Mayor/Chair Johnson convened the Joint Meeting at 7:29 p.m.
Councilmember/Commissioner Kerr led the Pledge of Allegiance.

(CC 03-104/CIC 03-017) Joint Public Hearing to Consider and Hear
All Evidence and Testimony For and Against Amendments to the
Community Improvement Plans for the Business and Waterfront, West
End Community, and Alameda Point Improvement Projects and Adoption
of Negative Declaration(s).
Mayor/Chair Johnson opened the Public Hearing.
Proponents:
Robb Ratto, Park Street Business Association; Ann Bracci, Alameda;
Victor Jin, West Alameda Business Association.
There being no further speakers, Mayor/Chair Johnson closed the
public portion of the hearing.
(CIC 03-017A) Resolution No. 03-107, “Adopting a Mitigated Negative
Declaration for the Proposed Amendments to the Community
Improvement Plans for the Alameda Point, Business and Waterfront
and West End Community Improvement Projects.” Adopted.
Commissioner Kerr moved adoption of Resolution.
Commissioner Daysog seconded the motion, which carried by unanimous
voice vote – 4. [Absent: Councilmember/Commissioner DeWitt –1.]
(CIC 03-017B) Resolution No. 03-108, “Approving and Adopting an
Amended Five-Year Implementation Plan for the Business and
Waterfront and West End Community Improvement Projects.” Adopted.

Commissioner Kerr moved adoption of resolution.
Commissioner Matarrese seconded the motion, which carried by the
following voice vote. Ayes: Commissioner Daysog, Kerr, and Chair
Johnson – 3. Noes: Commissioner Matarrese – 1. [Absent:
Commissioner DeWitt – 1.]
(CIC 03-017C) Resolution No 03-109, “Finding that the Use of Taxes
Allocated from the Exchange Area Proposed to be Added to the
Business and Waterfront Improvement Project Area for the Purpose of
Improving and Increasing the Community’s Supply of Low- and
Moderate-Income Housing Outside the Project Area will be of Benefit
to the Project.” Adopted.
Commissioner Matarrese moved adoption of the resolution.
Commissioner Daysog seconded the motion, which carried by unanimous
voice vote – 4. [Absent: Commissioner DeWitt –1.]
(CC 03-104A) Resolution No 13566, “Considering and Making
Findings as to a Mitigated Negative Declaration for the Proposed
Amendments to the Community Improvement Plans for the Alameda
Point, Business and Waterfront and West End Community Improvement
Projects.” Adopted.
Councilmember Kerr moved adoption of the resolution.
Vice Mayor Daysog seconded the motion, which carried by unanimous
voice vote – 4. [Absent: Councilmember DeWitt – 1.]
(CC 03-104B) Resolution No. 13567, “Finding that the Use of Taxes

(CC 03-104D) Introduction of Ordinance Amending Ordinance No.
2559, as Previously Amended; and Approving and Adopting the Fifth
Amendment to the Community Improvement Plan for the Business and
Waterfront Improvement Project. Introduced.
Councilmember Kerr moved introduction of ordinance.
Vice Mayor Daysog seconded the motion, which carried by unanimous
voice vote – 4. [Absent: Councilmember DeWitt –1.]
(CC 03-104E) Introduction of Ordinance Amending Ordinance No.
2141, as Previously Amended; and Approving and Adopting the Fourth
Amendment to the Community Improvement Plan for the West End
Community Improvement Project. Introduced.
Councilmember Kerr moved introduction of ordinance.
Vice Mayor Daysog seconded the motion, which carried by unanimous
voice vote – 4. [Absent: Councilmember DeWitt –1.]
ADJOURNMENT
There being no further business, Mayor/Chair Johnson adjourned the
Special Joint Meeting at 8:23 p.m.
