1981-09-28 Special CC MeetingSPECIAL MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA HELD MONDAY SEPTEMBER 28, 1981 The meeting convened at 5:10 p.m. (at the conclusion of the Housing Authority Meeting) with President Corica presiding. ROLL CALL: Present: Councilmen Diament, Gorman, Sherratt, Stone, and President Corica - 5. Absent: NOD8, RESOLUTIONS 81-625 Resolution No. 4618 "Clarifying the text of the Citizen Participation Section of the appendices of the Housing Element Of the General Plan of the City of Alameda and acknowledging the adequacy of the Negative Declaration." The Planning Director stated that the Department of Housing and Community Development has indicated that clarification of the Citizen Participation Section of the appendices would bring the Housing Element in compliance with State requirements. Councilman Sherratt made a motion, seconded by Councilman Diament, that the reso- lution be adopted; the motion carried by the following roll call vote: Ayes: Councilmen Diament, Gorman, Sherratt, Stone, and President Corica - 5. Noes: None Absent: None. UNFINISHED BUSINESS The City Manager stated he wished to discuss some items with the Council prior to the Executive Session. President Corica so ordered. 81-626 The City Manager referred to a letter received from Mayor Lionel Wilson of Oakland regarding possible closure of the jail facilities in Oakland and inviting representatives to appear at a Special Meeting of the Oakland City Council at 4:00 p.m. on October 1, 1981. After discussion, it was the consensus of Council that Mayor Corica and the Police Chief attend the meeting to represent Alameda. 81-627 The City Manager referred to the Solid Wast Management Authority Meeting scheduled for September 30, 1981, and stated that City Managers, Administrators, and General Managers of Sanitary Districts were recommending that San Francisco be allowed to bring refuse to the Altamont Land Fill for a period of five years be- ginning January 1, 1983, and noted there would be net benefits for rate payers. President Corica expressed concern regarding San Francisco using Altamont Land Fill but indicated he felt it was the right course. After discussion of the pros and cons of the issue and probable outcome of possible legal actions, it was the consensus of Council that Mayor Corica, as the City's representative to the Solid Waste Management Authority, endorse the recommendation. September 28, 1981 111 81-628 The City Manager noted the Regular Council Meeting of October 20, 1981, would be during the League of California Cities Conference. After discussion, it was the consensus of Council that the Regular Meeting of October 20, 1981, be adjourned to Tuesday, October 27, 1981, at 7:30 p.m. 81-629 The City Manager stated that the East Bay Regional Park District opened bids for the first phase of the beach restoration project and is currently checking the background of the low bidder. He inquired whether the Council wished to meet with East Bay Regional Park District regarding that matter. At the conclusion of discussion, it was consensus of Council that East Bay Regional Park District, as the lead agency, complete the background check and let the Council know the results and that it was not necessary to meet with the District at this time. 81-630 The City Manager stated that the City Manager of Bria would be available in December to make a comprehensive presentation on Cable TV, and upon inquiry as to the Council's interest in attending, several members expressed an interest. ADJOURNMENT 81-631 Councilman Sherratt made a motion, seconded by Councilman Diament, that the Council adjourn to an Executive Session for discussion of personnel and litica- tion matters; the motion carried by unanimous voice vote - 5. At the conclusion of discussion, it was determined that no action would be taken at this time.
