JANUARY 28TH, 1919,
1Y EVENING,
The roll was called and Councilmen Latham, Noy and Otis were noted present.
Absent: Councilman Probst and President Majors.
Because of the absence of both Coancil-president Majors and Vice-president
Probst Mr. Latham moved that Mr. Otis perform the duties of President of the
Council seconded by Mr. Noy and carried. Mr. Otis thereupon took the chair.
1. Mr. Latham introduced the following Resolution and moved its adoption:
"Resolution No-. 185,
Submitting Certain Proposals by the Council for AmenC,ing
the Charter of the City of Alameda, to be Voted upon
at the General Municipal Election March 11, 1919."
Mr. Noy seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.
2. / Er. Latham moved that the Clerk prepare a synopsis of the changes to the
Charter, and send a copy of the same with each sample ballot :Dix! the general
municipal election to be held TuesCay, March llth, 1919, sedonded by Mr. Noy
and carried.
There being no farther business to transact the Council adjourned to .meet
in regular session Tuesday evening, February 4th, 1919, at 8 o'clock.

REGULAR ME-2J2ING OF TEE COUNCIL OF THE CITY OF ALAMEDA,
TULSDAY EVENING, FEBRUARY 4TH, 1919,
The Meeting convened at 8:12 p. m. with Council Vicepresident Probtt'presiding.
The roll was called and Councilmen Latham, Noy, Otis and Probst were
noted present. Absent: Council-president Majors.
The minutes of the regular meeting of January 21st 1919 were approved as
read.
The minutes of the adjourned regular meeting of Jamur 27th, were
approved as read.
The minutes of the adjourned regular meeting of January 20th, 1919 were
Llpproved as read.
The following were received:
e report of the Industrial Railway for the six months ending December

The reports of tne Municipal Electric Light Plant for the months of
October and November, 1910. Ordered filed.
The AUditors Balance Sheet for the month of January, 1919. Ordered
filed.

The AffidEvit of Publication of Resolution No, 185. Ordered filed.
0. Mr. Otis introduced the following Resolution and moved its adoption:
'Resolution :To. 186.
Transferring q5,380.47 from the Electric Light Fund
to the General Fund.

Mr. Noy seconaed the motion to adopt the Resolution and on roll cell it was
adopted and assed unanimously.
/ W. T. Moreau addressed the Council relative to the payment of delinquency
on the tax bill on the Pacific Coast Borax Company's holdings in Alameda. He pro-
duced affidavits satisfying the Council that the check had, been sent at the proper
time but had. been lost. Arrangements were made by which he would pay the de-
linquency to the treasurer and action would be taken at the next regular meeting
of the Council authorizing the Council to refund the amount paid.
The following communication were received:

6. From the Alameda Improvement Club su1mitting a resolution adopted
by that organization endorsing the movement to donate six months' salary to the
army and navy forces and req uestin that petition be sent urging the adoption of
such a measure. Mr. H. F. Schlich-bing spoke to The subject,whereupon Hr.
Latham introduced the following 'resolution end moved its adoption:
"Resolution No. 187.
"Endorsing the Movement to Donate Six Months Salary
to the Members of the Army and Navy Who hate re-
ceived Honorable Discharge."
Mr. Noy seconded the motion to adopt the Resolution and on roll call it was adopted
and passed unanimously.
