COMMENDING FRANK MATARRESE FOR FOUR YEARS OF SERVICE TO
THE CITY OF ALAMEDA AS COUNCILMEMBER
WHEREAS, Frank Matarrese began his long and successful service to the City of
Alameda in 1996, when he co-chaired the successful Measure 0 campaign to build the
first new main library in Alameda in over 1 00 years; and
WHEREAS, Frank Matarrese was appointed to the Economic Development
Commission in 1996, then served on Alameda's Planning Board from 2000-2002, then
served as City Councilmember for eight years from 2002-2010, then served as
Councilmember and Vice Mayor from 2014-2016, and again as Councilmember from
2016-2018; and
WHEREAS, as Councilmember, Frank Matarrese led the efforts to restore the
Alameda Theater, promoted new parks, supported wildlife conservation, and worked
diligently to ensure the establishment of Alameda's Fiscal Sustainability and Climate
Action Plans; and
WHEREAS, during his current term as Councilmember, Frank Matarrese
represented the City and advocated for our residents on many important regional agency
boards, including the AC Transit Inter-Agency Liaison Committee, the Association of Bay
Area Governments, and the East Bay Regional Park District Subcommittee; and
WHEREAS, Frank Matarrese is past president of the Alameda Sister Cities
Association, has visited Alameda's Sister City in China, and was instrumental in
establishing the association and its presence in Alameda; and
WHEREAS, as Councilmember, Frank Matarrese was instrumental in adopting
City policies that focus on reducing income inequality, including adopting an increase to
the City's minimum wage, supporting the declaration of a Shelter Crisis finding the health
and safety of unsheltered persons in the City of Alameda is threatened by a lack of shelter,
advocating for a renters' tax credit, and empowering the Social Service Human Relations
Board (SSHRB) to make recommendations to assist Alameda's homeless population; and
WHEREAS, as Councilmember, Frank Matarrese worked to preserve the long-
term fiscal health of the City, including preparing structurally sustainable General Fund
budgets, establishing a policy that places surplus revenue in a reserve, and adopting a
new Economic Development Strategic Plan; and
WHEREAS, as Councilmember, Frank Matarrese prioritized the protection of our
environment, including updating Alameda's 2008 Local Action Plan for climate protection,
establishing parks and wetlands at Alameda Point, and taking cars off the road by
increasing ferry ridership; and
WHEREAS, as Councilmember, Frank Matarrese successfully advocated for the
Water Emergency Transportation Authority to provide a new harbor seal haul-out platform
at Alameda Point in conjunction with construction of the ferry maintenance facility. The
harbor seal float is the first of its kind in the world, having established a reliable resting
spot for record numbers of harbor seals in the central Bay and a visual connection with
marine mammals for visitors; and
WHEREAS, as Councilmember, Frank Matarrese led the effort to create a liaison
committee with the East Bay Regional Park District to work toward the shared goals of
creating more public open space and outdoor recreational opportunities. This cooperative
effort is currently forging an agreement to establish a new 158-acre regional park on the
shoreline of the Northwest Territories at Alameda Point; and
WHEREAS, throughout his service as Councilmember, Frank Matarrese helped
move Alameda Point forward, breaking ground on Site A, the first phase of the $1 billion
mixed-use, transit-oriented waterfront development at the gateway to Alameda Point,
revitalizing our business districts, and creating new affordable housing for seniors and
veterans; and
WHEREAS, as Councilmember, Frank Matarrese made it a priority to keep
Alameda thriving by making decisions that are in the best interest of the entire city, and
kept the community informed by establishing a blog and having regular town hall
meetings.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Alameda does hereby express its sincere appreciation to Frank Matarrese for his many
years of service to the Alameda community.
NOW, THEREFORE BE IT FURTHER RESOLVED that the City Council of the
City of Alameda does hereby congratulate Frank Matarrese on his many
accomplishments while serving the City of Alameda and earning the utmost respect of his
colleagues and constituents.

I, the undersigned, hereby certify that the foregoing Resolution was duly and
regularly adopted and passed by the Council of the City of Alameda in a regular meeting
assembled on the 18th day of December, 2018, by the following vote to wit:
AYES: Councilmembers Ezzy Ashcraft, Matarrese, Oddie, Vella and
Mayor Spencer -5.
NOES: None.
