 21 and 22, and Repealing Sections
25 and 26 of Chapter III, Article I, of Ordinance No.
1, New Series, Known as the Municipal Code of the City
of Alameda, Relating to Demands Against the City
Treasurer."
which was laid over under a provision of the Charter.
19, Mr. Probst introduced a Bill entitled
"A Bill
For Ordinance No. New Series.
Consentin to Changing the Looation of the Present Webster
Bridge now Being Maintained by the County of Alameda and the
Board of Supervisors thereof across the Oakland Estuary
Between the Cities of Oakland and Alameda, California, from
its Present Location to the Location as Shown (Shaded in
Both Dark and Light Green) upon that Certain Map entitled
"Location Plan Proposed Joint Bridge to be Erected by
County of Alameda and S. P. Co. Between Oakland and.
Alameda", filed. July 17th, 1917, in the Office of the City
Clerk of the City of Alameda, and Granting to said County
of Alameda, and the Board of Supervisors thereof the Right,
Privilege, Consent and Permission to Construct and. Maintain
the same Along, Across, Over and Upon Webster Street in the
City of Alameda at the location as shown on the Map above
Referred to and Granting to the Said County of Alameda and
the said. Board of Supervisors thereof the right, Privilege,
Consent and. Permission of Contracting with Any Corporation
for the use of such Portions of such Bridge as said Board of
Supervisors may Deem Advisable, and. Consenting to and
Granting the said County of Alameda and the said Board of
Supervisors, the Right, Privilege, Consent and. Permission
of Joining and Contracting with the Southern Pacific
Company, a Corporation, in the Erection and. Maintenance of
such Bridge as a Joint Bridge under the Provisions of that
Certain Act of the Legislature of the State of California,
entitled "An Act Concerning Bridges Across Navigable Streams",
Approved February 25, 1897."
which was laid over under a provision of the Charter.
A map showing the
location of the proposed new bridge accompanied the 111. After some discussion
Mr. Otis moved that the District Lttorney's office be asked to send a representa-
tive to be present at the next regular meeting of the Council to explain the
proposition to the Council, seconded by Mr. Probst and carried.
Claims against the General Fund amounting to 02036.83; against the Police
Fund amountint, to 082.10; against the Fire Fund amounting to 0411.06; against the
Street Fund amounting to 01316.24; against the Health Fund amounting to 056.01;
against the Park Fund amounting to 7.75; against the Recreation Fund amount
ing to $5.05; against Municipal Improvement Pund No. 11, amounting to $8134.65;
and against the Store Fund amounting to 0679.00 having been approved and audited
by the propoer officials were listed by the Clerk as follows:
