HELD THURSDAY AUGUST 13, 1981
The meeting convened at 2:00 p.m. with President Corica presiding.
ROLL CALL: Present: Councilmen DiDment, Gorman, Sherratt, Stone, and President
Corica - 5.
Absent: None.
81-537 Discussion of development of the proposed Industrial-Business Park in
Tract 4500, Harbor Bay Isle.
Ron Cowan, representing Harbor Bay Isle Associates, expressed appreciation for
an opportunity to report on efforts to develop a Research Park in the proposed
Industrial-Business Park in Tract 4500 and summarized recent developments in the
Biotechnological Research Field and background and problems relative to such develop-
ment.
Mr. Cowan further stated that new legislation was introduced as amendments to
AB 106 which would establish the California Biotechnology Research Facilities
Bond Authority that would be empowered to: 1) Designate a special geographic
site for development of a scientific research park; 2) Designate a nonprofit
corporation or institute to provide interface between academic and business sectors;
and 3) Establish a public authority to issue tax exempt revenue bonds to facilitate
development of the research park.
Mr. Cowan stated that the bill does not address the site location but establishes
certain criteria such as requirements for proximity to a major airport and financial
center and availability of housing and metropolitan transportation. He noted
the Harbor Bay Isle site uniquely qualifies and that he would like to make an
application if the legislation is passed. He explained that the site would have
to win designation on its own merits.
President Corica stated that he was very interested in getting the Industrial
Park developed as quickly as possible because the sooner it is developed, the
sooner the City of Alameda will realize revenues and that if the Council approved
the concept and concurs, we let our legislators know.
Mr. Cowan suggested it might be helpful if Assemblymen Elihu Harris and Bill Lockyer
were asked to take an interest.
Councilmembers Diament, Gorman, Sherratt, and Stone spoke in support of the concept
and appropriateness of proposed land use for the site, and it was the consensus
of Council that the appropriate legislators and political bodies be contacted
to indicate the Council's position.
There being no further business to come before the meeting, the Council adjourned
at 2:55 p.m.
