The meeting convened at 8:00 o'clock P. M. with President Weichhart presiding.
ROLL CALL:
1. The roll was called and Councilmen Carrington, Godfrey, Maurer, Morris and Presi-
dent Weichhart, (5), were noted present. Absent: None,

2. A request was presented by Mr. G. M. Bowe, Oakland, for a permit to move a two-
story residence situated on the northwest corner of Central Avenue and Everett Street,
to a lot on the south side of Central Avenue, approximately 54 feet east of Grove
Street. There being no objections, Councilman Morris suggested this matter be referred
to "New Business".
ORAL COMMUNICATIONS:
3. The City Manager reported to the Council on the matter referred to him at the meet-
ing of June 18, 1940, regarding congestion of traffic and obstructions that meet Oakland
bound traffic from Alameda in the vicinity of the Oakland entrance to Posey Tube. A
letter has been forwarded to City Manager Hassler of Oaklatd and to Mr. Marr, Planning
Engineer, regarding this condition. A reply has been received from these officials
stating the matter would be investigated and the City of Alameda advised of their find-
ings.
REPORTS OF COMMITTEES:
4. From Charles M. Romanowitz, member of the Public Utilities Board, requesting a
leave of absence from the State of California for a period of thirty days, beginning
June 21, 1940. Councilman Carrington moved that Mr. Romanowitz be granted the re-
quested leave of absence, seconded by Councilman Morris and on roll call carried by
the following vote. Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and Presi-
dent Weichhart, (5). Noes: None. Absent: None.
5. From the City Manager, reporting on the matter of a request from Mrs. Irma Hageman
545 E. 14th Street, Oakland, for the City to lease to her certain property lying be-
tween the Golden Gate Gun Club and the Naval Air Station for the purpose of erecting
a lunch room, lockers and bar. It was the recommendation of the City Manager that this
property be not leased at this time, as future developments might indicate a demand for
other purposes.
Councilman Godfrey moved that the City Manager's recommendation be adopted and the re-
quest of Mrs. Hageman be denied, seconded by Councilman Carrington and on roll call
carried by the following vote. Ayes: Councilmen Carrington, Godfrey, Maurer, Morris
and President Weichhart, (5). Noes: None. Absent: None.
ORDINANCES INTRODUCED:
6. Councilman Morris introduced the following ordinance, after which it was laid over
according to law and the Charter:

Adding Section 17-344 to the Alameda Municipal Code,
Establishing Fifteen Minute Parking Limits."
NEW BUSINESS:
7. Councilman Morris moved that the request of G. Y. Bowe for a permit to move a house
from the northwest corner of Everett Street and Central Avenue to a location approximately
fifty-four feet east of Grove Street on the south side of Central Avenue be granted, sub-
ject to full compliance with all the provisions and regulations of the Municipal Code
governing such procedure. The motion was seconded by Councilman Maurer.
Mr. F. S. Collischonn, owner of the house, explained to the Council more in detail re-
garding the proposed moving of his home. Councilman Godfrey inquired if the motion as
stated satisfactorily covers such an undertaking. After examination of the Code by the
City Attorney, the motion was deemed correct.
Roll was then called and the motion carried by the following vote. Ayes: Councilmen
Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None, Absent:
None.
Councilman Morris requested a prompt investigation be made to determine whether the
type of stretcher which is now used by the City of Alameda for emergency purposes is the
best than can be procured, keeping in mind not only that it meets the requirements of
health regulations but ascertaining what is the best of its kind. It is his understand-
ing there is considerable sag in our present equipment, which condition might be fatal
to a person suffering from internal injuries. The City Manager said he would look into
the matter immediately.
9. Councilman Morris asked about the operation of the two taxi companies in Alameda,
inquiring if they were being regulated to the City's best ability. He spoke of the
frequent seeming excessive rate of speed of these cabs. The City Manager assured
Councilman Morris that the City was diligent in checking all City regulations.
RESOLUTIONS:
10. Councilman Maurer introduced and moved the adoption of
"Resolution No. 2495
Transferring $640.00 from Budget account 70b, General
Miscellaneous, to Budget Account 132, City Manager."
Councilman Morris seconded the motion and on roll call carried by the following vote.
Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5).
Noes: None. Absent: None.
11. Councilman Godfrey introduced and moved the adoption of
"Resolution No. 2496
Transferring $400.00 from Budget Account 70b, General
Miscellaneous, to Budget Account 136, Auditor and
Assessor."
Councilman Carrington seconded the motion and on roll call carried by the following
vote. Ayes: Councilman Carrington, Godfrey, Maurer, Morris and President Weichhart
(5). Noes: None. Absent: None.
12. Councilman Carrington introduced and moved the adoption of
"Resolution No. 2497
Transferring $1,121.10 from the Initiative Relief
Fund to the General Fund of the City of Alameda."
Councilman Maurer seconded the motion and on roll call carried by the following vote.
Ayes: Councilman Carrington, Godfrey, Maurer, Morris and President Weichhart, (5).
Noes: None. Absent: None.
13. Councilman Morris introduced and moved the adoption of
"Resolution No. 2498
Approving Contract with Goodell & Henry, Certified
Public Accountants and Authorizing the Execution
Thereof."
Councilman Godfrey seconded the motion and on roll call carried by the following vote.
Ayes: Councilman Carrington, Godfrey, Maurer, Morris and President Weichhart, (5).
Noes: None. Absent: None.
14. Councilman Maurer introduced and moved the adoption of
"Resolution No. 2499
Authorizing Extension of Time for Joint Operation
with County of Alameda of Fruitvale Avenue Bridge;
Approving Form and Authorizing Execution of Fifth
Supplemental Agreement."
Councilman Godfrey seconded the motion and on roll call carried by the following vote.
Ayes: Councilman Carrington, Godfrey, Maurer, Morris and President Weichhart, (5)

The City Manager and the City Attorney discussed the possibility of the City being
reimbursed for moneys expended for operation of the Fruitvale Avenue Bridge if the
United States Government should lost the suit now pending and be required to assume
operation of the Bridge in the future.
Councilman Godfrey inquired if the transfers put through at this meeting cover all
usually made at the end of the fiscal year. It was explained that the usual transfers
in and out of the Library Fund did not, under our present charter provision, have to
be made any longer.

Councilman Morris moved that the claims and bills against the City in the amounts
listed and itemized in the List of Claims filed with the City Clerk on June 25,
1940 including the addition of a bill payable to Alameda Times -Star in the amount
of $27.55, which was presented to the Council at this meeting, be allowed and paid.
The motion was seconded by Councilman Godfrey and on roll call carried by the fol-
lowing vote. Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President
Weichhart, (5). Noes: None. Absent: None.
24. There being no further business to come before the Council, the meeting adjourned
to meet in regular session on Tuesday evening, July 2, 1940.
