MINUTES OF THE REGULAR MEETING OF THE
ALAMEDA REUSE AND REDEVELOPMENT AUTHORITY
Tuesday, January 15, 2008
The meeting convened at 12:27 a.m. (2/16/2008) with Chair Johnson presiding.
1. ROLL CALL

2. REGULAR AGENDA ITEMS
2-A. Authorize the Expenditure of $200,000 to Remove a Barge and Ship Illegally Moored
and Abandoned at the Former Fleet Industrial Supply Center.
Leslie Little, Development Services Director, gave an overview of the barge, The Faithful, which
is illegally moored at the former Fleet Industrial Supply Center (FISC). Staff recommends
entering into an agreement with Mr. Curt Lind for the removal of the barge.
Member Matarrese inquired whether there is a title to the vessel. Terri Highsmith, General
Counsel, explained that the vessel has no title and is an unregistered ship. ARRA is not selling
the boat to Mr. Lind, but paying him to remove it. Ms. Highsmith further explained that Mr. Lind
will take full responsibility for the removal and ultimate disposition, and that the City will be
held harmless.
Vice Chair deHaan expressed concern that the 15,000 gallons o f oily water not be processed
anywhere near Alameda Point. Ms. Little stated that offloading the bilge water would be Mr.
Lind’s obligation.
Member Matarrese motioned to for approval. Member deHaan seconded the motion and
was passed by the following voice votes: Ayes – 5, Noes – 0, Abstentions – 0.
