1981-09-23 Special CC MeetingSPECIAL MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA HELD TUESDAY SEPTEMBER 23, 1981 The meeting convened at 10:00 a.m. with President Corica presiding. ROLL CALL: Present: Councilmen Diament, Gorman, Sherratt, Stone, and President Corica - 5. Absent: None. 81 -622 Councilman Stone made a motion, seconded by Councilman Diament, that the Council adjourn to an Executive Session for discussion of personnel and litigation matters; the motion carried on unanimous voice vote - 5. At the conclusion of discussion, Councilman Sherratt made a motion, seconded by Councilman Diament, that the Council reconvene the Special Meeting; the motion carried by unanimous voice vote - 5. RESOLUTIONS 81 -623 Resolution No. 9616 "Salary- Classification resolution - unrepresented employees 7 -1 -81 - 12- 31 -83." Councilman Sherratt made a motion, seconded by Councilman Diament, that the resolution be adopted; the motion carried by the following roll call vote: Ayes: Councilmen Diament, Gorman, Sherratt, Stone, and President Corica - 5. Noes: None. Absent: None. 81 -624 Resolution No. 9617 "Approving specifications and authorizing release of Requests for Proposals for the City of Alameda /Bureau of Electricity Insurance Program." Councilman Diament stated she would vote no as she had received her material late and had not had a chance to read it and would prefer to hold the matter over to the next meeting. The Acting City Manager explained the timeframes and stated that if held over adequate time would not be available for those submitting proposals to secure favorable quotations. Councilman Sherratt made a motion, seconded by Councilman Stone, that the resolution be adopted and three recommendations outlined in the report of the Acting City Manager dated September 21, 1981, approved. President Corica stated that he had a concern regarding use of a consulting firm to analyze proposals. Councilman Sherratt noted that the recommendation is authorization to seek proposals from consultants and that acceptance of a consultant proposal to analyze the insurance proposals would require subsequent Council approval. Upon call of the roll, the motion carried by the following vote: Ayes: Councilmen Gorman, Sherratt, Stone, and President Corica - 4. Noes: Councilman Diament - 1 Absent: None. Councilman Diament stated she was voting no specifically on recommendation No. 3 which is authorization to seek proposals from consulting firms to analyze insurance proposals.
