AUTHORIZING THE CITY MANAGER TO EXECUTE DOCUMENTS
NECESSARY TO ACCEPT GRANT FUNDING FROM THE ALAMEDA
COUNTY TRANSPORTATION COMMISSION FOR THREE
TRANSPORTATION PROJECTS
WHEREAS, in 2016, the Alameda County Transportation Commission (ACTC)
issued a Combined Call for Projects for its 2018 Comprehensive Investment Plan
(2018 CIP) for fiscal years 2017/18 through 2021/22, totaling $161 million; and
WHEREAS, the 2018 CIP represented a consolidated process for Alameda
CTC to program not only local monies such as Measure B and BB but also to program
federal, state and regional transportation funding; and
WHEREAS, on October 18, 2016, the City Council approved a draft project list
of transportation projects to submit to the ACTC Combined Call for Projects for the
2018 CIP; and
WHEREAS, City staff submitted applications for the eight City -led projects on
the approved draft project list, by the October 31, 2016 deadline; and
WHEREAS, on April 27, 2017, ACTC approved six of the City of Alameda
projects totaling $34,927,000; and
WHEREAS, implementation of those three projects funded with Measures B
and BB funding requires that the City enter into a Project Funding Agreement with
ACTC for each individual project; and
WHEREAS, ACTC has a standard form for its Project Funding Agreements.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Alameda
that the City:
1. Approves the form of ACTC's template Project Funding Agreement, and
2. Authorizes the City Manager, or designee, as agent to execute and submit all
documents including, but not limited to Project Funding Agreements, payment
requests and so on, which may be necessary for the completion of the
following three projects:
• New Ferry Terminal at Seaplane Lagoon - $8.2 Million
Appezzato Parkway Dedicated Bus Lanes - $9 million
• Clement Avenue East Extension and Tilden Way including Right-of-way
Purchase - $8.4 million.
I, the undersigned, hereby certify that the foregoing Resolution was duly and
regularly adopted and passed by the Council of the City of Alameda in a regular meeting
assembled on the 17th day of April 2018, by the following vote to wit:
AYES: Councilmembers Ezzy Ashcraft, Matarrese, Oddie, Vella and
Mayor Spencer — 5.
NOES: None.
ABSENT: None.
ABSTENTIONS: None.
