SUPPORTING AC TRANSIT'S PARCEL TAX RENEWAL BOND
MEASURE
WHEREAS, AC Transit is the third-largest public bus system in California,
serving 13 cities - including Alameda - and adjacent unincorporated areas in Alameda
and Contra Costa counties. AC Transit provides almost 180,000 rides per weekday on
its fixed route services, which includes 8,400 rides per weekday in Alameda; and
WHEREAS, AC Transit's existing parcel tax measure will expire in June 30,
2019, which raises $30 million per year for operations and maintenance; and
WHEREAS, AC Transit's parcel tax measure was first approved in 2002, and
was renewed in 2004 and 2008; and
WHEREAS, voters on November 8, 2016 who are in the AC Transit district of
Alameda and Contra Costa counties will have an opportunity to decide whether to
extend the $8 per month parcel tax at current levels for 20 years, with no increase in the
tax rate, to fund 7 percent of AC Transit's budget; and
WHEREAS, the parcel tax measure would continue to maintain existing services,
protect reasonable fares and promote alternatives to driving; and
WHEREAS, the need for a stable funding stream to offset the future financial
uncertainty of state and federal funding sources as well as local sales tax revenues is
paramount to maintaining and operating bus service for the public.
NOW, THEREFORE, BE IT RESOLVED that the Alameda City Council supports
AC Transit's parcel tax renewal bond measure to fund 7 percent of AC Transit's budget.
I, the undersigned, hereby certify that the foregoing Resolution was duly and
regularly adopted and passed by the Council of the City of Alameda in a regular
meeting assembled on the 201h day of September, 2016, by the following vote to wit:
AYES: Councilmembers Daysog, Ezzy Ashcraft, Matarrese, Oddie
and Mayor Spencer — 5.
NOES: None.
ABSENT: None.
ABSTENTIONS: None.
