APPROVING THE CITY OF ALAMEDA'S CONTINUED
PARTICIPATION IN THE ALAMEDA COUNTY HOME CONSORTIUM,
AUTHORIZING THE CITY MANAGER TO EXECUTE THE REVISED
HOME CONSORTIUM COOPERATIVE AGREEMENT WITH
ALAMEDA COUNTY AND RESCINDING RESOLUTION NO. 15287
WHEREAS, the City of Alameda has been a member of the Alameda County
HOME Consortium since 1993. Through membership in the Consortium, the City receives
HOME Investment Partnership Program funding from the U.S. Department of Housing
and Urban Development. HOME funds have been used to develop and preserve
affordable housing citywide; and
WHEREAS, the Congress of the United States has enacted the Cranston -
Gonzalez National Affordable Housing Act of 1990 and Federal regulations have been
adopted pursuant thereto, hereinafter called the "Act "; and
WHEREAS, Title II of the Act creates the HOME Investment Partnership Program
hereinafter called "HOME," that provides funds to participating jurisdictions for acquisition,
rehabilitation, new construction of affordable housing, homebuyer and tenant -based
rental assistance; and
WHEREAS, the Act allows local governments to form consortia for the purpose of
receiving and administering HOME funds and carrying out purposes of the Act; and
WHEREAS, the cities of Alameda, Fremont, Hayward, Livermore, Pleasanton, San
Leandro and Union City have expressed their interest in joining with the Alameda County
Urban County (consisting of the cities of Albany, Dublin, Emeryville, Newark, Piedmont,
and the unincorporated County) to continue in the Alameda County HOME Consortium
for federal fiscal years 2018, 2019 and 2020; and
WHEREAS, on July 5, 2017, the City Council adopted Resolution No. 15287
authorizing the City's continued participation in the Alameda County HOME Consortium
for HOME Investment Partnership Funds and authorizing the City Manager to execute a
HOME Cooperative Agreement with Alameda County; and
WHEREAS, following that action, Alameda County staff has requested a new
resolution approving a revised Cooperative Agreement to meet certain HUD requirements
concerning withdrawal from the Consortium, which request necessitates a revised
Resolution that references the revised Cooperative Agreement.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of
Alameda does hereby resolve, declare, determine and approve as follows:
1. The City Council of the City of Alameda hereby authorizes the continued
participation of the City in the Alameda County HOME Consortium.
2. The City Council of the City of Alameda hereby authorizes the City Manager or
its designee to execute the revised Subrecipient Agreement to maintain the
eligibility of the Consortium for HOME program funds in accordance with the
National Affordable Housing Act of 1990.
3. Resolution No. 15287 is rescinded.
4. This resolution shall take effect immediately upon its adoption.

regularly adopted and passed by the Council of the City of Alameda in a regular meeting
assembled on the 5th day of September, 2017, by the following vote to wit:
AYES: Councilmembers Ezzy Ashcraft, Matarrese, Oddie, Vella
and Mayor Spencer — 5.
NOES: None.
ABSENT: None.
ABSTENTIONS: None.
