MINUTES FOR THE SPECIAL CITY COUNCIL MEETING
TUESDAY- -DECEMBER 20, 2016- -6:59 P.M.
Mayor Spencer convened the meeting at 7:02 p.m. and led the Pledge of Allegiance.
ROLL CALL - Present: Councilmembers Daysog, Ezzy Ashcraft, Matarrese,
Oddie and Mayor Spencer – 5.
[Note: The special meeting was reconvened at 8:39 p.m. following
the Council reorganization at the regular meeting causing the
following to now be present: Councilmembers Ezzy Ashcraft,
Matarrese, Oddie, Vella and Mayor Spencer – 5.]
Absent: None.
CONSENT CALENDAR
The City Clerk announced that the BKF Engineers contract [paragraph no. 16-651],
amendment to the Clean Lakes contract [paragraph no. 16-653], the sewer
rehabilitation project acceptance [paragraph no. 16-654], the Park/Otis force main
project acceptance [paragraph no. 16-655], the Municipal Code amendment regarding
designation of Preferential Parking Zones [paragraph no. 16-658] and the Municipal
Code amendment regarding Special Tax Financing [paragraph no. 16-659] were
removed from the Consent Calendar for discussion.
Vice Mayor Matarrese moved approval of the remainder of the Consent Calendar.
Councilmember Oddie seconded the motion, which carried by unanimous voice vote –
5. [Items so enacted or adopted are ind icated by an asterisk preceding the paragraph
number.]
Mayor Spencer stated that she would like to hear Councilmember Daysog’s referral to
give him the opportunity to speak.
Councilmember Oddie inquired whether Council would move to the next meeting after
hearing Councilmember Daysog’s referral.
Mayor Spencer responded in the affirmative; stated if there is time , Council would hear
the remainder of the Consent Calendar.
Councilmember Ezzy Ashcraft stated Council must return to the Consent Calendar.
Mayor Spencer stated the Charter needs to be honored.
Councilmember Oddie stated that he agrees with moving up Councilmember Daysog’s
referral.

Vice Mayor Matarrese stated there is urgency to address the ordinances and the Social
Services Human Relations Board (SSHRB) appointment.
Mayor Spencer stated if Councilmember Daysog’s referral is not heard until the next
meeting, it will be after the change of Council.
Councilmember Ezzy Ashcraft stated Councilmember Daysog can speak at the next
meeting as a former Councilmember.
Councilmember Oddie inquired whether a Councilmember is willing to substitute their
name to bring back the referral.
Vice Mayor Matarrese stated he would bring the referral back.
Vice Mayor Matarrese moved approval of hearing the appointment of Sherice
Youngblood as a Member of the Social Service Human Relations Board.
Mayor Spencer seconded the motion.
Under discussion, Councilmember Ezzy Ashcraft inquired why the SSHRB appointment
is urgent.
Mayor Spencer responded the SSHRB is dealing with important issues right now;
people in the community and staff feel it is important to fill the vacancy.
Councilmember Ezzy Ashcraft stated that she will not support the nomination; there
were several applicants for the vacancy and only some were interviewed.
On the call for the question, the motion carried by the following voice vote: Ayes:
Councilmembers Daysog, Matarrese and Mayor Spencer – 3. Noes: Councilmember
Ezzy Ashcraft – 1. Abstention: Councilmember Oddie – 1.
The items removed from the Consent Calendar for discussion, the referral [paragraph
no. 16-667] and the Historical Advisory Board nomination [paragraph no. 16-668] were
considered after the resolution appointing Sherice Youngblood [paragraph no. 16-660]
and the recess to hold the Regular meeting, which included reorganization of the City
Council.

