AUTHORIZING THE ACTING CITY MANAGER TO EXECUTE
DOCUMENTS NECESSARY TO ACCEPT GRANT FUNDING FROM
THE ALAMEDA COUNTY TRANSPORTATION COMMISSION FOR
THE CLEMENT AVENUE EAST EXTENSION AND TILDEN WAY
PROJECT AND INCREASING THE FISCAL YEAR 2018-19 CAPITAL
PROJECTS FUND BUDGET FOR CLEMENT AVENUE AND TILDEN
WAY COMPLETE STREETS PROJECT (91820) BY $445,000 FUNDED
BY THE GAS TAX FUND AND CONSTRUCTION IMPROVEMENT TAX
FUND
WHEREAS, in 2016, the Alameda County Transportation Commission (ACTC)
issued a Combined Call for Projects for its 2018 Comprehensive Investment Plan (2018
CIP) for fiscal years 2017-18 through 2021-22, totaling $161 million; and
WHEREAS, on October 18, 2016, the City Council approved a draft project list
of transportation projects to submit to the ACTC Combined Call for Projects for the 2018
CIP and City staff submitted applications for the eight City -led projects on the approved
draft project list; and
WHEREAS, on April 27, 2017, ACTC approved six of the City of Alameda
projects, including the Clement Ave East Extension and Tilden Way Project, totaling
$2,019,000 for the planning, environmental and design phases, plus right-of-way
acquisition, in FYs 2017-19; and $6,376,000 for the construction phase in FY 2019-20;
and
WHEREAS, the Project funding for FYs 2017-19 requires a local match of
$263,000, which the City allocated in the 2017-2018 Capital Budget, using funds from
the Developer Impact Fee Transportation fund; and
WHEREAS, the Project includes right-of-way acquisition, and an updated
appraisal was conducted in 2018, which showed the appraised value to be $445,000
above the amount included in the grant application, which was based on an earlier
appraisal; and
WHEREAS, on June 19, 2018, the City Council did adopt an Operating and Capital
Budget representing the financial plan for conducting the affairs of the City of Alameda
for the Fiscal Year beginning July 1, 2018 and ending June 30, 2019; and
WHERAS, staff is proposing the revenue and expenditure budgets for Capital
Projects Fund Clement Avenue and Tilden Way Complete Streets Project be increased
by $445,000 with funding coming from available fund balance and allocated as follows:
$222,500 from the Gas Tax Fund and $222,500 from the Construction Improvement Tax
Fund;
WHEREAS, the City Council has considered the report and recommendation of
the City Manager on this budget amendment and has determined that the budget
amendment is both fair and appropriate; and
WHEREAS, the City Council has given this budget amendment due consideration
as to its projected revenues, anticipated expenditures and available fund balances; and
WHEREAS, implementation of the project funded with Measures B and BB
funding requires that the City enter into a Project Funding Agreement with ACTC; and
WHEREAS, ACTC has a standard form for its Project Funding Agreements.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Alameda that
the City:
1. Approves the form of ACTC's template Project Funding Agreement, and
2. Authorizes the City Manager, or designee, as agent to execute and submit all
documents including, but not limited to Project Funding Agreement, payment
requests and so on, which may be necessary for the completion of the Clement
Avenue East Extension and Tilden Way Project, and
3. Approves the budget amendment to the Capital Projects Fund Budget for Clement
Avenue and Tilden Way Complete Streets Project for Fiscal Year 2018-19 Budget
by increasing revenue and expenditure estimates by $445,000, with funding
allocated evenly from the Gas Tax Fund and Construction Improvement Tax Fund.

regularly adopted and passed by the Council of the City of Alameda in a regular meeting
assembled on the 24th day of July 2018, by the following vote to wit:
