TUESDAY EVT7T=G, SEPTET:DER 16 Til, 1919.
The meeting convened at 8:0)5 p. m. with Council-president Otis presiding.
The roll was called and Councilmen Latham, roy, Probst and President Otis
were noted present. Absent: Councilman Majors.
The minutes of the previous meeting were approved as read.
The folloydno- was received:
The bond and Permit of the American Dredging CornDany for dredging work. on
Tract 45 and a pol:tion of the tidelands west of Alameda. Ordered filed.
The following communications were received:
2. if From various residents of Alameda, the Alameda Chamber of Commerce and. the
Dark, Street Merchants Association endorsing the inclusion of ;5,000 in the budget
for Publicity work. Also, a communication from the Alameda Improvement Club taking
eutral attitude on the same. Ordered filed.
From City Attorney Locke giving an opinion to the effect that the Railroad
Caaaission was within its power to increase the commutation rates on the Southern
Pacific Lines, as made on the 1st day of September, 1919. Ordered filed.

From E. B. & A. L. Stone Company requesting ion to erect certain
levees and make certain excavations in order to reclaim approximately 1,000
acres of tideland fronting on San Leandro Bay and lying on Bay arm Island,
As the same was accompanied. by a bond in the sum of 5,000, Ur. Latham moved that the
permit be granted, seconded by Mr. Probst and on roll call, carried waanimously.
Mr. Probst introduced the following resolution and moved its adoption:
"Resolution No. 242.
Fixing Tax Levy for the Year 1919_1920.t
Mx. Latham seconded the motion to adopt the Resolution and on roll call it was
adopted and Passed unanimously.
Mr. Latham introduced the following ?Le solution and moved its adoption:
"Resolution No. 243.
Fixing Salaries of the Members of the Police Department; Fire
Department; Bark Department;; Health Department; Street Depart-
ment: City Clerk's Department and the Auditor's Department."
Er. Probst seconded the motion to adopt the Resolution and on roll call it was adopted
and passed unanimously.
7. V A Bill entitled
"A Bill
For Ordinance No. New Series.
Amending Section 758 of the Municipal Code relative
to Bathing, by defining a "Standard Bathing Dress."
came up for consideration. Ur. Latham moved that it lay on the table, seconded by
Mr. Probst and carried.
8. A Bill entitled
"A Bill
For Ordinance Eo. New Series.
Declaring all Building Wherein or Upon which Gambling
is conducted to be Public Nuisances; and. Providing for
the abatement and. Suppression of such nuisances."
came up for passage and was read by the Clerk. Ur. Latham moved that the Ordinance
be adopted seConded by Mr. Probst and on roll call carried unanimously.

Fund amounting to ,123.03; against the Fire Fund amounting. to :152.60; against the
Street Fund amounting to 04159.73; against the Health Fund amounting to 023.50;
against the Recreation Fund amounting to 037.18; against the Relief Fund amounting
to 071.00; against the Store Fund amounting to 013.50 and against the Electric Light

Mr. Lathat moved that the claims as listed be paid, seconded by Mr. Noy and on
roll call carried unanjmously.
Mr. Hewe reported on the application of Mrs. J. S. Dollivor for the re-classifica-
tion of rroperty situate at 1820 Clinton Avenue fraa a Class 1 to a Class II District.
As he recommended it be allowed, Mr. Probst moved that the permit be granted,
seconded by Mr. Latham and carried.
Mr. Probst introduced the following Resolution and moved tts adoption:
"Resolution No. 244.
Changing Premises known as 1820 Clinton Avenue from a
Single Family Residence District, Class 1, to a Flat,
Tenement, etc. District, Class II."
Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted,
and passed. unanimously.
MR. Ben F. Lamborn addressed the Council prote A3 against the increase in the
tax levy.
10. ' Mr, Latham called attention to the order reeuiring the removal of the structures
along the south side of the Estuary, between Park Street Bridge and. the Fruitvale /Ivenue
Bridge and reauested that the City ,ianager and City Attorney take such steps as may be
necessary to procure from the Government, the Government's interest in the land lying

jacent to Hal-ri
on Avenue so that this latter stre-t may be closed.
11./ 1Tewes stated that inc had received a communication from Pollard and
requestie a lease of the land adjacent to Lincoln Park for ariairplane landing. The
matter was ree':erred to the City Mana.fex to report on at the next meeting of the Council.
12. lir. Howe )rought up the matter of the widening of Crist Street at Regent Street
Ur. 2robst moved that the City Manaeor and City Attorney take the necessary steps to affect
the desired improvement, seconded by Mr. Latham and carried.

tion relative to the tax rate, seconded by Ltr. Probst and carried.
