CouncilmemberLucasinquiredaboutthechargesfortheWillows Condominiumcomplex;Mr.McDonaldstatedacallcanbemadetoMr. Carschtomorrow[January8,1992]toprovidehimarepresentativecharge. TheCityManagerstatedtheWillowswouldbechargedonthefrequency ofpickupandthenumberofbins,atalittlelessthan$1600permonthascomparedtothe$2700charge. PresidentwithrowdiscussedmarketriskwithMr.McDonald,not ina the federaldiscountrateisanindicatorofrisk-lessmoney,and-has droppedby50%overthepastyear,whichshouldbeconsideredin assessingreturnonequity;and10%isagoodreturnonequity. Mr.McDonaldstatedotherfactorsalsomustbeconsidered,e.g.,dropininterestrates. PresidentWithrowstatedcitizensofAlamedashouldbetreatedina likefashionastherestofthemarket,andinawaytobeexpectedduringarecessionaryperiod. CouncilmemberRothaddressedefficienciesandcostswithMr.McDonald. CouncilfurtherdiscussedreturnonequitywithMr.McDonald. CouncilmemberLucasstatedtheJRRRChasanideaofreasonablenessby comparingAlamedatoothercommunities,andinquiredwhatwouldbereasonable. TheFinanceDirectorstatedtheCommitteehasrecommendedthe10% returnonequity,variousfactorswerelookedat;alsothe recommendationonlyincreasesthesecond-canrateandthecommercial rate;themini-canandfirst32-galloncanarenotbeingincreased, apartmentunitswillenjoyareductioninrateof17%to21%,andallareencompassedintheresolution. TheCityManagernotedtheFinanceDirectoristheJRRRCrepresentative fortheCity;JRRRCtookefficienciesandcuttingcostsintoaccount, andhavewrittenOaklandScavengertocutcostsduringthistimeto accommodateratesavingstoCityandratepayers. Counci1memberCamiciaexplainedmatter,statinghesitsonEBMUD's WaterSupplyManagementProgramCommunityAdvisoryCommittee,agroup assembledtoevaluateanddiscussplansforfuturewatersupply management;introducedMr.ArnoldBrown,aCommitteeMember; expressedconcernregardinghavinganareawherepeopleareattempting toconservewhilepeopleinotherareasareusingthousandsofgallonsperdaytowaterlawns. JackieMilletstatedthathasnotbeenlookedatandisnotconsidered partofthisprogrambecausebetteralternativeprogramsexistatthis point;reclamationprogramsandreusingwaterarebeinglookedat; andoutsideirrigationwithreclaimedwater,butnotputtingdualsystemsinhomes. PresidentWithrownotedanumberofcountriesareusingseawaterfor sewers,andnewdevelopmentswouldbesusceptibletoputtinginadual system;a42%savingstakenacrosstheboardfornewdevelopmentswouldbesubstantial[water]savingsintheState. CouncilmanArnerich,inanswertoquestionspresentedaboutwhether personswouldbewillingtoreplaceand/orinstallcertain water-conservingfacilitiesordevicesatcertainprices,statedthe answerisno;agreatsavingswouldresultifwaterwerenotsenttoSouthernCalifornia. CouncilmemberRothstatedhebelievespeoplewillrespondifEBMUD couldoffertoinstallalow-flushtoilet,statingthecosttocustomer is$50,andisreturnedbyacostsavingsoveraperiodoftime;and perhapsthe[Plumbing]Codecouldbechangedtorequirea1.5gallonflushwhenanewtoiletisputin.