(16-652) Recommendation to Authorize the City Manager to Execute an Amendment to
an Agreement with Willdan Financial Services, Inc. to Extend Term Until December
2018, and to Add the Amount of $50,000 for a Total Contract Amount of $170,000 for
Economic Consulting Services Related to Alameda Point and Citywide Projects.
Accepted.
(16-653) (See Paragraph No. 16-662) Recommendation to Amend the Contract with
Clean Lakes, Inc. to Increase the Contract Amount by $99,123.90, Including
Contingencies, for Vegetation Management, Debris Management, and Water Quality
Monitoring for the Southshore Lagoons, for a Total Contract Amount of $499,719.20.
(16-654) (See Paragraph No. 16-663) Recommendation to Accept the Work of Ranger
Pipeline Inc. for Cyclic Sewer Rehabilitation Project, Phase 12, No. P.W. 01-15-01.
(16-655) (See Paragraph No. 16-664) Recommendation to Accept the Work of Ranger
Pipelines, Inc. for the Construction of the Park/Otis Force Main Replacement Project,
No. P.W. 10-15-19.
(16-656) Resolution No. 15215, “Amending the General Fund and the Capital
Improvement Program Fund by $140,000 for the Reconfiguration of the City Attorney’s
Office.” Adopted; and
(16-656A) Resolution No. 15216, “Amending the General Fund and the Capital
Improvement Program Fund by $75,000 for Legal, Professional and Consultant
Services Related to the Oakland Inner Harbor Tidal Canal Project.” Adopted.
(16-657) Ordinance No. 3170, “Approving a Lease and Authorizing the City Manager to
Execute Documents Necessary to Implement the Terms of a Three Year Lease with No
Extension Option and a Right to Early Termination with Pacific Pinball Museum, a
California Corporation, for Building 169, Suite 101 Located at 1650 Viking Street at
Alameda Point.” Final passage.
(16-658) (See Paragraph No. 16-665) Final Passage of Ordinance Amending the
Alameda Municipal Code by Amending Section 12-17 (Preferential Parking Zones) of
Article III (Permit Parking) of Chapter XII (Designated Parking) to Modify the Procedures
relating to the Designation of Preferential Parking Zones.
(16-659) (See Paragraph No. 16-666) Final Passage of Ordinance Amending the
Alameda Municipal Code by Amending Division IV (Annexation of Territory) of Section
3-70 (Special Tax Financing Improvement Code), of Division I (General Provisions), of
Article IV (Special Tax Financing), of Chapter III (Finance and Taxation).

(16-660) Resolution No. 15217, “Appointing Sherice Youngblood as a Member of the
Social Service Human Relations Board.” Adopted.
Vice Mayor Matarrese moved adoption of the resolution.
Councilmember Daysog seconded the motion.
Under discussion, Councilmember Ezzy Ashcraft stated all residents should be treated
equally; if people submit applications everyone should be interviewed, not just a select
few.
On the call for the question, the motion carried by the following voice vote: Ayes:
Councilmembers Daysog, Matarrese, Oddie and Mayor Spencer – 4. Noes:
Councilmember Ezzy Ashcraft – 1.
The City Clerk administered the Oath of Office and presented a certificate of
appointment to Ms. Youngblood.
Ms. Youngblood made brief comments.

Mayor Spencer called a recess at 7:13 p.m. and reconvened the special meeting at 8:39
p.m. after the City Council reorganization at the regular meeting; therefore, the following
Councilmembers were now present: Councilmembers Ezzy Ashcraft, Matarrese, Oddie,
Vella and Mayor Spencer.

CONTINUATION OF CONSENT CALENDAR
(16-661) Recommendation to Award a Contract in the Amount of $179,444, Including
Contingency, to BKF Engineers to Finalize the Design of the Ralph Appezzato Memorial
Parkway and Atlantic Gap Segments of the Cross Alameda Trail (Between Main Street
and Constitution Way).
The Bicycle Coordinator stated that she was available to answer questions.
Councilmember Ezzy Ashcraft inquired where the Cross Alameda Trail and Atlantic Gap
are located.
The Bicycle Coordinator responded the Cross Alameda Trail and Atlantic Gap is one
block along Atlantic Avenue between Webster Street and Constitution Way.
Councilmember Ezzy Ashcraft stated a landmark for the location would be the
Starbucks at Webster Square; inquired why the section is challenging for pedestrians
and bicyclists.

