OPPOSING PROPOSITION 6 ON THE NOVEMBER 2018 BALLOT
WHEREAS, cities and counties own and operate more than 81 percent of streets
and roads in California, and from the moment we open our front door to drive to work,
bike to school, or walk to the bus station, people are dependent upon a safe, reliable
local transportation network; and
WHEREAS, the 2016 California Statewide Local Streets and Roads Needs
Assessment, which provides critical analysis and information on the local transportation
network's condition and funding needs, indicates that the condition of the local
transportation network is deteriorating at an increasing rate, costing drivers $3,000
annually in repair bills and the value of lost time in traffic and crashes; and
WHEREAS, California has more than 1,600 bridges and overpasses that are
structurally deficient and unsafe and 89% of counties have roads that are in 'poor' or 'at-
risk' condition; and
WHEREAS, according to the National Highway Traffic Safety Association, there
were more than 3,600 fatalities on California roads in 2016, with poor road conditions as
a major factor in vehicle collisions and accidents; and
WHEREAS, Proposition 6 would eliminate more than $52 billion over the next 10
years in existing transportation funding, including $15 billion in direct apportionments
and $11 billion in available competitive grant funding, to cities and counties statewide;
and
WHEREAS, Proposition 6 would jeopardize public safety by eliminating
thousands of projects to fix unsafe bridges and overpasses, repair crumbling and
unsafe roads, and enhance pedestrian safety; and
WHEREAS, Proposition 6 would cut $15 million in funding for Alameda road repairs
and improvements in the City of Alameda, including:
• $1.3 million annually lost to the City budget for street and sidewalk repair
• $8 million lost for the Encinal Avenue Pavement Project, which includes
upgrading the curb ramps, crosswalks, and improving Broadway/Encinal Avenue
to Sherman Street
• 59 new Alameda County Transit Hybrid buses; and
WHEREAS, the City of Alameda's adopted Legislative Agenda supports state
transportation funding for stable and reliable revenue streams for transportation
reconstruction and maintenance that is available for local priorities and transportation
needs; implementation of the City-wide Transportation Choices Plan and other City
transportation efforts to minimize traffic congestion; and transit access to Oakland and
BART; and
WHEREAS, in March 2017, the City of Alameda prepared a notice of support for
Senate Bill 1 (SB 1), which provides desperately needed funding for the state and local
transportation network. SB 1 was a comprehensive transportation proposal inclusive of
sensible reforms, modest increases to existing revenue sources including the gas tax
and vehicle license fee, and robust infrastructure investment; and
WHEREAS, SB 1 improves efficiency, transparency, and accountability, such as
restoring independence to the California Transportation Commission, creating the Office
of the Transportation Inspection General with audit and investigation authority over the
state's transportation spending, and establishing local reporting requirements on local
transportation spending; and
WHEREAS, California voters overwhelmingly passed Proposition 69 in June
2018, with 84 percent of voters in the City of Alameda voting for the measure, thereby
ensuring transportation funds can only be used for transportation purposes and the
State and local governments are accountable to taxpayers; and
WHEREAS, Proposition 6 would eliminate transportation revenues that are
accountable to taxpayers, can't be diverted or borrowed, and that voters overwhelmingly
dedicated to fixing our roads.
WHEREAS, we cannot afford to ignore our most basic repair and maintenance
needs if we wish to avoid systematic failure of the state's entire transportation system.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of
Alameda that the Council hereby opposes Proposition 6 on the November 2018 ballot;
and
THEREFORE BE IT FURTHER RESOLVED, that the City of Alameda can be
listed as a member of the No on Proposition 6 coalition, a diverse coalition of local
governments, public safety organizations, business, labor, environmental leaders,
transportation advocates and other organizations throughout the state.

adopted and passed by the Council of the City of Alameda in a regular meeting
assembled on the 16th day of October 2018, by the following vote to wit:
A YES: Councilmembers Ezzy Ashcraft, Matarrese, Oddie, Vella and
Mayor Spencer -5.
NOES: None.
