WHEREAS, in order to provide a workforce that is appropriately classified and
compensated, the following workforce changes are proposed as part of the Mid -Cycle
2018-19 Budget; and
WHEREAS, the significant and long-term vertical construction activity expected at
Site A warrants a change to permanently allocate an existing two-year limited term
Combination Building Inspector; and
WHEREAS, in order to reflect the actual job assignment, revise the Base Reuse
Director title to the Base Reuse and Transportation Planning Department Director; and
WHEREAS, the Fire Department has received sufficient funding to continue the
allocation of positions associated with the Staffing for Adequate Fire and Emergency
Response (SAFER) and Community Paramedicine Grants; and
WHEREAS, based on a request made by the Alameda Fire Department, the
Human Resources Department engaged an outside consultant to evaluate the job duties
performed by an existing Administrative Technician 11 incumbent in order to determine if
the duties were properly classified; and
WHEREAS, the consultant determined that the existing classification of
Administrative Technician 11, and no other existing classification in the City, adequately
reflected the job responsibilities of the existing incumbent; and
WHEREAS, in consideration of the increased breadth and scope of responsibility,
the consultant recommended the creation of a new classification unique to the needs of
the Fire Department; and
WHEREAS, it is in the best interest of the City for the Information Technology
Department to use a more generalized classification to meet broader City needs.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of
Alameda that the workforce changes as outlined below are approved, and the City's
authorized positions are so modified, resulting in an overall increase of nine positions to
the City's total position allocation for the FY 2018-19 Mid -Cycle Budget:
• Community Development Department
o Reallocate a two-year limited term Combination Building Inspector to a
permanent Combination Building Inspector
• Base Reuse and Transportation Planning Department
o Reallocate the Director of Base Reuse position to Base Reuse and
Transportation Planning Director
Fire Department
o Continuation of the allocation of six (6) Firefighters through October
2018 associated with the SAFER Grant Award;
o Continuation of the allocation of two (2) Firefighters and one (1)
Division Chief through November 2018 associated with the Community
Paramedicine Grant Award;
o Add new position.of Fire Information & Billing Specialist; and
o Delete Administrative Technician II position
Information Technology Department
o Reallocate the Public Safety Information Technology Systems Analyst
position to an Information Technology Systems Analyst
I, the undersigned, hereby certify that the foregoing Resolution was duly and
regularly adopted and passed by the Council of the City of Alameda in a regular
meeting assembled on the 19th of June, 2018, by the following vote to wit:
AYES: Councilmembers Ezzy Ashcraft, Matarrese, Oddie, Vella and
