REGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA,
TUESDAY EVENING, OCTOBER 21ST, 1919.
The meeting was called to order by Council Vice-president :Probst at
8:05 p. m.
The roll was called and Councilmen Latham, Uaors, Noy and Probst (4) were noted
present. Absent:Council-president Otis, (1).
The Minutes of the previous meeting were approved as read.
The Clerk stated that there had been filed in his office on October 2nd, 1919,
a petition signed by more than twenty-five per cent of the property owners within a
radius of six hundred feet of the lot situate at 1323 Santa Clara Avenue, requesting
that said lot be re-districted from a. Class I to a Class II district. A certificate
showing due posting of notice as required by Ordinance No. 149, New Series was present-
ed and ordered filed. As the time set in the notice provided for a hearing on this
evening, Council Vice-president Probst asked if there were any persons present who
Objected to the proposed change. No objectors appeared. Mr. W. S. Fle ng owner
of the property, appeared and briefly presented the facts to the members of the
Council, whereupon Mr. Latham introduced the following Resolution and moved its
adoption:
"Resolution No. 248.
Changing Premises Known as 1323 Santa Clara Avenue.
from a single family residence District to a Flat,tenement,Class II District."
Mr. Noy seconded the motion to adopt the Resolution and on roll call it was adopted
and passed unanimously.

on behalf of the owner of the property, appeared and briefly presented the facts
to the members of the council, whereupon Mr. Latham introduced the following
Resolution and moved its adoption:
"Resolution No. 249.
Changing Premises known as 2433 Webb Avenue from
a Single family Residence Class I district, to
a flat, tenement, Class II district."
Mr. Majors seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.
3. The Clerk stated that there had been filed in his office on October 10th,
1919, a petition signed by more than twenty-five per cent of the property owners
with a radius of six hundred feet of the lot situate at 1237 Broadway requesting
that said lot be re-districted from a Class I to a Class II district. A uertifi-
cate showing due posting of notice as required by Ordinance No. 149, New Series,
was presented and ordered filed. As the time set in the notice provided for a
hearing on this evening, Council Vice-president Probst asked if there were any

J. L. Ford, owner of the property, appeared and briefly presented the facts to the
members of the Council whereupon Mr. Latham introduced the following Resolution
and moved its adoption:
"Resolution No. 250.
Changing Premises known as 1237 Broadway from a single
family residence district to a flat, tenement, Class
II District."
Mr. Majors seconded the resolution and on roll call it was adopted and passed
unanimously.
4. / Mr. Majors introduced the following resolution and moved its adoption:
"Resolution No. 251.
Transferring 011,802.04 from the Unapportioned.
Tax Fund to Various Fund.s"
Mr. Noy seconded the motion to adopt the Resolution and on roll call it was adopted
and passed unanimously.
The following were received:
The 40th Annual Report of the Board of Library Trustees. Ordered filed.
The apportionment of personal property taxes for the year 1919-1920.
Ordered filed.
Statement from the State Compensation Insurance Fund giving the net
dividend on the earned premium of 1918. Ordered filed.
Sixteen jitney licenses issued under Emergency Ordinance No, 154,
New Series, together with the Auditor's receipt for 080.00. Ordered filed.
A copy of the injunction issued by the District Court of the United
States to the San Francisco, Oakland Terminal Railways against the members of the
Union. Ordered filed.
The following communications were received:
From the Mayor, Auditor and City Manager stating that they had counted
the money in the office of the treasurer on October 15th, 1919. Ordered filed.
10. From the City Manager Association, inviting the Mayor and members of
the Council to attend the City Managers' AssoctAion Convention, to be held in
Indianapolis, October 27-29th. Ordered filed.
11. v/ From City Manager Hewes, and. City Attorney Locke, statinr, that the
city was not liable for the water standing on the Ghiglione property. The
Clerk was instructed to send a cpy of these letters to Mr. Angelo() Ghiglione.
12. r' From City Manager Hewes, and Henry F. Fortmann, President of the Alaska
Packers Association, relating to the closing of streets within the property
owned by the Association and the easement desired by the city for the municipal
railway. The matter was laid over to the next meeting of the council.
13. From the Alameda Improvement Club, suggesting that Eagle Avenue be
extended from the Southern Pacific right of way to ebster Street. The matter was
referred to the city attorney and city manager.
la. /' From the City Planning Commission submitting a resolution adopted
recommending thopurchase of the distributing system of the East Bay Water Company.
Ordered filed.
15. V Mr. Latham introduced the following resolution and moved its adoption:

16. mr. F. J. Luce, addressed the members of the council requesting that Samuel
Orr, and7 employee of the Park Department, be re-instated to his old position, as
gardener. He was referred to the city manager.
17. Mr. Latham called attention to the fact that the proposed meeting on the tide-
lands matter which had been set for November llth,1919, falls on a holiday, and
moved that the meeting be postponed to the following neght, on the 12th of November,
and that all parties interested be so notified, seconded by Mr. Noy and carried.
18. .7 Er. Latham called attention to the need of a station for the patrons of the
Southern Pacific Company at Fernside Boulevard and High Street and moved that the
city manager instruct the Southern Pacific Company to build such a station at once,
seconded by Mr. Noy and carried.
Claims against the General Fund amounting to 0273.16; against the Police
Fund amounting to 0264.91; against the Fire Fund amounting to 0171.9 against the
Street Fund amounting to 02011.14; against the Health Fund amounting to 017.62;
against the Recreation Fund amounting to 0227.68; against the Store Fund amounting
to 0296.88; against the Relief Fund amounting to 027.50 and against Muncipal
Improvement Fund No. 11, amounting to 018.66 having been approved and audited by
the proper officials were listed by the Clerk as follows:

Mr. Latham moved that the claims as listed be paid, seconded by Mr. Noy and
on roll call carried unanimously.
There being no further business to transact the Council adjourned to meet in
regular session Tuesday evenin
November 4th, 1919, at 8 o'clock.
