REGULAR MEET= OF THE COUNCIL OP THE CITY OP

he meeting convened at 6:05 P. M. with Council-Tre ident Greene.
Majo presiding.
The roll was called and Councilmen Dillman, Otis, Probst and.
President Majors were noted present. Absent:Councilman Noy.
The Minutes of the previous meeting were approved as read.
/' Mr. Oti introduced the following Resolution and moved'its
adoption:-
"REsolution No. 78.
Transferring 5,626.65 from the Electric Light Fund
. - to the General Fund."
Mr. Probst seconded the motion to adopt the Resolution and on roll
call it was adopted and Passed unanimously.

2. / 4. statement from the State Comepnsation Insurance Fund giving
the amount of the return promiumof ,;299.63 on Policy Ho. 16674. Ordered

6. From the Oaklend City Council in the form of a Resolution
announcing the calling of a meeting of officials on eptember 12th, 1917
at 2 P. M. in the Council Chamber, City Hall, for the purpose of emPley-
im): an exert to assist in the rate cases before the State Railroad
Commission. Ordered filed.
4. From the City Attorney of Oakland, Berkeley and Alameda stating
that they aid not deem it expedient at the present time for the cities
to jointly hire special counsel or sepcial experts and makin certain
recommen'dations for the crrying on of the protest against the propo-sed
increase of trans)ortation rates now being held before the State Rail-
road. Commission. Referred to the Citl. Manager.

renue, Mr. Probst moved that the matter be referred. to
the City Planning Commission to report bac?:: at the next meeting of the
Council, seconded by 7r. Otia and carried.
6. From Walter H. Cramer giving his report on the auditing of the
city's books covering the period from December 9th, 1916 to June 00th,
1917. Ordered filed.
From the League of California Municipalities inviting the city
officials to attend the convention to be held. in Santa Rosa from September
24-th to 29th, 1917. Mr. Probst moved that the invitation be
seconded hy Jr. Dilim,n and carried.

8. / Mr. Otis introduced the following 1?esolution and moved its adoption:

Fixing Tax Levy for the year 19 1 18."
Mr. Probst urged that a sufficient sum to open the industrial highway
along the north side be included in the tax levy and made a motion to that
effect. There was no second however, and the motion was to

Avenue and that the sum be included in the tam levy. He moved toamand the
Resolution be adding the sum of forty cents to the proposed tax levy
seconded by Mr. Probst and loot be the following vote:- Ayes:COuncilmen
Otis and Probt, (2). Noes:Councilman Dillman and President Majors (2).

10. / Mr. A. F. Heuer urged an appropriatioh for the Home Defense and
Rifle Corps and after some discauesion Mt. Dillmaa moved that the
appropriation be denied, seconded by Mr. Otis'and carried.
11. i The original Resolution fixing the tax levy for the year 1917
was then put and carried by the following vote: Ayes:Councilmen DilIm
Otis, Probst and. President Majors (4). Noes:None. Ab-ent:CounciIman
Noy. (1).
City Manager Hewes reported tbat he deemed it a xisable to repeal
Ordinance No 23, New Series, a request for the same having been made
at the previous meeting of the Council. It was found that it was difficult
to impartially enforce the same. Vihereupon A Bill entitled

Repealing Ordinance No. 1 New Series."
was introduced and laid over under a. provision of the Charter.

Ordinance be adopted, seconded by Mr. Otis and carried unanimously.

Mr, Probst moved that the claims as listed be paid, seconded by Mr.
Diliman and on roll call carried unanimously.
12. L, Ur. Diliman moved that the sum of '..,;60.00 per year be appropriated toward
the salary of a play supervisor for the California Girls' Training Home in
West Alameda. A sum was to be provided by the Board of Educatio
seconded by Mr. Otis and carried by the following vote:- Ayes:Councilmen
Diliman, Otis and President Majors, (3). Noes:Councilman Probst, (1).
Absent:Councilman Noy, (1).
13. / Mr. Diliman moved that it be the sense of the Council that Barnes
Tibbitts be given the preference in the matter of leasing the tide lands lying
in front of the property being purchased by them between Grand Street and.
Chestnut Street, north of Clement Avenue, seconded by Mr. Probst and carried.
14. / ivI. Probst moved that the City Manager procure all data possible on the
matter of charging rates for tide lands leased by the City to abutting
property owners aLa report back to the Council seconded by Mr. Otis and carried.
15. / City Manager Hewes submitted a report of the Street Superintendent on
the improvement of streets and asked that the same be filed. On motion of LIT. Probst
seconded by Mx. Otis and carried, it 74a ordered filed.
There being no nrthor business to transact the Council adjourned. to
meet in regular session Tuesday evening, October 2nd, 1917, at 8 o'clock.