The Bicycle Coordinator responded the location does not have bicycle facilities or extra
right-of-way.
Councilmember Ezzy Ashcraft inquired whether the design would come back to the
Transportation Commission in early 2017, to which the Bicycle Coordinator responded
in the affirmative.
Councilmember Ezzy Ashcraft inquired what is the funding source for the Atlantic Gap
portion.
The Bicycle Coordinator responded the funding is a combination of Measure BBB,
development impact fees and/or possibly Transportation Development Act Article III
fees; stated staff is figuring out the combination and the final cost.
Councilmember Ezzy Ashcraft inquired whether there is a guarantee that the project will
be fully funded.
The Bicycle Coordinator responded the intention is to fully fund the project; stated staff
is designing a lower cost project to have sufficient funding.
Councilmember Ezzy Ashcraft inquired whether the project will be more than just paint
on the pavement, to which the Bicycle Coordinator responded in the affirmative; stated
staff is reviewing a two-way separated bike lane and other improvements to allow
bicyclists and pedestrians to safely cross.
Councilmember Ezzy Ashcraft inquired whether the block is fairly large, to which the
Bicycle Coordinator responded the block is medium sized.
Councilmember Ezzy Ashcraft stated residents from Independence Plaza crossing in
the middle of the block is a challenge; inquired whether said issue will be addressed.
The Bicycle Coordinator responded in the affirmative; stated a mid-block crossing will
be included in the project.
In response to Councilmember Ezzy Ashcraft’s inquiry about providing construction
support, the Bicycle Coordinator stated providing construction support allows staff to
have the designer, BKF Engineers, available to answer questions during the bidding
process, to ensure the bids received are realistic and to answer questions on an as
needed basis during the construction phase.
Councilmember Ezzy Ashcraft inquired about the meaning of providing signal plans at
Atlantic Avenue and Webster Street and Atlantic Avenue and Constitution Way if
changes are needed to the signals to create safe bicycle and pedestrian crossings.
The Bicycle Coordinator responded in order to make adequate space for the crossings,

the City might have to physically move or alter traffic poles; the goal is to make the area
safe for pedestrians and bicyclists.
Councilmember Matarrese moved approval of the staff recommendation.
Councilmember Ezzy Ashcraft seconded the motion, which carried by unanimous voice
vote – 5.
(16-662) Recommendation to Amend the Contract with Clean Lakes, Inc. to Increase
the Contract Amount by $99,123.90, Including Contingencies, for Vegetation
Management, Debris Management, and Water Quality Monitoring for the Southshore
Lagoons, for a Total Contract Amount of $499,719.20.
In response to Councilmember Oddie’s inquiry regarding odor, the Public Works
Coordinator stated the aroma is from decomposing matter being dug up to keep the
structures in place; staff is working on dredging the material out of the lagoon.
Councilmember Oddie inquired whether the problem will be better, worse or the same
by next summer.
The Public Works Coordinator responded there will always be aroma; stated Alameda is
in a salt marsh bay environment; staff is putting forth its best efforts to try to reduce the
smell.
Vice Mayor Vella inquired whether there will be a process for notifying the nearby
residents about the aroma next summer; the issue is a major concern for residents.
The Public Works Coordinator responded in the affirmative.
Councilmember Oddie moved approval of the staff recommendation.
Councilmember Ezzy Ashcraft seconded the motion.
Under discussion, Mayor Spencer stated that she and staff members met with
concerned residents and progress was made working with the community.

(16-663) Recommendation to Accept the Work of Ranger Pipeline Inc. for Cyclic Sewer
Rehabilitation Project, Phase 12, No. P.W. 01-15-01.
Councilmember Oddie requested an update on the sewer replacement and the
anticipated date of relief from the large pools of standing water.
The Public Works Coordinator stated the sanitary system and storm system are two
separate issues; the pressurized sewer pipe from the South Shore Shopping Center to

Krusi Park failed and was replaced.
Councilmember Oddie inquired whether staff can come back in the beginning of the
year with an update on storm flooding issues.
The Public Works Coordinator responded in the affirmative.
Councilmember Oddie moved approval of the staff recommendation for the cyclic sewer
rehabilitation project and the Park/Otis force main project [paragraph no. 16-664].
Vice Mayor Vella seconded the motion.
Under discussion, Mayor Spencer inquired what can community members do if they see
an area that needs to be fixed.
The City Manager responded the public can go to SeeClickFix, a program the Public
Works Department manages, and submit a request for repairs.
Mayor Spencer stated requests can include reporting flooding areas.
On the call for the question, the motion carried by unanimous voice vote – 5.
(16-664) Recommendation to Accept the Work of Ranger Pipelines, Inc. for the
Construction of the Park/Otis Force Main Replacement Project, No. P.W. 10-15-19.
This item was discussed and voted upon under the cyclic sewer rehabilitation
[paragraph no. 16-663].
(16-665) Ordinance No. 3171, “Amending the Alameda Municipal Code by Amending
Section 12-17 (Preferential Parking Zones) of Article III (Permit Parking) of Chapter XII
(Designated Parking) to Modify the Procedures relating to the Designation of
Preferential Parking Zones.” Finally passed.
Councilmember Ezzy Ashcraft inquired when the Line 21 free shuttle started, how it was
noticed and what has been the ridership since its inception.
The Base Reuse Director responded staff has been working with AC Transit for the past
six months to meet all the arrival and departure times of the ferry.
Councilmember Ezzy Ashcraft inquired how long AC Transit has been meeting the
departure and arrival times.
The Base Reuse Director responded approximately three months; stated there is
sufficient cushion to allow rider’s time to board the buses and the ferry.
Councilmember Ezzy Ashcraft noted the Harbor Bay Ferry only leaves once an hour.

