PROPOSALS TO ATUNT) THE CHARTER 07 THE CITY OF ALAY.EDA, TO
BE VOTED UPON AT THE C-ENERAL EUNICIPAL ELECTION- TO BE ITIT]LD
IN SAID GITY ON TUESDAY MARCH 11 1947.
WHEREAS, pursuant to the provisions of Article XIX of the Charter of
the City of Alameda and of Resolution No. 3467, heretofore adopted by this
Council, a General 1:unicipal Election is called and ordered to be held in the
City 02 Alameda, county of Alameda State of California, on Tuesday, Mare1 11,
1947; and.
WHEREAS, in the opinion of the Council of said City, public interest
deLands that the charter of said city be amended as herinafter specified and
said Council, on its own motion, intends to submit to the qualified electors
of said city, as authorized by Section 8, Article XI, of the Constitution of
the State of California, two (2) separate proposals for amending the charter
of said city;
NOW, THEREFORE, BE IT 7.1.) BY THE COUNCIL OF THE CITY OF PLANED
as Follows:
That the Council of the City of Alameda, on its on motion, does
hereby submit to the electors of said city, to be voted upon at the General
Municipal Election to be held therein on March 11, 1947, two (2) separate
proposals for amending the charter of said City of Alameda, which proposals
shall be in words and figures as follows, to wit:
PROPOSAL NO, 1
That Sec. 2-4, of Article II of the Charter of the City of Alameda
be amended to read as follows:
"Sec. 2-4. The salary attached to the following offices shall
be fixed by the Council at not less than the following amo ts
per annua: Auditor, 3,600.00; Treasurer: ',3,600.00; City
I.anager, ,000.00; City Attorney, 3,000.00; City Clerk,
2,400,00, Each Councilman shall receive .,20.00 for each meet-
,
ing of the Council which he shall attend; provided, that no
Councilman shall receive such fees for more than two meetings
in any one calendar month."
PROPOSAL NO, 2
That Sec. 19-7, of Article XIX, of the Charter of the City of
Alameda be amended to read as follows:
Trsec. 19-7. Not later than twenty-one days before the ensuing
election each candidate must file with the City Clerk a verified
state-lent of his name, the office for which he is a candidate,
his residence, occupation for the past five years, public offices
he has held, whether he is a taxpayer of the City, whether on the
date of such election he will have been en elector of the City for
five years continuously precedini, the date of such election, and
whether he has ever been convicted of a felony or misdemeanor in-
volving moral tumitude. Any material misstatement of facts in
such statement shall disqualify the candidate from holding any
City office.
If it appears from such statement that such candidate does not
have the qualifications required by this section, his name shall
not be place on the ballot."
BE IT FUR= RESOLVED that the City Clerk be, and he is hereby,
directed to cause such proposals for amending such charter to be published once
in the Alameda Times-Star, a daily newspaper of general circulation, published
and circulated in said city, and the official newspaper of said city; that said
City Clerk shall cause copies of said proposals to be printed in convenient
pamphlet form, and in type of not less than ten point, and shall cause copies
thereof to be mailed to each of the qualified electors of said city, and shall
also, until the day fixed for said election, advertise in the aforesaid news-
paper a notice that such copies may be had at the office of said. City Clerk,
in the City Hall, upon application therefor, all in the manner required by the
Constitution of the State of California.
