INITIATING PROCEEDINGS FOR A PROPOSED INCREASE IN
ASSESSMENTS AND THE FILING OF AN ASSESSMENT
ENGINEER'S REPORT FOR ISLAND CITY LANDSCAPING AND
LIGHTING DISTRICT 84 -2, ZONE 4
WHEREAS, the City of Alameda (the City) has duly created the Island City
Landscaping and Lighting District 84 -2 (the District) under the Landscaping and Lighting
Act of 1972 (Sections 22500 and following of the Streets and Highways Code of
California) (the Act) to install and maintain certain landscaping and lighting improvements
(the Improvements); and
WHEREAS, the City Council and the local business association desire to increase
the assessments within Zone 4; and
WHEREAS, NBS has prepared an Engineer's Report in accordance with Section
22565 et seq. of the California Streets and Highways Code that addresses, in part,
proposed changed boundaries and analysis of special and general benefits within the
Zone, the methodology for assessments and the proposed assessments; and
WHEREAS, the City Engineer has reviewed and approved the Engineer's Report.
NOW, THEREFORE, BE IT RESOLVED, DETERMINED AND ORDERED by the
City Council of the City of Alameda, pursuant to Chapter 2, Section 22585 of the Act that:
1. The City Council hereby proposes to increase the assessments within Zone 4, to
slightly modify the boundaries to include all parcels receiving benefit from the zone under
the Act Section 22585, and to pay for the costs to provide improvements and services
within the District. All maintenance and service items will be detailed in the Engineer's
Report.
2. The improvements provided within the District are further defined in the Engineer's
Report and include, but are not limited to, the operating, maintaining, and servicing of all
public landscaping improvements, consisting of trees, medians, refuse containers,
sidewalks, plant materials, pathways, irrigation systems, lighting systems, and associated
appurtenant facilities. Services include, but are not limited to, personnel, materials,
contracting services, electrical energy, water required for all necessary maintenance,
replacement, repair, and administration required to keep the above mentioned
improvements in a healthy, vigorous, and satisfactory condition. The maintenance and
cleaning of the District includes regular sidewalk sweeping, alley cleaning, refuse
removal, regularly scheduled steam cleanings, pressure washing, graffiti removal, tree
pruning and watering, tree well weeding with crushed granite replenishment, as well as
other related activities.
3. The boundaries of Zone 4 of the District is located in the City of Alameda in the area
generally located along Park Street from the Park Street Bridge to San Jose Avenue,
including some adjacent streets.
4. Zone 4 is within the boundaries of the City of Alameda, within the County of Alameda,
State of California; as shown upon the boundary diagram included in the Engineer's
Report, which is on file in the office of the City Clerk. The distinctive designation of the
District is "Island City Landscaping and Lighting District 84-2, Zone 4 of the City of
Alameda".
5. The City Council hereby orders the Engineer's Report that the City Engineer approved,
concerning the proposed assessments for Zone 4, which will take effect for FY15-16, in
accordance with the requirements of the Alameda Municipal Code, to be filed with the
City Clerk.

regularly adopted and passed by the Council of the City of Alameda in a regular meeting
assembled on the 19th day of May, 2015, by the following vote to wit:

and Mayor Spencer — 5.