The Base Reuse Director stated staff created fliers regarding forms of alternative
transportation; fliers were passed out at all morning departures; the Water Emergency
Transportation Authority (WETA) emailed riders on its list; staff will do more marketing
to make sure riders are aware of options.
Councilmember Ezzy Ashcraft inquired whether a sandwich board sign could be placed
on the pavement with information.
The Base Reuse Director responded in the affirmative; stated there will be a robust
community outreach process to ferry riders, neighborhoods and the Home Owner
Associations (HOAs).
Councilmember Ezzy Ashcraft inquired whether the shuttle, which is free to ferry riders,
stops at the park and ride lot on Island Drive.
The Base Reuse Director responded the Line 21 shuttle stops across the street from
said location.
Councilmember Ezzy Ashcraft inquired whether th e location is on the marketing
handout.
The Base Reuse Director responded in the affirmative; stated the flier was done by a
professional graphic designer.
Councilmember Ezzy Ashcraft inquired whether there are numbers on the ridership to
date.
The Base Reuse Director responded staff has asked AC Transit for data to try and
evaluate the benefits.
Vice Mayor Vella moved final passage of the ordinance.
Councilmember Matarrese seconded the motion, which carried by unanimous voice
vote – 5.
(16-666) Ordinance No. 3172, “Amending the Alameda Municipal Code by Amending
Division IV (Annexation of Territory) of Section 3-70 (Special Tax Financing
Improvement Code), of Division I (General Provisions), of Article IV (Special Tax
Financing), of Chapter III (Finance and Taxation).” Finally passed.
Councilmember Oddie stated his question was already answered by staff.
Councilmember Oddie moved final passage of the ordinance.

COUNCIL REFERRAL
(16-667) Consider Directing the City Clerk to Work with the City Attorney in Crafting an
Ordinance to Provide City Funding to Pay Administrative Election Costs to Reduce
Financial Barriers of Running for Office. (Councilmember Daysog)
Councilmember Matarrese made brief comments regarding Councilmember Daysog’s
referral.
Mayor Spencer inquired whether an estimate of the cost could be included.
Councilmember Matarrese responded staff should include the usual impact to the
General Fund or other funds.
Councilmember Oddie stated that he is concerned about violating the Sunshine
Ordinance if direction is given to staff since overhauling the campaign finance rules was
not noticed; community members might want to comment; he does not agree with
asking the City and taxpayers to pay money so politicians can run for office.
Councilmember Ezzy Ashcraft stated that she would like to see an independent body
review the matter; she agrees with Councilmember Oddie.
Vice Mayor Vella stated that she would also like an independent body to review the
matter.
Mayor Spencer stated that she supports the referral as noticed; she would like to find
out what the expense would be to the City; she supports reducing the financial barrier to
running for office.
Councilmember Matarrese stated perhaps the discussion needs to happen in a different
venue.
Mayor Spencer inquired whether the issue of reducing the cost for candidates is a new
issue.
The City Attorney stated campaign finance reform was previously addressed, not the
current specific issue.
Mayor Spencer moved approval of the referral.
The motion failed for a lack of second.
COUNCIL COMMUNICATIONS
(16-668) Consideration of Mayor’s Nomination for Appointment to the Historical
Special Meeting
Alameda City Council
December 20, 2016
Advisory Board.
Mayor Spencer nominated Norman Sanchez for appointment to the Historical Advisory
Board.
ADJOURNMENT
