REGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA
TUESDAY :EVFNING, SEP TELT:6:ER 4TH, 1917.
The meeting convened at 8:10 P. M. with Council-president Greene
Majors presiding.
The roll was called and Councilmen Dillman, Otis and President Majors
were noted present. Councilman Probst arrived during the reading of the
Minutes and was noted present. Absent:Councilman Noy.
v7 Mr. Diliman moved that the regular order of business be suspended in
order that Captain W. G. Tibbitts might address the Council relative to
the request of his firm for a twenty-five year lease of tidelands fronting
the property being purchased from the Pacific Gas & Electric Company,
seconded by Mr. Otis and carried, The Clerk then read the letter from the
m, after which Captain Tibbitto urged upon the Council the necessity
of giving the matter .immediate attention. The matter was referred to the
next Committee of the Whole meeting.
The Minutes of the provious meeting were approved as read.
The following were received:
The Auditor's Balance Sheet for the month of August, 1917. Ordered
filed.
2. The Bond and Oath of Office of E. O. Heinrich as Chief of Police.
Ordered. filed.
The following communications were received:
b. a From the Union Iron Works Company giving a statement of the amount
of money expended by the Company prior to July 15th, 1917, on the property
leased from the City of Alameda. Ordered filed.
4. / Representatives of the Lyon Storage Company were present and appealed
to the Council for the abolition of, Ordinance No. 23, New Series on the
ground of difficulty in enforcing same impartially. Mr. Probst moved that
it be referred to the City Manager to report back at the next meting of
the Council seconded by Mr. Otis and carried.
Further communications:
5. From Walter H. Cramer accepting the appointment as Certified. Public
Accountant for the period beginnino. December 9, 1916 and ending June 30,
1918, for the consideration of '65.00 per month. Ordered filed.
From the City of San Leandro inviting city officials to be present
on the evening of Friday September 14th, to join in the celebration of the
completion of certain street paving and the lighting of their new electroli
Mr. Otis moved that the invitation be accepted, seconded by Mr. Probst and
carried.

From the State Commission of Immigration and. Housing offering to

From G. W. Christensen asking permission to take his annual vacation of
two weeks commencing September 4th, 1917. Mr. Probst moved that the request
be granted, seconded by Mr. Otis and.carried.
10. v7 From the City Planning Commission recommending the adoption of a
Resolution extending Clement Avenue from Grand Street westerly to the Bay,
subject to the recommendations of the City Manager. Mr. A. F. Heuer, Presi-
dent of the City,Planning Corn1nission,. was present and stated that the City
Planning Commission was very anxious to arranged for the establishment of
a railroad along the north side, nrd urged that the Council take some action.
Mr. Diliman moved that it be the sense of the Council to,give immediate .
attention to any general scheme,as proposed by the City Planning Commission
for the establishment of an industrial highway on the north side and that
the City Manager be instructed to lend all assistance possible to the Commission
to carry out the project, seconded by Mr. Probst and carried.
11. 7 Mr. E. K. Taylor, President of the Home Defence and Rifle Cbrps, address-
ed the Council and urged that anHappropriation of 0100.00 per month be made
for the use of the corps. Mr. Otis moved that the matter be taken up in the
next Committee of the Whole meeting and that the Council meet as such Committee
on the evening of Tuesday, September llth, 1917, seconded by Mr. Probst and
ied.
Mr. Diliman called attention to the fact that the figures on the Council
Chamber door giving the hour of meeting of the Council were incorrect. and moved
that the City Manager make the correction, seconded by Mr. Otis and carried.
12. Mr. Otiw introduced the following Resolution and moved its adoption:-
"Resolution No. 76.
Approving Form of Paytoll Claim."
Mr. Probst seconded the motion to adopt the Resolution and on roll call it
was adopted and passed. unanimously.
16. v Mr. Otis introduced the following Resolution and moved its adoption:-
"Resolution No. 77.
Creating Funds of the City of Alameda."
Mr. Probst seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.
14. v' A Bill entitled
"A Bill
For Ordinance No. , New Series.
Regulating the Sale of Bread in the City of Alameda,
Prescribing the Standard Weight of Loaves Thereof, and.
Providing a Penalty for the Violation Thereof."
came up for passage. Mr. 2tobst moved that the Ordinance be adopted, seconded.
by Mr. Otis and on roll call carried unanimously.

during the month of August and was entitled to an additional
services. Mr. Probst moved that Mr. Wahmuth be paid the
extra 050.00 and that the bilisas listed be paid, seconded by Mr. Otis and
on roll call carried ammimously.

Mr. Dillman moved that the City Manager ascertain what Ordinances
of the City of Alameda had become inoperative with a view of making recomm
tions towards their repeal
seconded by Mr. Otis and carried.
There being no further business to transact the Council adjourned to
meet in regular session Tuesday evening, September 17th, 1917, at 8 o'clock.
