ESTABLISHING THE OTIS/BROADWAY UNDERGROUND UTILITY
DISTRICT
WHEREAS, the City of Alameda has an ongoing effort to create and develop
Underground Utility Districts (UUD). To date, 25 UUDs have been completed; and
WHEREAS, the City, at the request of the Public Utilities Board (PUB) and
numerous residential neighborhoods, desires to establish the formation of additional
UUDs; and
WHEREAS, Alameda Municipal Code Chapter 19-4 provides that property owners
within the District shall provide all necessary facility changes on their premises so as to
be able to receive such service from the underground lines of the supplying utilities; and
WHEREAS, affected property owners in the proposed locations were notified by
mail that they were within a proposed District and that a public meeting was scheduled
for February 28, 2018; and
WHEREAS, the City held a public meeting on February 28, 2018; and
WHEREAS, affected property owners in the proposed locations were invited by
mail to participate in an online survey open from July 16, 2018, to August 31, 2018,
indicating their support for undergrounding their neighborhood; and
WHEREAS, after receiving comments and responses from citizens, the Technical
Advisory Committee recommended the establishment of the Otis/Broadway Underground
Utility District as described below; and
Otis/Broadway District -along Otis Drive from High Street to Broadway Street
including streets south of Otis Drive (i.e. Pearl Street, Versailles Avenue, Mound
Street, Waterton Street, and Court Street); and along Broadway Street from La
Jolla Drive to Encinal Avenue.
WHEREAS, the design work for the District shall begin in 2019 with construction
starting in late 2020 or early 2021 and be completed within approximately two to three
years; and
WHEREAS, all utilities concerned and all affected property owners as shown on
the last equalized assessment roll were notified of a public hearing to be held on February
19, 2019, for the purpose of determining whether public necessity, health, safety or
welfare require the removal of poles, overhead wires and associated overhead structures
and the underground installation of wires and facilities for supplying electric,
communications, or similar associated service within the proposed Otis/Broadway
District; and
WHEREAS, the City Council held such a Public Hearing on February 19, 2019, to
consider the creation of the Otis/Broadway UUD.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Alameda
that upon holding the Public Hearing and receiving testimony from individual property
owners that the public necessity and welfare require the establishment of the
Otis/Broadway UUD; and
NOW THEREFORE BE IT FURTHER RESOLVED by the City Council of the City
of Alameda that the City Clerk shall notify all affected utilities and all persons owning real
property within the Otis/Broadway UUD of this action.

regularly adopted and passed by the Council of the City of Alameda in a regular meeting
assembled on the 19th day of February 2019, by the following vote to wit:
AYES: Councilmembers Daysog, Knox White, Oddie, Vella and
Mayor Ezzy Ashcraft-5.
NOES: None.
ABSENT: None.
ABSTENTIONS: None.
